    Monitoring sanitation and hygiene in the 2030 agenda for sustainable development: A review through the lens of human rights

    International monitoring of drinking water and sanitation has been jointly carried out by WHO and UNICEF through their Joint Monitoring Programme (JMP). With the end of the Millennium Development Goals (MDGs) era in 2015, the JMP has proposed a post-2015 framework for integrated monitoring of water and sanitation targets included in the Sustainable Development Goal no. 6. This article discusses how each element of the proposed sanitation target and corresponding indicators can be understood from a human rights perspective. Building on the MDGs, and although some of the weaknesses and gaps persist, the discussion suggests that the post-2015 proposal is a step forward towards a monitoring framework where human rights elements related to sanitation are effectively promoted. In addition, to support the interpretation and implementation of the normative content of human rights obligations related to sanitation, the study proposes a reduced set of easy-to-assess indicators to measure the normative criteria of this right, which are then grouped in a multidimensional framework to describe increasing levels of sanitation service. To do this, the study combines literature review and specific local experience from three case studies. It is shown that the proposed monitoring tools, namely the indicators and the multidimensional indicator framework, provide guidance on monitoring the human right to sanitation.     Big Data Caching for Networking: Moving from Cloud to Edge

    In order to cope with the relentless data tsunami in 5G5G wireless networks, current approaches such as acquiring new spectrum, deploying more base stations (BSs) and increasing nodes in mobile packet core networks are becoming ineffective in terms of scalability, cost and flexibility. In this regard, context-aware 55G networks with edge/cloud computing and exploitation of \emph{big data} analytics can yield significant gains to mobile operators. In this article, proactive content caching in 55G wireless networks is investigated in which a big data-enabled architecture is proposed. In this practical architecture, vast amount of data is harnessed for content popularity estimation and strategic contents are cached at the BSs to achieve higher users' satisfaction and backhaul offloading. To validate the proposed solution, we consider a real-world case study where several hours of mobile data traffic is collected from a major telecom operator in Turkey and a big data-enabled analysis is carried out leveraging tools from machine learning. Based on the available information and storage capacity, numerical studies show that several gains are achieved both in terms of users' satisfaction and backhaul offloading. For example, in the case of 1616 BSs with 30%30\% of content ratings and 1313 Gbyte of storage size (78%78\% of total library size), proactive caching yields 100%100\% of users' satisfaction and offloads 98%98\% of the backhaul.Comment: accepted for publication in IEEE Communications Magazine, Special Issue on Communications, Caching, and Computing for Content-Centric Mobile Network

    This Accessible Toilet Design Resource has been produced from new primary research carried out within VivaCity 2020, a large university-based research consortium that is developing tools and resources to support the design of socially inclusive cities. The consortium is funded by the Engineering and Physical Sciences Research Council (EPSRC). It was set up in 2003 and will complete its work in 2008. The Resource is concerned primarily with the design of the accessible toilet cubicle that should be provided for customer or public use wherever there is standard toilet provision. Though it may make reference to other types of toilet cubicles, urinals, automatic public conveniences (APCs) or grouped toilet provision, the location and design of these facilities are not addressed in great detail here. The location and design of accessible toilet facilities merits this independent, detailed scrutiny because it is essential to provide these facilities and to design them correctly, so that disabled people can participate on equal terms to able-bodied people in every aspect of city life

In the process of data migration, we profile the existing data which helps in determining the structure and completeness of the data, in turn results in improved data quality. This report also contains data analysis that are carried on basis of profiled data and transforming the data accordingly to meet the new business needs. Agile software development life cycle is followed in the application building process as it uses iterative and incremental approach, bridging the gap between business owners and application developers as the end users are involved in each iterative phase.     This article aims to give an overview over the reform of local irrigation management by its transfer to Water User Associations and to identify obstacles for its success. Its main focus are institutional aspects of the reform and not technical issues. Institutions are understood as formal as well as informal rules - societal accepted ways of behavior, which can be laws, traditions, norms and values. A subtype of institutions are organizations as the ones that enforce those rules but are also shaped by these. 3 The existing institutions are still active Soviet ones as well as pre-Soviet and post-Soviet norms and rules that emerged after the decline of the binding power of the Soviet system. Water management is nested into certain cultural norms of behavior that limit the compliance to rules that are not perceived as legitimately. The study therewith combines rationalistic and constructivist approaches of NeoInstitutionalism by analyzing incentives influencing actors? choices but also by assessing the role cultural and societal norms and values play in determining appropriate choices. --

    Job Reallocation and Productivity Growth under Alternative Economic Systems and Policies: Evidence from the Soviet Transition

    How do economic policies and institutions affect job reallocation processes and their consequences for productivity growth? This paper studies the extreme case of economic system change and alternative transitional policies in the former Soviet Republics of Russia and Ukraine. Exploiting annual manufacturing census data from 1985 to 2000, we find that Soviet Russia displayed job flow behavior quite different from market economies, with very low rates of job reallocation that bore little relationship to relative productivity across firms and sectors. Since liberalization began, the pace, heterogeneity, and productivity effects of job flows have increased substantially. The increases occurred more quickly in rapidly reforming Russia than in “gradualist” Ukraine, as did the estimated effects of privatization and competitive pressures from product and labor markets on excess job reallocation and on the productivity-enhancing effects of job flows.http://deepblue.lib.umich.edu/bitstream/2027.42/39899/3/wp514.pd

    An Architecture for Integrated Intelligence in Urban Management using Cloud Computing

    With the emergence of new methodologies and technologies it has now become possible to manage large amounts of environmental sensing data and apply new integrated computing models to acquire information intelligence. This paper advocates the application of cloud capacity to support the information, communication and decision making needs of a wide variety of stakeholders in the complex business of the management of urban and regional development. The complexity lies in the interactions and impacts embodied in the concept of the urban-ecosystem at various governance levels. This highlights the need for more effective integrated environmental management systems. This paper offers a user-orientated approach based on requirements for an effective management of the urban-ecosystem and the potential contributions that can be supported by the cloud computing community.
