    Costs of quality assurance in the German medical market.

    The central subject of this dissertation, combined with a methodological study, is the economic analysis of Quality Assurance in the German health care system. With the help of the study an estimate of the total costs in the German health care market shall be given. The focus of the analysis is on Companies, Political Bodies, Liberal Professions and Public Corporations which are part of the health care system including Certification Bodies, which lead to costs from using Quality Assurance and interacting with the health care system. First, a systematic literature search was conducted to determine the costs. It was found that there are no articles or publications that address the topic of total cost of quality assurance. A continuation/update of existing studies was therefore not possible. To be able to estimate the total costs of Quality Assurance in the German health care market, the Quality Assurance costs were surveyed using a bottom-up analysis. After identifying organizations and collecting relevant data, the total costs of quality assurance in the German healthcare market were estimated using a mathematical calculation. In general, ensuring quality is an original part of the actions of all professional groups and institutions working in the health care system. Due to this importance, it is remarkable that an economic analysis of the total costs has never taken place before. One reason for this may be the "complexity of the German health care system". Furthermore, the costs of quality assurance are not listed separately, but as part of general administrative expenses. Controlling and transparent presentation of the costs is therefore not possible. The cost estimation and the database created for this study about the parties involved in quality assurance in the German health care market can be a useful support for further studies in this field of research.Medicin

    Object-Oriented Approach: Applying ISO 21001 at Vietnamese Higher Education Institutions

    To evaluate whether an educational institution has quality or not, requires standards that reflect all the requirements of the complex relationships operating within the educational institution. At the same time, this standard must be recognized by all nations for it to apply widely. It is in this context that the ISO 21001:2018 series of standards was published. This standard mentioned three areas of activities that an educational organization must pay attention to: training, scientific research, and community service. They are also the main activities that the educational accreditation standards refer to. To meet the requirement of quality guarantee and enhancement, a higher education institution has to apply quality assurance norms in general and quality criteria on management systems. Putting the ISO 21001 quality standard into practice is the choice of Vietnamese educational institutions to ensure they meet the requirements for improving management system quality. There are a set of quality system standards for educational organizations to satisfy their specific needs. Not following the traditional approach as they apply other ISO standard systems, Vietnamese educational institutions have chosen an object-base approach, where the beneficiaries are related to the management system of the university. They then approach the PDCA cycle to build and implement an ISO 21001 quality management system. We found that, according to this orientation, the implementation processes might be ensured given that the quality thresholds set by the university are met in order to satisfy the demands of the learners and related stakeholders. The paper aims to analyze the approach of Vietnamese educational institutions in implementing ISO 21001 standards, and at the same time identify advantages and disadvantages in developing policies in the quality management system at educational institutions. The paper also gives recommendations that can be adjusted by management at other higher education institutions to improve quality assurance activities towards sustainable development.     AN EXPLORATORY STUDY OF E-LEARNING STAKEHOLDERS’ EXPERIENCES OF DEVELOPING, IMPLEMENTING, AND ENHANCING E-COURSES IN ONE SAUDI UNIVERSITY

    The use of e-learning technologies is gaining momentum in all educational institutions of the world, including Saudi universities. In the e-learning context, there is a growing need and concern among Saudi universities to improve and enhance quality assurance for e-learning systems. Practicing quality assurance activities and applying quality standards in e-learning in Saudi universities is thought to reduce the negative viewpoints of some stakeholders and ensure stakeholders’ satisfaction and needs. As a contribution to improving the quality of e-learning method in Saudi universities, the main purpose of this study is to explore and investigate strategies for the development of quality assurance in e-learning in King Khalid University (KKU) in Saudi Arabia, which is considered a good reference university using best and ongoing practices in e-learning systems among Saudi universities. In order to ensure the quality of its e-learning methods, KKU has adopted Quality Matters Standards as a controlling guide for the quality of its blended and full e-course electronic courses. Furthermore, quality assurance can be further improved, if a variety of perspectives are taken into consideration from comprehensive viewpoints of faculty members, administrative staff, and students. This qualitative research involved the use of different types of interviews, as well as documents that contain data related to e-learning methods in the KKU environment. This exploratory case study was undertaken, from the perspectives of various participants, to understand the phenomenon of quality assurance using an inductive technique. The purposive sample comprises a total of 30 female and male participants to answer the research questions and provide robust information in terms of how the quality of e-learning development has been met in the KKU environment. The thematic analysis method developed by (Braun & Clarke, 2006) was carried out to analyse the data from the interviews and documents. The results revealed six main supportive factors that assist in ensuring the quality of e-learning in the KKU environment. Essentially, these factors are: institutional support, faculty member support, evaluation of faculty, quality of e-course design, technology support, and student support, which together have a remarkable positive effect on quality, forming intrinsic columns, connected by bricks leading to quality e-learning. In addition, in the course of improving e-learning quality, KKU encountered various challenges, some of which were overcome while others were not. Generally, Quality Matters standards are considered to have a strong impact on improving faculty members' skills and on the development of high-quality blended and full e-courses. It is, therefore, the recommendations and implications of the present study that quality assurance practices in e-learning methods can be enhanced and that future researches might shed more light on these recommendations

This situation requires efficient planning, verification, monitoring, quality control and constant improvement of all aspects of service delivery, referring both to patients’ (including diagnosis, prescription and method of treatment, its justification, realization and follow up) and organizational, technical and physics matters.AimThe aim of this work was to develop technical, physics and clinical quality standards for radiotherapy. This paper presents chosen standards for each of the aforementioned category.Materials and methodsFor the development of quality standards the comparison analysis of EU and Polish acts of law passed between 1980 and 2010 was conducted, the universal industrial ISO norm 9001:2008 referring to quality management system was reviewed. Recommendations of this norm were completed with detailed quality standards based on the author's 11 year work experience and the review of articles on quality assurance and quality control standards for radiotherapy published between 1984 and 2009 and the review of current recommendations and guidelines of American, International, European and National bodies (associations, societies, agencies such as AAPM, ESTRO, IAEA, and OECI) for quality assurance and quality management in radiotherapy.ResultsAs a result 352 quality standards for radiotherapy were developed and categorized into the following three groups: (1) organizational standards, (2) physics and technical standards and (3) clinical standards.ConclusionsProposed quality standards for radiotherapy, can be used by any institution using ionizing radiation for medical procedures. Nevertheless standards are only of value if they are implemented, reviewed, audited and improved and if there is a clear mechanism in place to monitor and address failure to meet agreed standards

    THE PURPOSE OF THIS EVIDENCE GUIDE is to present the existing international research base on the impact of lifelong guidance, including its educational outcomes, economic and employment outcomes, and social outcomes. The guide has been prepared for ELGPN by Professor Tristram Hooley, International Centre for Guidance Studies, University of Derby, UK. It builds on the work undertaken by the European Lifelong Guidance Policy Network (ELGPN) during 2008–14, including the Quality-Assurance and Evidence-Base (QAE) Framework which provides an approach for policy-makers to address quality assurance and evidence-based policy and system development. The guide synthesises the existing impact evidence.     Aims: The aim of this work is the correct establishment and follow-up of quality objectives and indicators as the cornerstones of a quality assurance system, in this case focused on ISO9001.Materials and methods: In this work, the authors present the criteria that, in their view, an organization must follow for a better selection and adaptation of the ISO9001:2008 quality system objectives and indicators applied to a university pharmaceutical pilot plant. The evolution of errors in setting objectives and indicators is assessed.Results: Based on the experience of several years at the SDM (Service of Development of Medicines) at the Faculty of Pharmacy of the University of Barcelona, the results show that the establishing of appropriate objectives and indicators is not an easy task. A careful selection of both objectives and indicators must be a compulsory step prior to the establishment of a robust, reliable quality assurance system through years.Conclusions: Experience over time proves to be a powerful tool to end up selecting the right quality objectives and indicators for such quality system. Since this task is not always easy to carry out, is necessary to set a selection of criteria in order to obtain useful information that contributes to the continuous improvement of the quality system.Objetivos: El objetivo de este trabajo es el correcto establecimiento y seguimiento de los objetivos de calidad y sus indicadores, como pilar fundamental de un sistema de garantía de calidad, en este caso centrado en ISO9001.Material y métodos: En este trabajo, los autores presentan los criterios que, a su juicio, una organización debe seguir para una mejor selección y adaptación de objetivos e indicadores en el marco de la norma de calidad ISO9001:2008, aplicada a una planta piloto farmacéutica universitaria. Se realiza una evaluación de los errores en el establecimiento de objetivos e indicadores.Resultados: En base a la experiencia de varios años en SDM (Servicio de Desarrollo del Medicamento) en la Facultad de Farmacia de la Universidad de Barcelona, los resultados muestran que el establecimiento de objetivos e indicadores apropiados no resulta una tarea sencilla. Una cuidadosa selección tanto de objetivos como de indicadores debe ser un paso obligado para el establecimiento de un sistema de aseguramiento de calidad robusto y fiable a lo largo del tiempo.Conclusiones: El aprendizaje basado en la experiencia de años demuestra ser una herramienta poderosa para acabar seleccionando los objetivos e indicadores correctos que se adapten al sistema de calidad en cuestión. Dado que este hecho no siempre resulta fácil, es necesario establecer unos criterios con el objetivo de obtener información útil que contribuya a la mejora continua del sistema de calidad
