    WHY FUZZY ANALYTIC HIERARCHY PROCESS APPROACH FOR TRANSPORT PROBLEMS?

    The evaluation of transport projects has become increasingly complex. Different aspects have to be taken into account and the consequences of the problems are usually far reaching and the different policy alternatives are numerous and difficult to predict. Several pressure or action groups have also emerged causing an even more complex decision making process. The use of multi criteria analysis for the evaluation of transport projects has increased due to this increasing complexity of the problem situation. At the same time, the importance of stakeholders within this evaluation process should have been recognized. Researches on transport projects are generally carried out to provide information to policymakers that have to operate within restrictive parameters (political, economical, social, etc…). Researchers should therefore take greater account of the different priorities of stakeholders such as policymakers, private enterprises and households. These stakeholders should be incorporated explicitly in the evaluation process. The Analytic Hierarchy Process is one of the Fuzzy Multiple Criteria Decision Making methods. It can be applied in a very broad range of applications of decision problems. Logistics, urban planning, public politics, marketing, finance, education, economics are a part of this wide application area. In transport subjects it can be used for the evaluation of transport policy measures or decision making problems. Due to its wide range application area, it has been an exciting research subject for many different field researchers. The aim of this paper is to introduce AHP method and to offer how to benefit it for the preference of urban planners in transport problems. This paper is composed of two main parts. First part consists of the literature survey regarding with the AHP and its application areas. The advantage of methods had been mentioned. Second part focuses on a sample application of AHP technique. The study uses AHP technique to determine the selection criteria in the transhipment port selection decision-making process.     Methods for Utilizing Connected Vehicle Data in Support of Traffic Bottleneck Management

    The decision to select the best Intelligent Transportation System (ITS) technologies from available options has always been a challenging task. The availability of connected vehicle/automated vehicle (CV/AV) technologies in the near future is expected to add to the complexity of the ITS investment decision-making process. The goal of this research is to develop a multi-criteria decision-making analysis (MCDA) framework to support traffic agencies’ decision-making process with consideration of CV/AV technologies. The decision to select between technology alternatives is based on identified performance measures and criteria, and constraints associated with each technology. Methods inspired by the literature were developed for incident/bottleneck detection and back-of-queue (BOQ) estimation and warning based on connected vehicle (CV) technologies. The mobility benefits of incident/bottleneck detection with different technologies were assessed using microscopic simulation. The performance of technology alternatives was assessed using simulated CV and traffic detector data in a microscopic simulation environment to be used in the proposed MCDA method for the purpose of alternative selection. In addition to assessing performance measures, there are a number of constraints and risks that need to be assessed in the alternative selection process. Traditional alternative analyses based on deterministic return on investment analysis are unable to capture the risks and uncertainties associated with the investment problem. This research utilizes a combination of a stochastic return on investment and a multi-criteria decision analysis method referred to as the Analytical Hierarchy Process (AHP) to select between ITS deployment alternatives considering emerging technologies. The approach is applied to an ITS investment case study to support freeway bottleneck management. The results of this dissertation indicate that utilizing CV data for freeway segments is significantly more cost-effective than using point detectors in detecting incidents and providing travel time estimates one year after CV technology becomes mandatory for all new vehicles and for corridors with moderate to heavy traffic. However, for corridors with light, there is a probability of CV deployment not being effective in the first few years due to low measurement reliability of travel times and high latency of incident detection, associated with smaller sample sizes of the collected data

    Application of Multicriteria Decision-Making Methods in Railway Engineering: A Case Study of Train Control Information Systems (TCIS)

    In order to improve its position in the transport market railway, as a complex system, it has to fulfill a number of objectives such as increased capacity and asset utilization, improved reliability and safety, higher customer service levels, better energy efficiency and fewer emissions, along with increased economic viability and profits. Some of these objectives call for the implementation of maximum values, while some of them require minimum values. Additionally, some can be expressed quantitatively, while some, for example, customer service, can be described qualitatively through a descriptive scale of points. The application of MCDM in railway engineering can play a significant role. Therefore, the major objective of this chapter is the review of the application of MCDM methods in railway engineering. As one of the means in achieving the objectives of railways and above all the utilization of capacity are Train Control Information Systems (TCIS). Based on that, the aim of this chapter is the evaluation of the efficiency of TCIS in the improvement of railway capacity utilization through defined technical-technological indicators. The non-radial Data Envelopment Analysis (DEA) model for the evaluation of TCIS efficiency in improvement of utilization of railway capacity using the selected indicators is proposed. The proposed non-radial DEA model for TCIS efficiency evaluation in using railway capacity could be applied to an overall network or for separate parts of railway lines

    Location Selection of Logistics Center: A Case Study of Greater Mekong Subregion Economic Corridors in Northeastern Thailand

    The Greater Mekong Subregion (GMS) Economic Corridors have recently become an essential key component of trade in Southeast Asia. As one of the member countries in regional cooperation, Thailand can use these corridors as a tool to boost the nation’s economy with respect to cross-border trade. As a large volume of freight is regularly transported and stored, logistics centers are heavily involved in these activities. In this study, an integrated methodology using both AHP and TOPSIS was proposed and utilized for the selection of a suitable location. The Northeastern zone of Thailand was chosen as a case study for the site of a logistics center as two major corridors of the GMS pass through this area. Initially, there were eight alternative Northeastern provinces considered with regard to ten determining criteria. Subsequently, AHP was employed to construct weightings for each of the criteria, and TOPSIS was utilized to rank the provinces from the most to least appropriate alternatives for the location of the logistics center. The outcomes show that Nakhon Ratchasima is the best location within Northeastern Thailand

    Quality of service in public transport based on customer satisfaction surveys: A review and assessment of methodological approaches

    The growth of literature in the field of quality of service in the public transport (PT) sector shows increasing concern for a better understanding of the factors affecting service quality (SQ) in PT organizations and companies. A large variety of approaches to SQ has been developed in recent years owing to the complexity of the concept; the broad range of attributes required to evaluate SQ; and the imprecision, subjectivity and heterogeneous nature of the data used to analyse it. Most of these approaches are based on customer satisfaction surveys.     Multi-Criteria Evaluation in Support of the Decision-Making Process in Highway Construction Projects

    The decision-making process in highway construction projects identifies and selects the optimal alternative based on the user requirements and evaluation criteria. The current practice of the decision-making process does not consider all construction impacts in an integrated decision-making process. This dissertation developed a multi-criteria evaluation framework to support the decision-making process in highway construction projects. In addition to the construction cost and mobility impacts, reliability, safety, and emission impacts are assessed at different evaluation levels and used as inputs to the decision-making process. Two levels of analysis, referred to as the planning level and operation level, are proposed in this research to provide input to a Multi-Criteria Decision-Making (MCDM) process that considers user prioritization of the assessed criteria. The planning level analysis provides faster and less detailed assessments of the inputs to the MCDM utilizing analytical tools, mainly in a spreadsheet format. The second level of analysis produces more detailed inputs to the MCDM and utilizes a combination of mesoscopic simulation-based dynamic traffic assignment tool, and microscopic simulation tool, combined with other utilities. The outputs generated from the two levels of analysis are used as inputs to a decision-making process based on present worth analysis and the Fuzzy TOPSIS (Technique for Order Preference by Similarity to Ideal Situation) MCDM method and the results are compared

    Linking Climate Change and Socio-economic Impact for Long-term Urban Growth in Three Mega-cities

    Urbanization has become a global trend under the impact of population growth, socio-economic development, and globalization. However, the interactions between climate change and urban growth in the context of economic geography are unclear due to missing links in between the recent planning megacities. This study aims to conduct a multi-temporal change analysis of land use and land cover in New York City, City of London, and Beijing using a cellular automata-based Markov chain model collaborating with fuzzy set theory and multi-criteria evaluation to predict the city\u27s future land use changes for 2030 and 2050 under the background of climate change. To determine future natural forcing impacts on land use in these megacities, the study highlighted the need for integrating spatiotemporal modeling analyses, such as Statistical Downscale Modeling (SDSM) driven by climate change, and geospatial intelligence techniques, such as remote sensing and geographical information system, in support of urban growth assessment. These SDSM findings along with current land use policies and socio-economic impact were included as either factors or constraints in a cellular automata-based Markov Chain model to simulate and predict land use changes in megacities for 2030 and 2050. Urban expansion is expected in these megacities given the assumption of stationarity in urban growth process, although climate change impacts the land use changes and management. More land use protection should be addressed in order to alleviate the impact of climate change

    A fuzzy decision tool to evaluate the sustainable performance of suppliers in an agrifood value chain

    Sustainable supply chain management has received much attention from both academia and industry due to various issues such as economic stability, environment conservation, and social ethics. To improve the sustainable performance of a value chain, its members need to carefully select their suppliers in relation to their own strategy. Thus, an effective tool for sustainable supplier selection and evaluation is essential, which considers the triple bottom line (TBL) of economic, environmental and social aspects by means of criteria adapted to the situation analysed. This paper develops a fuzzy decision tool to evaluate the sustainable performance of suppliers according to TBL. Sustainability criteria are identified to take into account the real hotspots in a food value chain. The proposed model integrates triangular fuzzy numbers (TFN), AHP (Analytic Hierarchy Process) and TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) in a novel way to consider quantitative and qualitative criteria as well as objective and subjective data. This is missing in most existing research when building their fuzzy models for supplier selection, but critical in dealing with the heterogeneous data available for TBL assessment. The application in a sustainable agrifood value chain illustrates the effectiveness of the proposed tool
