    MSUO Information Technology and Geographical Information Systems: Common Protocols & Procedures. Report to the Marine Safety Umbrella Operation

    The Marine Safety Umbrella Operation (MSUO) facilitates the cooperation between Interreg funded Marine Safety Projects and maritime stakeholders. The main aim of MSUO is to permit efficient operation of new projects through Project Cooperation Initiatives, these include the review of the common protocols and procedures for Information Technology (IT) and Geographical Information Systems (GIS). This study carried out by CSA Group and the National Centre for Geocomputation (NCG) reviews current spatial information standards in Europe and the data management methodologies associated with different marine safety projects. International best practice was reviewed based on the combined experience of spatial data research at NCG and initiatives in the US, Canada and the UK relating to marine security service information and acquisition and integration of large marine datasets for ocean management purposes. This report identifies the most appropriate international data management practices that could be adopted for future MSUO projects

    Building of the Enabled Web-Based GIS Participation System: A Tool to Enhance Community Participation in City Development Plan

    This research has been conducted under the frame work of GIS interoperability infrastructure financed by the Malaysian Ministry of Science and Technology. In this paper, we discuss the development and analyze the potential application of the Geographical Information System (GIS) and Internet computing to enhance community participation in the decision making processes i.e. in Local Plan of Block 3, Melaka Tengah district as a model. The focus of this paper is on the designing and development of the enabled Web-based GIS Participation System called, GISPSS. It is considered to be similar to a Real Time Resources Discovery Server but it comprises four main complimentary components: the Map Viewer, the Objection Support, the Planning Process Documentation, and the Web Content Management. The functional features of these components are highlighted. The multi-tiered architecture forms the basis of the Enabled Webbased GIS system has been adopted in this research

    Spatial data infrastructures model for developing countries: A case study of Nigeria

    Dissertation submitted in partial fulfilment of the requirements for the Degree of Master of Science in Geospatial TechnologiesThis research explores the basics of SDI, and investigates the National SDI of different countries. Further, the research analyses SDI implementation in developing country with specific reference to the National Geospatial Data Infrastructure (NGDI) of Nigeria. The research assesses the status and the milestones of NGDI implementation using key SDI components as assessment variables. These components were grouped into four classes: Policy and Legal Issues, Technical, Funding and People. A questionnaire survey via email was conducted on the stakeholders and users of geoinformation in Nigeria. From the analysis, the NGDI has an advantage of having a national policy backing its implementation and the establishment of the coordinating body. However, the lack of SDI directive and funding are major hurdles in the implementation of the NGDI making it lack behind most of the selected case study countries in other key components. Nigeria is also found to be applying a Mixed Model of NSDI implementation as both product model and process model are evident in the NGDI. In the real sense of access network and data sharing, NGDI is yet to be operational, though the project is going on

    This study focuses on the spatial information system in the context of developing spatial data infrastructure, developing spatial data infrastructure in the context of this study is  a spatial data infrastructure whose operational capacity does not satisfy the standards befitting of a functional or operational spatial data infrastructure. The researcher assumes spatial information system as the sum of the spatial data and spatial information obtained from a geographic information system manipulation, synthesized to give spatial information system useful for information exchange and sharing in spatial data infrastructure. Qualitative review of relevant texts and web information were used for the subjective analysis of the information obtained. The result obtained revealed a glaring gap difference in the understanding, performance and readiness of spatial information among the three geospatial communities analyzed, indicative of the context in which spatial information is held for spatial data infrastructure performance.     Public Commons for Geospatial Data: A Conceptual Model

    A wide variety of spatial data collection efforts are ongoing throughout local, state and federal agencies, private firms and non-profit organizations. Each effort is established for a different purpose but organizations and individuals often collect and maintain the same or similar information. The United States federal government has undertaken many initiatives such as the National Spatial Data Infrastructure, the National Map and Geospatial One-Stop to reduce duplicative spatial data collection and promote the coordinated use, sharing, and dissemination of spatial data nationwide. A key premise in most of these initiatives is that no national government will be able to gather and maintain more than a small percentage of the geographic data that users want and desire. Thus, national initiatives depend typically on the cooperation of those already gathering spatial data and those using GIs to meet specific needs to help construct and maintain these spatial data infrastructures and geo-libraries for their nations (Onsrud 2001). Some of the impediments to widespread spatial data sharing are well known from directly asking GIs data producers why they are not currently involved in creating datasets that are of common or compatible formats, documenting their datasets in a standardized metadata format or making their datasets more readily available to others through Data Clearinghouses or geo-libraries. The research described in this thesis addresses the impediments to wide-scale spatial data sharing faced by GIs data producers and explores a new conceptual data-sharing approach, the Public Commons for Geospatial Data, that supports user-friendly metadata creation, open access licenses, archival services and documentation of parent lineage of the contributors and value- adders of digital spatial data sets

    Federated Robust Embedded Systems: Concepts and Challenges

    The development within the area of embedded systems (ESs) is moving rapidly, not least due to falling costs of computation and communication equipment. It is believed that increased communication opportunities will lead to the future ESs no longer being parts of isolated products, but rather parts of larger communities or federations of ESs, within which information is exchanged for the benefit of all participants. This vision is asserted by a number of interrelated research topics, such as the internet of things, cyber-physical systems, systems of systems, and multi-agent systems. In this work, the focus is primarily on ESs, with their specific real-time and safety requirements. While the vision of interconnected ESs is quite promising, it also brings great challenges to the development of future systems in an efficient, safe, and reliable way. In this work, a pre-study has been carried out in order to gain a better understanding about common concepts and challenges that naturally arise in federations of ESs. The work was organized around a series of workshops, with contributions from both academic participants and industrial partners with a strong experience in ES development. During the workshops, a portfolio of possible ES federation scenarios was collected, and a number of application examples were discussed more thoroughly on different abstraction levels, starting from screening the nature of interactions on the federation level and proceeding down to the implementation details within each ES. These discussions led to a better understanding of what can be expected in the future federated ESs. In this report, the discussed applications are summarized, together with their characteristics, challenges, and necessary solution elements, providing a ground for the future research within the area of communicating ESs
