    Working in decentralised service systems: challenges and choices for the Australian aid program

    The report examined Australia’s support for service systems in decentralised contexts - the evaluation focussed on the health, education and infrastructure (water, sanitation and roads) sectors. Foreword Public services have been decentralised in most countries where Australia provides aid. This means Australia, like other donors, must be willing and able to engage effectively with developing country governments at all levels to improve service delivery. To ensure sustainable improvements, this engagement should carefully coordinate support for governance reforms with assistance to strengthen or expand service delivery systems. As the World Bank has observed, done well, decentralisation can result in more efficient and effective services for communities. However, done poorly, or where the context is inappropriate, decentralisation may have negative effects. This evaluation builds on the Office of Development Effectiveness’s 2009 evaluation of Australian aid for service delivery. It answers important questions about whether Australian aid has appropriately considered the role of subnational authorities, including specific issues identified in 2009. It assesses how well Australian aid has addressed the challenges of decentralisation, with a focus on the major sectors of education, health and infrastructure. This evaluation utilised a clear methodology, applied it consistently, and draws together a range of evidence to provide a balanced account of Australian aid performance. It concludes that Australian aid is beginning to respond to the challenges of supporting service delivery in decentralised contexts, but notes that results are mixed and there is room for further improvement. The evaluation suggests Australia needs to improve its country-level analysis, program planning and design to better address decentralisation. In particular, there is a need to carefully assess short-term service delivery needs against long-term structures and incentives for governments to achieve sustainable service delivery and meet sovereign responsibilities. Australia needs to get the right balance of engagement with different levels of government, and appropriately address both supply and demand aspects of service delivery, especially to improve equity.   &nbsp

These questions must be considered to achieve success in language acquisition not only as something that is accomplished in the classroom during the particular course, but also as a life-long activity, considering the graduates of Vocational high school students are prepared for the business world . This paper attempts to give a scratch of constructivism approach in teaching English as foreign language which might be a great necessity for the teacher of vocational high school. The content also involves Curriculum in order to be accuracy with the materials. Several points should be taken into consideration to apply the best method in classroom teaching

    Application of Knowledge Management in The Sudanese Universities: An Analytical Study

    Knowledge management (KM) is becoming a very important issue in higher education, which drives the ability to collect and analyze information, transform knowledge and apply novelties. Therefore, this paper aimed at introducing a framework of thoughts for applying knowledge management in the Sudanese universities, depending on the analysis of the theoretical studies and the available literature related to the topic. In doing so, the researchers followed a qualitative and analytical type of research. To collect data, previous studies and papers, especially those related to higher education institutions are reviewed. The paper covered the basic concepts, definitions, justifications, and domains, besides the application of (KM) in the Sudanese universities. The main factors that can help in relieving difficulties facing (KM) are also discussed. The paper concluded that Sudanese Universities are considered the most suitable institutions to apply (KM), as they have a strong infrastructure that is favorable to the production and application of knowledge through the venues of investment in scientific research. The paper recommended the utmost necessity of adopting (KM) in the Sudanese universities as an approach to developing the individual and the official administrative to improve the level of outputs and to increase its capacity to adapt to all the prevalent changes and challenges. The use of knowledge management, according to this paper's inference, promotes staff members to advance both themselves and their universities by using this information to scientific research and studies

    STRATEGIC PLANNING AND PERFORMANCE MEASUREMENT FOR PUBLIC UNIVERSITIES IN SULAWESI, INDONESIA; QUANTITATIVE APPROACH

    The purpose of the study is to examine the real process of strategic planning and performance measurement within public universities in Sulawesi, Indonesia. The specific objective is to focus on strategic planning, performance measurement and associate the findings with the objectives of Higher Education Long Term Strategy from Indonesian Directorate General Higher Education. Quantitative methodology approach with an empirical survey was conducted based on questionnaires. The findings revealed that the process of strategic planning in public universities was consistent with the Higher Education Long Term Strategy guidelines. However, public universities faced challenges to their achievement of all targets. The relationships between strategic planning and performance measurement were positively related, however, the organisational performance could be improved if programs in strategic planning could be more fully implemented. This influenced the refinement of the balanced scorecard approach into a performance measurement model for public universities.     PATTERN OF COMPLEMENTARY THERAPY USED BY PATIENTS IN DIABETES CARE REGIMENT

    Background: Diabetes is chronic health problem which couldnt be cured. Use of medical therapy in a long term need huge budget and increase risk of adverse effect. Complementary/ alternative medicine CAM) is a choice for patient in diabetes care management beside conventional medical therapy. Some of CAM were’nt have enough evidence based support respect to its benefit and adverse effect. Objective: Aim of the study was to explore pattern of use of CAM by diabetic patient. Methods: The study used qualitative descriptive phenomenology method and data collected by in-depth interview. Participants were 4 diabetic patient and 2 of diabetic patient family member who used CAM. Result: Diabetes patients perceive complementary therapy as an effort to manage disease, complement to other diabetes care regiments, and substitutes or complements of medical drugs therapy. Reasons of use of complementary therapy were low cost, practical, and effective therapeutic impact. CAMs used by diabetes patient were herbs, animal, supplement diet, pray, and massage. Sources of information of CAM were families, friends, and traditional healer. Herbs ingredients were boiled, applied with hot water, made like a coffee, or cooked like salads/ vedgetables. Impact of complementary therapy used faced by diabetic patient were both beneficial and detrimental. Discussion: Study findings congruent with other studies. Diabetes patient manage CAM administration by themself and no consultation with health professionals that may harmfull for them eventhough they only experience minor side effect. Its need further study to find conclusive CAM effectivity and safety. Conclutions: The study findings consist of diabetes patient perception about CAM, reasons of CAM uses, how to uses CAM, and impact felt after CAM uses. Use of complementary therapy need to be consulted with health professionals to help diabetic patient consider its adverse effects and beneficials.     Collaborative learning through virtual tools: Analysis of the perception of student satisfaction of teaching performance

    The objective of this article is to identify the results of the evaluation of collaborative learning through technological tools as part of the pedagogical strategies in the virtual teaching process. For the evaluation, the SERVQUAL model was used, through which it was identified that 97.73% satisfactorily evaluate the reliability and security of pedagogical strategies through technological tools used in collaborative learning in the teaching process in virtual environments. The optimal evaluation regarding the reliability of collaborative learning is 100% related to compliance with the syllable, to the teacher's disposition to help them in the use of technological tools and to the conformity of the technological tools used in the subject. Regarding the security of collaborative learning, 100% of the satisfactory evaluation is related to the trust and kindness that the teacher transmitted with the use of technological tools in teaching in virtual environments.Revisón por pare
