The Classical Phasor Theory goes back to the pioneer work of Charles Proteus Steinmetz in the study of alternating current electrical circuits. According to Steinmetz, a classical or static phasor is a complex number that represents a sinusoidal function whose amplitude, phase and angular frequency are constants and it transforms ordinary differential equations with constant coefficients, which are models for alternating current electrical circuits, in linear systems with complex coefficients. When either amplitude, phase or angular frequency is no longer constant, the phasor theory must be adapted in such a way to preserve the classical results. In this new theory, which deals with a large class of functions rather than only sinusoidal functions, the phasor is called dynamic or timevariable phasor. Following this line, the main objective of this work is to present three new theories about dynamic phasors built from integral transforms, namely, the short-term Fourier transform, the generalized Laplace transform and the Hilbert transform. More precisely, the dynamic phasors arise through injective linear operators between suitable vector spaces and they have similar properties to those of the dynamic phasors usually found in the literature.

Mellon Foundation–funded research and innovation agenda on monographs in the digital age.1 Most recently, Ithaka S+R in 2019 laid out the trend lines for university press publishing and library expenditure, which found that while library spending for university press titles is relatively steady, e-book purchases are increasing and print book purchases are decreasing. With e-books nearly twice the cost of print, on average, this steady state amounts to a decline in titles purchased. The report concluded: As predicted by others in the industry, only a fifth of library book expenditures are for university press titles. The academic library really is not the university press’s sole or even top customer, but the nearly 20 percent fall in spending for university press titles over the four-year period [2014–2017] doesn’t bode well for the health of these presses, especially if they continue to rely on onetime print book sales as their main source of revenue.2 P2L is one of two active partnerships between the Association of Research Libraries (ARL) and the Association of University Presses (AUPresses). The other is Toward an Open Monograph Ecosystem (TOME), a joint pilot initiative of ARL, AUPresses, and the Association of American Universities. TOME is one of several active experiments aiming to flip the financial model of the press whereby the institution pays upfront for the cost of publication, rather than relying on its sales. In preparing for a post-sales-dependent environment, the planning committee considered the unique strength of the P2L community with its organizational and operational alignment between the library and the press

Open access in Australia: an odyssey of sorts?

Scholarly communication change and open access (OA) initiatives in Australia have followed an Odyssean path in the last decade. The stop-start nature of early initiatives demonstrates that institutional leadership is essential for the successful deposit of academic content in an institutional repository. Similarly, OA policies from the two Australian Research Councils were delayed for nearly a decade, partly due to publisher pressure and bureaucratic conservatism. More successful has been the development of full, or hybrid, open access university e-presses. These presses, usually embedded in the scholarly infrastructure of the university, provide monographic models for wider global consideration. Australian universities are now reflecting, partly through recent Research Council edicts and monitoring global OA developments, greater awareness of the need for action in scholarly communication change Journal: Insights 26.3 (2013): 282-28

Eye gaze position before, during and after percept switching of bistable visual stimului

A bistable visual stimulus, such as the Necker Cube or Rubin’s Vase, can be perceived in two different ways which compete against each other and alternate spontaneously. Percept switch rates have been recorded in past psychophysical experiments, but few experiments have measured percept switches while tracking eye movements in human participants. In our study, we use the Eyelink II system to track eye gaze position during spontaneous percept switches of a bistable, structure-from-motion (SFM) cylinder that can be perceived to be rotating clockwise (CW) or counterclockwise (CCW). Participants reported the perceived direction of rotation of the SFM cylinder using key presses. Reliability of participants’ reports was ensured by including unambiguous rotations. Unambiguous rotation was generated by assigning depth using binocular disparity. Gaze positions were measured 50 – 2000 ms before and after key presses. Our pilot data show that during ambiguous cylinder presentation, gaze positions for CW reports clustered to the left half of the cylinder and gaze positions for CCW reports clustered to the right half of the cylinder between 1000ms before and 1500ms after key presses, but no such correlation was found beyond that timeframe. These results suggest that percept switches can be correlated with prior gaze positions for ambiguous stimuli. Our results further suggest that the mechanism underlying percept initiation may be influenced by the visual hemifield where the ambiguous stimulus is located.Published versio
