    SimCode: Agent-based Simulation Modelling of Open-Source Software Development

    We present an original modeling tool, which can be used to study the mechanisms by which free/libre and open source software developers’ code-writing efforts are allocated within open source projects. It is first described analytically in a discrete choice framework, and then simulated using agent-based experiments. Contributions are added sequentially to either existing modules, or to create new modules out of existing ones: as a consequence, the global emerging architecture forms a hierarchical tree. Choices among modules reflect expectations of peer- regard, i.e. developers are more attracted a) to generic modules, b) to launching new ones, and c) to contributing their work to currently active development sites in the project. In this context, we are able – particularly by allowing for the attractiveness of “hot spots”-- to replicate the high degree of concentration (measured by Gini coefficients) in the distributions of modules sizes. The latter have been found by empirical studies to be a characteristic typical of the code of large projects, such as the Linux kernel. Introducing further a simple social utility function for evaluating the mophology of “software trees,” it turns out that the hypothesized developers’ incentive structure that generates high Gini coefficients is not particularly conducive to producing self-organized software code that yields high utility to end-users who want a large and diverse range of applications. Allowing for a simple governance mechanism by the introduction of maintenance rules reveals that “early release” rules can have a positive effect on the social utility rating of the resulting software trees.

    Market reforms are generally credited with the rapid growth enjoyed by China's rural sector. This growth has not been without some cost, however, as inequality has also increased. Estimates suggest that the Gini rose from less than 0.20 to over 0.40 during this period. In this paper we go behind these numbers to explore the nature and causes of this inequality. To begin, we find that a considerable share of rural inequality is driven by local differences in household incomes, as opposed to regional income differences, that have been the focus of the previous literature. We then examine inter-household income differentials at the village level, exploring the links between education, market development, non-agricultural employment, and household income. To address these questions, we draw on a recently collected data set from Northeast China, that was collected by two of the authors in collaboration with Chinese colleagues in Hebei and Liaoning provinces in 1995. For purposes of comparison, we also draw on the Chinese Health and Nutrition Survey. We find that indeed, increasing rates of return to education and unevenly developed non-agricultural business opportunities contribute to the high levels of inequality in the countryside.     Development of a Case-Mix Funding System for Adults with Combined Vision and Hearing Loss

    Background: Adults with vision and hearing loss, or dual sensory loss (DSL), present with a wide range of needs and abilities. This creates many challenges when attempting to set the most appropriate and equitable funding levels. Case-mix (CM) funding models represent one method for understanding client characteristics that correlate with resource intensity. Methods: A CM model was developed based on a derivation sample (n = 182) and tested with a replication sample (n = 135) of adults aged 18+ with known DSL who were living in the community. All items within the CM model came from a standardized, multidimensional assessment, the interRAI Community Health Assessment and the Deafblind Supplement. The main outcome was a summary of formal and informal service costs which included intervenor and interpreter support, in-home nursing, personal support and rehabilitation services. Informal costs were estimated based on a wage rate of half that for a professional service provider ($10/hour). Decision-tree analysis was used to create groups with homogeneous resource utilization. Results: The resulting CM model had 9 terminal nodes. The CM index (CMI) showed a 35-fold range for total costs. In both the derivation and replication sample, 4 groups (out of a total of 18 or 22.2%) had a coefficient of variation value that exceeded the overall level of variation. Explained variance in the derivation sample was 67.7% for total costs versus 28.2% in the replication sample. A strong correlation was observed between the CMI values in the two samples (r = 0.82; p = 0.006). Conclusions: The derived CM funding model for adults with DSL differentiates resource intensity across 9 main groups and in both datasets there is evidence that these CM groups appropriately identify clients based on need for formal and informal support

    Characterizing degradation of palm swamp peatlands from space and on the ground: an exploratory study in the Peruvian Amazon

    Peru has the fourth largest area of peatlands in the Tropics. Its most representative land cover on peat is a Mauritia flexuosa dominated palm swamp (thereafter called dense PS), which has been under human pressure over decades due to the high demand for the M. flexuosa fruit often collected by cutting down the entire palm. Degradation of these carbon dense forests can substantially affect emissions of greenhouse gases and contribute to climate change. The first objective of this research was to assess the impact of dense PS degradation on forest structure and biomass carbon stocks. The second one was to explore the potential of mapping the distribution of dense PS with different degradation levels using remote sensing data and methods. Biomass stocks were measured in 0.25 ha plots established in areas of dense PS with low (n = 2 plots), medium (n = 2) and high degradation (n = 4). We combined field and remote sensing data from the satellites Landsat TM and ALOS/PALSAR to discriminate between areas typifying dense PS with low, medium and high degradation and terra firme, restinga and mixed PS (not M. flexuosa dominated) forests. For this we used a Random Forest machine learning classification algorithm. Results suggest a shift in forest composition from palm to woody tree dominated forest following degradation. We also found that human intervention in dense PS translates into significant reductions in tree carbon stocks with initial (above and below-ground) biomass stocks (135.4 ± 4.8 Mg C ha−1) decreased by 11 and 17% following medium and high degradation. The remote sensing analysis indicates a high separability between dense PS with low degradation from all other categories. Dense PS with medium and high degradation were highly separable from most categories except for restinga forests and mixed PS. Results also showed that data from both active and passive remote sensing sensors are important for the mapping of dense PS degradation. Overall land cover classification accuracy was high (91%). Results from this pilot analysis are encouraging to further explore the use of remote sensing data and methods for monitoring dense PS degradation at broader scales in the Peruvian Amazon. Providing precise estimates on the spatial extent of dense PS degradation and on biomass and peat derived emissions is required for assessing national emissions from forest degradation in Peru and is essential for supporting initiatives aiming at reducing degradation activities

    Inequality of Opportunity and Income Inequality in Nine Chinese Provinces, 1989-2006

    While there is a large and growing body of research describing and analyzing changes in the Chinese income distribution, researchers have paid considerable less attention to inequality of opportunity. The aim of this paper is to contribute to filling this gap in the literature. The two main questions addressed empirically for the first time in a Chinese context are: To what extent are individuals’ incomes and individual income differences due to factors beyond the individual’s control (in Roemer’s terminology “circumstances”) and to what extent are they due to outcomes of the individual’s own choices (“effort”). What is the relationship between income inequality and inequality of opportunity? For this purpose we use data from the China Health and Nutrition Survey collected from nine provinces during the period 1989 to 2006. The CHNS has detailed information about incomes and other factors enabling us to construct a host of circumstance and effort variables for the offspring. We find that China has a substantial degree of inequality of opportunity. Parental income and parents’ type of employer explain about two thirds of the total inequality of opportunity. Notably, parental education plays only a minor role implying that parental connections remain important. The results show that the increase in income inequality during the period under study largely mirrors the increase in inequality of opportunity.     The Social Wellbeing of New York City's Neighborhoods: The Contribution of Culture and the Arts

    This report presents the conceptual framework, data and methodology, and findings of a two-year study of culture and social wellbeing in New York City by SIAP with Reinvestment Fund. Building on their work in Philadelphia, the team gathered data from City agencies, borough arts councils, and cultural practitioners to develop a 10-dimension social wellbeing framework—which included construction of a cultural asset index—for every neighborhood in the five boroughs. The research was undertaken between 2014 and 2016.The social wellbeing tool enables a variety of analyses: the distribution of opportunity across the city;identification of areas with concentrated advantage, concentrated disadvantage, aswell as "diverse and struggling" neighborhoods with both strengths and challenges; and analysis of the relationship of"neighborhood cultural ecology" to other features of a healthy community

    “It Takes All Kinds”: A Simulation Modeling Perspective on Motivation and Coordination in Libre Software Development Projects

    This paper presents a stochastic simulation model to study implications of the mechanisms by which individual software developers’ efforts are allocated within large and complex open source software projects. It illuminates the role of different forms of “motivations-at-the-margin” in the micro-level resource allocation process of distributed and decentralized multi-agent engineering undertakings of this kind. We parameterize the model by isolating the parameter ranges in which it generates structures of code that share certain empirical regularities found to characterize actual projects. We find that, in this range, a variety of different motivations are represented within the community of developers.
