    Decision support model for the selection of asphalt wearing courses in highly trafficked roads

    The suitable choice of the materials forming the wearing course of highly trafficked roads is a delicate task because of their direct interaction with vehicles. Furthermore, modern roads must be planned according to sustainable development goals, which is complex because some of these might be in conflict. Under this premise, this paper develops a multi-criteria decision support model based on the analytic hierarchy process and the technique for order of preference by similarity to ideal solution to facilitate the selection of wearing courses in European countries. Variables were modelled using either fuzzy logic or Monte Carlo methods, depending on their nature. The views of a panel of experts on the problem were collected and processed using the generalized reduced gradient algorithm and a distance-based aggregation approach. The results showed a clear preponderance by stone mastic asphalt over the remaining alternatives in different scenarios evaluated through sensitivity analysis.     A comparative study of multiple-criteria decision-making methods under stochastic inputs

    This paper presents an application and extension of multiple-criteria decision-making (MCDM) methods to account for stochastic input variables. More in particular, a comparative study is carried out among well-known and widely-applied methods in MCDM, when applied to the reference problem of the selection of wind turbine support structures for a given deployment location. Along with data from industrial experts, six deterministic MCDM methods are studied, so as to determine the best alternative among the available options, assessed against selected criteria with a view toward assigning confidence levels to each option. Following an overview of the literature around MCDM problems, the best practice implementation of each method is presented aiming to assist stakeholders and decision-makers to support decisions in real-world applications, where many and often conflicting criteria are present within uncertain environments. The outcomes of this research highlight that more sophisticated methods, such as technique for the order of preference by similarity to the ideal solution (TOPSIS) and Preference Ranking Organization method for enrichment evaluation (PROMETHEE), better predict the optimum design alternative

    EVALUATION OF SWINE ODOR MANAGEMENT STRATEGIES IN A FUZZY MULTI-CRITERIA DECISION ENVIRONMENT

    The paper evaluates swine odor management strategies using the fuzzy extension of the Analytical Hierarchy Process (AHP), which is a multiple criteria decision making approach based on fuzzy scales. The evaluation is conducted using data from our cost effectiveness study of odor management strategies and our on farm studies relating odor to various management practices. These strategies include manual oil sprinkling, automatic oil sprinkling, wet scrubber, diffusion-coagulation-separation (DCS) deduster, pelleting feed, and draining shallow pit weekly. The criteria employed to evaluate the strategies are odor reduction efficiency, costs, nutrients in manure, and other benefits. Two producer profiles are considered: (a) producers who are pressured to achieve maximum reduction in odor emissions; and (b) producers who are constrained with limited financial resources. Both of these profiles are reflective of current situations for some producers. The results show that, as the scale fuzziness decreases, the preference of the first producer profile over the strategies from high to low is DCS deduster, pelleting feed, automatic oil sprinkling, manual oil sprinkling, draining pit weekly, and wet scrubber while the preference of the second producer profile is draining pit weekly, DCS dedusters, automatic oil sprinkling, wet scrubbers, pelleting feed, and manual oil sprinkling.Livestock Production/Industries,

    Inconsistency and non-additive Choquet integration in the Analytic Hierarchy Process

    We propose to extend the aggregation scheme of Saaty’s AHP, from the stan- dard weighted averaging to the more general Choquet integration. In our model, a measure of inconsistency between criteria is derived from the main pairwise comparison matrix and it is used to construct a non-additive capacity, whose associated Choquet integral reduces to the standard weighted mean in the con- sistency case. In the general inconsistency case, however, the new aggregation scheme based on Choquet integration tends to attenuate (resp. emphasize) the priority values of the criteria with higher (resp. lower) average inconsistency with the remaining criteria.Aggregation Functions, Multiple Criteria Analysis, AHP, Inconsintency, non-additive measures, Choquet integral, and Shapley values.

    A framework for the selection of the right nuclear power plant

    Civil nuclear reactors are used for the production of electrical energy. In the nuclear industry vendors propose several nuclear reactor designs with a size from 35–45 MWe up to 1600–1700 MWe. The choice of the right design is a multidimensional problem since a utility has to include not only financial factors as levelised cost of electricity (LCOE) and internal rate of return (IRR), but also the so called “external factors” like the required spinning reserve, the impact on local industry and the social acceptability. Therefore it is necessary to balance advantages and disadvantages of each design during the entire life cycle of the plant, usually 40–60 years. In the scientific literature there are several techniques for solving this multidimensional problem. Unfortunately it does not seem possible to apply these methodologies as they are, since the problem is too complex and it is difficult to provide consistent and trustworthy expert judgments. This paper fills the gap, proposing a two-step framework to choosing the best nuclear reactor at the pre-feasibility study phase. The paper shows in detail how to use the methodology, comparing the choice of a small-medium reactor (SMR) with a large reactor (LR), characterised, according to the International Atomic Energy Agency (2006), by an electrical output respectively lower and higher than 700 MWe

    The problem of derivation of the weights of altematives from pairwise comparison matrices is long standing. In this paper,Lexicographic Goal Programming (LGP) has been used to find out weights from pairwise inconsistent interval judgment matrices. A number of properties and advantages of LGP as a weight determination technique have been explored. An algorithm for identification and modification of inconsistent bounds is also provided.
