    WESTT (Workload, Error, Situational Awareness, Time and Teamwork): An analytical prototyping system for command and control

    Modern developments in the use of information technology within command and control allow unprecedented scope for flexibility in the way teams deal with tasks. These developments, together with the increased recognition of the importance of knowledge management within teams present difficulties for the analyst in terms of evaluating the impacts of changes to task composition or team membership. In this paper an approach to this problem is presented that represents team behaviour in terms of three linked networks (representing task, social network structure and knowledge) within the integrative WESTT software tool. In addition, by automating analyses of workload and error based on the same data that generate the networks, WESTT allows the user to engage in the process of rapid and iterative “analytical prototyping”. For purposes of illustration an example of the use of this technique with regard to a simple tactical vignette is presented

    Can environmental governance benefit from an ICT-social capital nexus in civil society?

    Although the potential of Information and Communication Technologies (ICT) to foster social capital in civil society has been duly acknowledged, few studies have empirically explored the ICT-social capital nexus in the context of community organizations. Huysman and Wulf (2004) consider the lack of interest in the area of ‘ICT and social capital’ as worrisome in today’s increasingly network-centric society. Since the prospect of ICT furthering social capital is simply too significant to ignore, this paper responds to this gap by reporting on one aspect of a 2008 survey of environmental community organizations (ECOs) undertaken to develop a broader understanding of the linkages between organizational social capital and information and communication technologies in the Perth region of Western Australia. By exploring the trend of ICT uptake, pattern of intra-organizational as well as inter-organizational interactions, and the association between ICT uptake and organizational interactions, this paper critically engages in the ‘ICT and social capital’ debate and discusses the implications of ICT-social capital nexus in the context of environmental governance

    Integrating Practical and Epistemic Actors: Co-Constructing a Knowledge Organization System to Address Housing Insecurity in West Philadelphia

    In response to colonial legacies of divisiveness and paternalism underpinning the development of knowledge organization systems (KOS) and thus impeding their appeal, accessibility, and usefulness to diverse stakeholders (Castleden, Morgan, and Lamb, 2012), this case study explores the challenges and opportunities inherent to the design of a malleable, sustainable KOS as part of an mHealth tool called Map the Gap. Map the Gap intends to reduce the burden of housing insecurity in West Philadelphia. By examining the active cultivation of communal ties between the “epistemic” and “practical” actors (Callon, 4, 2004) who substantiate Map the Gap, as well as the sociotechnical infrastructure which shapes and is shaped by such ties, the processes of collaboration underpinning functionality decisions are delineated. This paper reflects on the way KOS sociotechnical structures defy and challenge traditional academic and community models of research and development, thus requiring a unique, temporally-conscious embracement of select and dynamic collaborations. By elucidating and evaluating the considerations and practices central to Map the Gap, we seek to yield a template for cultivating healthy KOS sociotechnical structures

    Resilience engineering for sociotechnical safety management

    Modern societies call for a reconsideration of risk and safety, in light of the increasing complexity of human-made systems. Technological artefacts, and the respective role of humans, as well as the organizational contexts in which they operate, dramatically changed in the last decades with an even more severe transformation expected in the future. Rooted in human factors, ergonomics, cognitive engineering, systems thinking and complexity theory, the discipline of resilience engineering proposes innovative approaches for safety challenges imposed by the dynamic, uncertain, and intertwined nature of modern sociotechnical systems. Resilience engineering aims to provide support means for ensuring that systems can sustain required operations under both expected and unexpected conditions. This chapter aims to provide a summary of the scientific field of resilience engineering, as well as a description of two methods common in the field, the resilience analysis grid and the functional resonance analysis method. Following two examples, the chapter proposes a multidisciplinary research agenda for the field

    Embedding robotic surgery into routine practice and impacts on communication and decision making: A review of the experience of surgical teams

    While an increasing number of healthcare providers are purchasing surgical robots because of anticipated improvements in patient outcomes, their implementation into practice is highly variable. In robotic surgery, the surgeon is physically separated from the patient and the rest of the team with the potential to impact communication and decision making in the operating theatre and subsequently patient safety. Drawing on the approach of realist evaluation, in this article we review reports of the experience of surgical teams that have introduced robotic surgery to identify how and in what contexts robotic surgery is successfully integrated into practice and how and in what contexts it affects communication and decision making. Our analysis indicates that, while robotic surgery might bring about a number of benefits, it also creates new challenges. Robotic surgery is associated with increased operation duration, which has implications for patient safety, but strategies to reduce it can be effective with appropriate support from hospital administration and nursing management. The separation of the surgeon from the team can compromise communication but may be overcome through use of standardised communication. While surgeon situation awareness may be affected by the separation, the ergonomic benefits of robotic surgery may reduce stress and tiredness and enhance surgeon decision making. Our review adds to the existing literature by revealing strategies to support the introduction of robotic surgery and contextual factors that need to be in place for these to be effective

    A socio-technical perspective on the future Vessel Traffic Services

    Autonomy is expected to cause significant changes to the Maritime Traffic System (MTS). The Vessel Traffic Services (VTS) is a control system in the MTS and will be affected by new interactions caused by autonomy. The paper proposes a proactive approach in discussing the future VTS. The paper renders the historical development of socio-technical systems theory and argues for systemic evaluation of internal and external consequences of changes in the design of the future VTS. A democratic process to involve people from the various levels of the VTS organisation with different competencies is suggested. To evaluate the consequences of change, a systemic internal and external approach is suggested. For discussing internal consequences, a levelled socio-technical systems model is adapted and applied. External consequences are suggested to be discussed by applying design principles of system-of-systems to understand the interplay between VTS and the MTS

    Mapping diverse visions of energy transitions: co-producing sociotechnical imaginaries

    The need to rapidly decarbonise energy systems is widely accepted, yet there is growing criticism of ‘top–down’, technocentric transition visions. Transitions are, such critics claim, unpredictable, contested, and comprise of multiple and competing perspectives. This paper opens up to diverse visions of energy transitions by studying a corpus of 12 visions produced across different ‘institutional settings’ of the state, business, science and technology, and civil society in the UK. We introduce a new analytical framework grounded in relational co-productionist perspectives in science and technology studies (STS) to comparatively analyse the similarities and differences of the visions in relation to four dimensions of sociotechnical transformation: meanings, knowings, doings, and organisings. Whilst research on energy transitions often focuses on dominant imaginaries within political cultures, regimes and centres of power, it is an explicit intention of this paper to also comparatively map the distributed, diverse and counter-hegemonic visions. The paper reveals that what is often presented as a primarily ‘technical’ transition is always normative in bringing forward particular forms of social and political order. Our analysis reveals important distinctions between more ‘centred’ and more decentred or ‘alternative’ imaginaries of the energy transition, differences which reveal the inherently political nature of energy futures. Visions which emerge from civil society settings are shown to be a key locus of diversity in sociotechnical imaginaries and tend to open up to alternative models of progress, social change, and the roles of publics. This emphasises the significant role played by the settings and the make-up of collective practices through which energy visions are co-produced. We suggest that mapping diverse visions to reveal their respective partialities, exclusions and sociopolitical dimensions in this way, can offer a more humble, reflexive, and responsible foundation for practices of future-making and sociotechnical transformations
