    Strategic environmental assessment implementation of transport and mobility plans. The case of italian regions and provinces

    Transport and mobility plans imply strategies and actions that affect the environment. The European Union has introduced in 2001 the strategic environmental assessment (SEA) to take into account and mitigate adverse environmental effects in planning and decision-making. SEA limited implementation has attracted the interest of many scholars that have sought methods able to assess the quality of SEA processes by identifying vices and virtues in practice. In this paper, we measure the quality of eight SEAs for transport and mobility plans of regional and provincial administrations of Italy. Results show that the overall quality level of SEA reports is only barely sufficient, Abruzzo is among the virtuous and Piedmont among the critical administrations. We also stress that the determination of impact significance has received the worse quality score. We finally compare our results to other Italian and British homologous cases finding interesting and generally confirmative evidence

    Mapping of Aedes albopictus abundance at a local scale in Italy

    Given the growing risk of arbovirus outbreaks in Europe, there is a clear need to better describe the distribution of invasive mosquito species such as Aedes albopictus. Current challenges consist in simulating Ae. albopictus abundance, rather than its presence, and mapping its simulated abundance at a local scale to better assess the transmission risk of mosquito-borne pathogens and optimize mosquito control strategy. During 2014–2015, we sampled adult mosquitoes using 72 BG-Sentinel traps per year in the provinces of Belluno and Trento, Italy. We found that the sum of Ae. albopictus females collected during eight trap nights from June to September was positively related to the mean temperature of the warmest quarter and the percentage of artificial areas in a 250 m buffer around the sampling locations. Maps of Ae. albopictus abundance simulated from the most parsimonious model in the study area showed the largest populations in highly artificial areas with the highest summer temperatures, but with a high uncertainty due to the variability of the trapping collections. Vector abundance maps at a local scale should be promoted to support stakeholders and policy-makers in optimizing vector surveillance and control

    An ultra-low dissipation micro-oscillator for quantum opto-mechanics

    Generating non-classical states of light by opto-mechanical coupling depends critically on the mechanical and optical properties of micro-oscillators and on the minimization of thermal noise. We present an oscillating micro-mirror with a mechanical quality factor Q = 2.6x10^6 at cryogenic temperature and a Finesse of 65000, obtained thanks to an innovative approach to the design and the control of mechanical dissipation. Already at 4 K with an input laser power of 2 mW, the radiation-pressure quantum fluctuations become the main noise source, overcoming thermal noise.     Upgrade of foss date plug-in: Implementation of a new radargrammetric DSM generation capability

    Synthetic Aperture Radar (SAR) satellite systems may give important contribution in terms of Digital Surface Models (DSMs) generation considering their complete independence from logistic constraints on the ground and weather conditions. In recent years, the new availability of very high resolution SAR data (up to 20 cm Ground Sample Distance) gave a new impulse to radargrammetry and allowed new applications and developments. Besides, to date, among the software aimed to radargrammetric applications only few show as free and open source. It is in this context that it has been decided to widen DATE (Digital Automatic Terrain Extractor) plug-in capabilities and additionally include the possibility to use SAR imagery for DSM stereo reconstruction (i.e. radargrammetry), besides to the optical workflow already developed. DATE is a Free and Open Source Software (FOSS) developed at the Geodesy and Geomatics Division, University of Rome "La Sapienza", and conceived as an OSSIM (Open Source Software Image Map) plug-in. It has been developed starting from May 2014 in the framework of 2014 Google Summer of Code, having as early purpose a fully automatic DSMs generation from high resolution optical satellite imagery acquired by the most common sensors. Here, the results achieved through this new capability applied to two stacks (one ascending and one descending) of three TerraSAR-X images each, acquired over Trento (Northern Italy) testfield, are presented. Global accuracies achieved are around 6 metres. These first results are promising and further analysis are expected for a more complete assessment of DATE application to SAR imagery

    A reappraisal of the Italian record of the Cretaceous pachycormid fish Protosphyraena Leidy, 1857

    The genus Protosphyraena is known mainly from partial remains, consisting of isolated blade-like teeth, conical rostra and scythe-like pectoral fins. This paper provides a new insight into partial specimens of the genus Protosphyraena from the Cretaceous of NE Italy, housed in historical collections from local paleontological museums and previously poorly known to the international scientific community. The specimens are referred to the species Protosphyraena ferox, based on the morphology of the pectoral fin. This attribution is consistent with the paleobiogeographic distribution and stratigraphic range of this taxon. The Italian material provides new information about the distribution in time and space of Protosphyraena, which is relatively poorly known despite being an iconic taxon. The Italian remains, although fragmentary, contribute to fill a gap in the central Tethys record of the genus, whose range probably extended worldwide, considering also the genus Australopachycormus and its profound (possibly congeneric) similarities

    For many years the problem of food security has been addressed only in relation to developing countries, due to the fact that people in developed nations had a relatively abundant supply of food. This is not anymore true both because of the economic crisis and an increasing demand of food at the global level. Therefore, food surplus in the food chain both at the production level and at household consumption could become a resource. In this respect, legal rules (e.g., the Good Samaritan Act in the United States) may provide incentives to economic agents for recovering food surplus. This paper examines in a comparative way legal remedies provided by United States and European Union to address food surplus. Some suggestions are provided to further improve the systems as well

    Evaluating the impact of Hymenoscyphus fraxineus in Trentino (Alps, Northern Italy): first investigations

    The spread of Hymenoscyphus fraxineus has been causing great concern regarding the survival of European ash (Fraxinus excelsior) throughout Europe since the 1990s. The disease was first recorded in Trentino (southern Alps, Italy) in 2012 and has spread throughout the mountain landscape, where ash trees are scattered in small and isolated stands in different valleys. The status of the disease was checked by monitoring the damage to natural regeneration and adult trees in 90 sites spread over the whole region. The survey confirmed the complete colonization by the pathogen of the whole investigated area, with high levels of damage to both young and adult ash trees. Regeneration (both seedlings and saplings) was observed to be affected by the fungus in 88 plots out of 90. Out of 4486 examined young European ashes, 2261 (50.4%) were affected and 789 (17.6%) were already dead. Ten of the 384 assayed flowering ashes (Fraxinus ornus) showed symptoms on branches and apical stems, similar to those observed for European ash. Isolation and molecular analysis proved the presence of the fungus on both symptomatic European and flowering ashes. The examined 386 adult trees showed different levels of damage, sometimes reaching more than 75% of the crown. Some individual trees (42) growing close to severely damaged trees appeared fully healthy, which suggests the possible existence of some resistant/tolerant individuals in the examined populations

    The Chemokine CCL2 Mediates the Seizure-enhancing Effects of Systemic Inflammation

    Epilepsy is a chronic disorder characterized by spontaneous recurrent seizures. Brain inflammation is increasingly recognized as a critical factor for seizure precipitation, but the molecular mediators of such proconvulsant effects are only partly understood. The chemokine CCL2 is one of the most elevated inflammatory mediators in patients with pharmacoresistent epilepsy, but its contribution to seizure generation remains unexplored. Here, we show, for the first time, a crucial role for CCL2 and its receptor CCR2 in seizure control. We imposed a systemic inflammatory challenge via lipopolysaccharide (LPS) administration in mice with mesial temporal lobe epilepsy. We found that LPS dramatically increased seizure frequency and upregulated the expression of many inflammatory proteins, including CCL2. To test the proconvulsant role of CCL2, we administered systemically either a CCL2 transcription inhibitor (bindarit) or a selective antagonist of the CCR2 receptor (RS102895). We found that interference with CCL2 signaling potently suppressed LPS-induced seizures. Intracerebral administration of anti-CCL2 antibodies also abrogated LPS-mediated seizure enhancement in chronically epileptic animals. Our results reveal that CCL2 is a key mediator in the molecular pathways that link peripheral inflammation with neuronal hyperexcitability
