    Improving Effectiveness of Monetary Weapon Systems in Afghanistan

    Tenuous political and economic times call for increased oversight and improved results from military counterinsurgency programs in Afghanistan, programs that provide agile non-kinetic weapons, critical for commanders fighting in today\u27s asymmetric battle space. This paper proposes a decision tool for construction projects executed under the Commanders Emergency Response Program, designed to meet the changing demands of fighting an amorphous insurgency among dynamic systems of stakeholders. The research first conducted a system analysis of the CERP project execution process identifying key findings addressing value adding inputs. The research then applies a Causal Chain, borrowed from the Emergency Management field to identify contributions of early system inputs and expand the aperture on project outcomes to include their long-term impacts. The research suggests that the Commanders Emergency Response Program can improve outcomes by considering a broader perspective of the system using the Causal Chain, delaying project outcome determination, expanding the pool and increasing the meaningful involvement of stakeholders, driving outcome focused decision making. The research hopes to contribute to improving the outcomes of the Commanders Emergency Response Program and provide a useful framework to describe the system during future policy decisions for the program

    Macroeconomic trends and practice models impacting acute care surgery

    Acute care surgery (ACS) diagnoses are responsible for approximately a quarter of the costs of inpatient care in the US government, and individuals will be responsible for a larger share of the costs of this healthcare as the population ages. ACS as a specialty thus has the opportunity to meet a significant healthcare need, and by optimizing care delivery models do so in a way that improves both quality and value. ACS practice models that have maintained or added emergency general surgery (EGS) and even elective surgery have realized more operative case volume and surgeon satisfaction. However, vulnerabilities exist in the ACS model. Payer mix in a practice varies by geography and distribution of EGS, trauma, critical care, and elective surgery. Critical care codes constitute approximately 25% of all billing by acute care surgeons, so even small changes in reimbursement in critical care can have significant impact on professional revenue. Staffing an ACS practice can be challenging depending on reimbursement and due to uneven geographic distribution of available surgeons. Empowered by an understanding of economics, using team-oriented leadership inherent to trauma surgeons, and in partnership with healthcare organizations and regulatory bodies, ACS surgeons are positioned to significantly influence the future of healthcare in the USA

    Broadening Responsibilities: Consideration Of The Potential To Broaden The Role Of Uniformed Fire Service Employees

    What is this report about? This report, commissioned by the National Joint Council for Local Authority Fire and Rescue Services (NJC), aims to identify what impact, if any, firefighters can have on the delivery of emergency medical response and wider community health interventions in the UK. What are the overall conclusions? Appropriately trained and equipped firefighters co-responding1 to targeted, specific time critical medical events, such as cardiac arrest, can improve patient survival rates. The data also indicate that there is support from fire service staff – and a potential need from members of the public, particularly the elderly, isolated or vulnerable – to expand ‘wider work’. This includes winter warmth assessments, Safe and Well checks, community defibrillator training and client referrals when staff believe someone may have dementia, are vulnerable or even, for example, have substance dependencies such as an alcohol addiction. However, there is currently insufficient data to estimate the net benefit of this work

    Flooding through the lens of mobile phone activity

    Natural disasters affect hundreds of millions of people worldwide every year. Emergency response efforts depend upon the availability of timely information, such as information concerning the movements of affected populations. The analysis of aggregated and anonymized Call Detail Records (CDR) captured from the mobile phone infrastructure provides new possibilities to characterize human behavior during critical events. In this work, we investigate the viability of using CDR data combined with other sources of information to characterize the floods that occurred in Tabasco, Mexico in 2009. An impact map has been reconstructed using Landsat-7 images to identify the floods. Within this frame, the underlying communication activity signals in the CDR data have been analyzed and compared against rainfall levels extracted from data of the NASA-TRMM project. The variations in the number of active phones connected to each cell tower reveal abnormal activity patterns in the most affected locations during and after the floods that could be used as signatures of the floods - both in terms of infrastructure impact assessment and population information awareness. The representativeness of the analysis has been assessed using census data and civil protection records. While a more extensive validation is required, these early results suggest high potential in using cell tower activity information to improve early warning and emergency management mechanisms.Comment: Submitted to IEEE Global Humanitarian Technologies Conference (GHTC) 201

The study found that there is a serious lack of housing in McHenry County that falls in the price range of low and even middle-income families.     Affection not affliction: The role of emotions in information systems and organizational change

    Most IS research in both the technical/rational and socio-technical traditions ignores or marginalizes the emotionally charged behaviours through which individuals engage in, and cope with the consequences of, IS practice and associated organizational change. Even within the small body of work that engages with emotions through particular conceptual efforts, affections are often conceived as a phenomenon to be eradicated – an affliction requiring a cure. In this paper, I argue that emotions are always implicated in our lived experiences, crucially influencing how we come to our beliefs about what is good or bad, right or wrong. I draw from the theoretical work of Michel Foucault to argue for elaborating current notions of IS innovation as a moral and political struggle in which individuals’ beliefs and feelings are constantly tested. Finally, I demonstrate these ideas by reference to a case study that had considerable emotional impact, and highlight the implications for future work

    Economic viability of eCare solutions

    Provisioning of good quality care to the elderly population and at the same time reducing the pressure on the health care expenditures is a challenging issue for governments today. Many ICT supported, distant care systems (eCare) have been proposed but few have found their way to the market. The problem is to provide a viable business case for each actor involved (including eCare platform, health care and finance providers) when offering eCare services. We have constructed a model for evaluating the (socio-)economic viability of different business models when introducing eCare solutions. A multi-actor approach has been implemented, calculating and evaluating the business case for each actor involved. For a Belgian case we will show (socio)-economic advantages to participate in an eCare ecosystem

    Next Generation intelligent transport systems: a multidimensional framework for eCall implementation

    The present use of Intelligent Transport Systems (ITS) can be defined as a hybrid between information and communication technologies to improve different aspects of mobility and transport. The potential value of the next generation ITS can be assessed as an integrated array of services satisfying customer preferences, optimising policy objectives and generating business revenues. Based on industry interviews, the analysis of a traffic information service and an 'emergency call' service permitted the multidimensional appreciation of deployment scenarios of these next generation Intelligent Transport Systems. The implementation of an on-board emergency call (eCall) is an ITS service which has already been deployed in different countries. Several private and public initiatives have already resulted into preliminary and purely private eCall services, mainly proprietary to the car industry, each with different underlying revenue and cost models. On the European level, a Memorandum of Understanding (MoU) instigated on the national enactment to implement a standardised eCall system. The research question involved in this paper is whether the specified ecosystem for the Belgian case confirms that all stakeholders have a particular interest in the effectuation of eCall. The findings are the result of a case study performed within the Flemish IBBT research project NextGenITS. --
