    The Knowledge Application and Utilization Framework Applied to Defense COTS: A Research Synthesis for Outsourced Innovation

    Purpose -- Militaries of developing nations face increasing budget pressures, high operations tempo, a blitzing pace of technology, and adversaries that often meet or beat government capabilities using commercial off-the-shelf (COTS) technologies. The adoption of COTS products into defense acquisitions has been offered to help meet these challenges by essentially outsourcing new product development and innovation. This research summarizes extant research to develop a framework for managing the innovative and knowledge flows. Design/Methodology/Approach – A literature review of 62 sources was conducted with the objectives of identifying antecedents (barriers and facilitators) and consequences of COTS adoption. Findings – The DoD COTS literature predominantly consists of industry case studies, and there’s a strong need for further academically rigorous study. Extant rigorous research implicates the importance of the role of knowledge management to government innovative thinking that relies heavily on commercial suppliers. Research Limitations/Implications – Extant academically rigorous studies tend to depend on measures derived from work in information systems research, relying on user satisfaction as the outcome. Our findings indicate that user satisfaction has no relationship to COTS success; technically complex governmental purchases may be too distant from users or may have socio-economic goals that supersede user satisfaction. The knowledge acquisition and utilization framework worked well to explain the innovative process in COTS. Practical Implications – Where past research in the commercial context found technological knowledge to outweigh market knowledge in terms of importance, our research found the opposite. Managers either in government or marketing to government should be aware of the importance of market knowledge for defense COTS innovation, especially for commercial companies that work as system integrators. Originality/Value – From the literature emerged a framework of COTS product usage and a scale to measure COTS product appropriateness that should help to guide COTS product adoption decisions and to help manage COTS product implementations ex post

    The Hierarchic treatment of marine ecological information from spatial networks of benthic platforms

    Measuring biodiversity simultaneously in different locations, at different temporal scales, and over wide spatial scales is of strategic importance for the improvement of our understanding of the functioning of marine ecosystems and for the conservation of their biodiversity. Monitoring networks of cabled observatories, along with other docked autonomous systems (e.g., Remotely Operated Vehicles [ROVs], Autonomous Underwater Vehicles [AUVs], and crawlers), are being conceived and established at a spatial scale capable of tracking energy fluxes across benthic and pelagic compartments, as well as across geographic ecotones. At the same time, optoacoustic imaging is sustaining an unprecedented expansion in marine ecological monitoring, enabling the acquisition of new biological and environmental data at an appropriate spatiotemporal scale. At this stage, one of the main problems for an effective application of these technologies is the processing, storage, and treatment of the acquired complex ecological information. Here, we provide a conceptual overview on the technological developments in the multiparametric generation, storage, and automated hierarchic treatment of biological and environmental information required to capture the spatiotemporal complexity of a marine ecosystem. In doing so, we present a pipeline of ecological data acquisition and processing in different steps and prone to automation. We also give an example of population biomass, community richness and biodiversity data computation (as indicators for ecosystem functionality) with an Internet Operated Vehicle (a mobile crawler). Finally, we discuss the software requirements for that automated data processing at the level of cyber-infrastructures with sensor calibration and control, data banking, and ingestion into large data portals.Peer ReviewedPostprint (published version

    Changes in the business environment, responses of companies to these changes and the available information and communication technologies (ICT) pose a number of challenges to present and future product developers, as well as to educational institutions. An appropriate response to these challenges is to create a solid basis for strategies to combat stronger competition, since existing educational programs have provided this only to a small extent. In our opinion, the E-GPR course carried out by 5 European universities reflects the tasks of professional product development teams and their work conditions as realistically as possible and will enable students attending the E-GPR course who will soon enter the professional world to later progress along a steeper learning curve.     The Generic Spacecraft Analyst Assistant (gensaa): a Tool for Developing Graphical Expert Systems

    During numerous contacts with a satellite each day, spacecraft analysts must closely monitor real-time data. The analysts must watch for combinations of telemetry parameter values, trends, and other indications that may signify a problem or failure. As the satellites become more complex and the number of data items increases, this task is becoming increasingly difficult for humans to perform at acceptable performance levels. At NASA GSFC, fault-isolation expert systems are in operation supporting this data monitoring task. Based on the lessons learned during these initial efforts in expert system automation, a new domain-specific expert system development tool named the Generic Spacecraft Analyst Assistant (GenSAA) is being developed to facilitate the rapid development and reuse of real-time expert systems to serve as fault-isolation assistants for spacecraft analysts. Although initially domain-specific in nature, this powerful tool will readily support the development of highly graphical expert systems for data monitoring purposes throughout the space and commercial industry

    Open-source digital technologies for low-cost monitoring of historical constructions

    This paper shows new possibilities of using novel, open-source, low-cost platforms for the structural health monitoring of heritage structures. The objective of the study is to present an assessment of increasingly available open-source digital modeling and fabrication technologies in order to identify the suitable counterparts of the typical components of a continuous static monitoring system for a historical construction. The results of the research include a simple case-study, which is presented with low-cost, open-source, calibrated components, as well as an assessment of different alternatives for deploying basic structural health monitoring arrangements. The results of the research show the great potential of these existing technologies that may help to promote a widespread and cost-efficient monitoring of the built cultural heritage. Such scenario may contribute to the onset of commonplace digital records of historical constructions in an open-source, versatile and reliable fashion.Peer ReviewedPostprint (author's final draft

    Study on thermal model for calculating transformer hot Spot temperature

    A power transformer is a static piece of apparatus with two or more windings which, by electromagnetic induction, transforms a system of alternating voltage and current into another system of voltage and current usually of different values and at same frequency for the purpose of transmitting electrical power. The hot spot temperature depends on instantaneous load and ambient temperature, winding design and also cooling model. There are two possible methods for hotspot temperature determination. The first method is to measure the hot spot temperature using a fiber optic, and other is to calculation the hotspot temperature using transformer thermal models. It was noticed that the hot spot temperature rise over top oil temperature due to load changes is a function depending on time as well as the transformer loading (overshoot time dependent function). It has also been noticed that the top oil temperature time constant is shorter than the time constant suggested by the present IEC loading guide, especially in cases where the oil is guided through the windings in a zigzag pattern for the ONAN and ONAF cooling modes. This results in winding hottest spot temperatures higher than those predicted by the loading guides during transient states after the load current increases, before the corresponding steady states have been reached. This thesis presents more accurate temperature calculation methods taking into account the findings mentioned above. The models are based on heat transfer theory, application of the lumped capacitance method, the thermal-electrical analogy and definition of nonlinear thermal resistances at different locations within a power transformer. The methods presented in this thesis take into account all oil physical parameters change and loss variation with temperature. In addition, the proposed equations are used to estimate the equivalent thermal capacitances of the transformer oil for different transformer designs and winding-oil circulations. The models are validated using experimental results, which have been obtained from the normal heat run test performed by the transformer manufacturer at varying load current on a 250-MVA-ONAFcooled unit, a 400-MVA-ONAF-cooled unit and a 2500-KVA-ONAN-cooled unit.
