    A Tale of Two Sovereigns: Federal and State Use and Regulation of Unmanned Aircraft Systems

    Despite claims to the contrary, the federal government is severely limited in what it can do to regulate unmanned aircraft systems (UASs). States, on the other hand, as governments of general jurisdiction, have expansive powers that they are already using to grapple with the questions posed by UAS related to privacy, crime, and public safety. This chapter outlines the evolution of federal measures, noting their limitations, before delving into three categories of state law, related to law enforcement, criminal measures, and regulatory regimes. The chapter then turns to the history of state sovereignty, looking at states’ jurisdiction over persons and land within their bounds, before turning to the limits of federal interstate commerce authorities. With river navigation and aviation serving as the forerunners of federal power, the chapter distinguishes the types of questions that accompany UAS, arguing that it is in relation to adjacent airspace and noneconomic activities where the federal government is at its weakest in any effort to regulate the states. Up to 500 ft above the ground, states have sovereignty, with authority over roads, land, and waterways. Within this domain, federal Commerce Clause powers only occupy a narrow area, leaving state police powers the dominant framework for UAS. The chapter concludes by highlighting the advantages of having states take the lead for UAS, focusing on the risk to rights of allowing the federal government to move into this realm and underscoring the importance in the role of the states as incubators of innovation

    Modeling Faceted Browsing with Category Theory for Reuse and Interoperability

    Faceted browsing (also called faceted search or faceted navigation) is an exploratory search model where facets assist in the interactive navigation of search results. Facets are attributes that have been assigned to describe resources being explored; a faceted taxonomy is a collection of facets provided by the interface and is often organized as sets, hierarchies, or graphs. Faceted browsing has become ubiquitous with modern digital libraries and online search engines, yet the process is still difficult to abstractly model in a manner that supports the development of interoperable and reusable interfaces. We propose category theory as a theoretical foundation for faceted browsing and demonstrate how the interactive process can be mathematically abstracted in order to support the development of reusable and interoperable faceted systems. Existing efforts in facet modeling are based upon set theory, formal concept analysis, and light-weight ontologies, but in many regards they are implementations of faceted browsing rather than a specification of the basic, underlying structures and interactions. We will demonstrate that category theory allows us to specify faceted objects and study the relationships and interactions within a faceted browsing system. Resulting implementations can then be constructed through a category-theoretic lens using these models, allowing abstract comparison and communication that naturally support interoperability and reuse. In this context, reuse and interoperability are at two levels: between discrete systems and within a single system. Our model works at both levels by leveraging category theory as a common language for representation and computation. We will establish facets and faceted taxonomies as categories and will demonstrate how the computational elements of category theory, including products, merges, pushouts, and pullbacks, extend the usefulness of our model. More specifically, we demonstrate that categorical constructions such as the pullback and pushout operations can help organize and reorganize facets; these operations in particular can produce faceted views containing relationships not found in the original source taxonomy. We show how our category-theoretic model of facets relates to database schemas and discuss how this relationship assists in implementing the abstractions presented. We give examples of interactive interfaces from the biomedical domain to help illustrate how our abstractions relate to real-world requirements while enabling systematic reuse and interoperability. We introduce DELVE (Document ExpLoration and Visualization Engine), our framework for developing interactive visualizations as modular Web-applications in order to assist researchers with exploratory literature search. We show how facets relate to and control visualizations; we give three examples of text visualizations that either contain or interact with facets. We show how each of these visualizations can be represented with our model and demonstrate how our model directly informs implementation. With our general framework for communicating consistently about facets at a high level of abstraction, we enable the construction of interoperable interfaces and enable the intelligent reuse of both existing and future efforts

    Key technologies for safe and autonomous drones

    Drones/UAVs are able to perform air operations that are very difficult to be performed by manned aircrafts. In addition, drones' usage brings significant economic savings and environmental benefits, while reducing risks to human life. In this paper, we present key technologies that enable development of drone systems. The technologies are identified based on the usages of drones (driven by COMP4DRONES project use cases). These technologies are grouped into four categories: U-space capabilities, system functions, payloads, and tools. Also, we present the contributions of the COMP4DRONES project to improve existing technologies. These contributions aim to ease drones’ customization, and enable their safe operation.This project has received funding from the ECSEL Joint Undertaking (JU) under grant agreement No 826610. The JU receives support from the European Union’s Horizon 2020 research and innovation programme and Spain, Austria, Belgium, Czech Republic, France, Italy, Latvia, Netherlands.     The title of this thesis, British Mercantile Mysticism, explores the relationship between the rising mercantile outlook among the newly evolving middle and merchant classes in England during the seventeenth century into the later part of the eighteenth. It examines the rise of the new science used in the navigation of the great fleet of the merchant marine. These ideas combined with British culture at the time and other influences such as religion, the world of letters, politics and aesthetics are depicted in William Falconer’s poem The Shipwreck (1762). This simple poem can be seen as a microcosm or a reflection of the mindset, aspirations and inspirations that powered the modern and progressive thinking of the eighteenth century in Great Britain. These ideas have since spread to much of the English speaking world (particularly North America, Australia and New Zealand) even to this day

    This thesis will evaluate system and process elements to initiate requirements modeling necessary for the next generation Digitized Aircraft Spotting (Ouija) Board for use on U.S. Navy aircraft carriers to track and plan aircraft movement. The research will examine and evaluate the feasibility and suitability of transforming the existing two-dimensional static board to an electronic, dynamic display that will enhance situational awareness by using sensors and system information from various sources to display a comprehensive operational picture of the current flight and hangar decks aboard aircraft carriers. The authors will evaluate the current processes and make recommendations on elements the new system would display. These elements include what information is displayed, which external systems feed information to the display, and how intelligent agents could be used to transform the static display to a powerful decision support tool.     Virtual software in reality

    Software visualisation is an important weapon in the program comprehension armoury. It is a technique that can, when designed and used effectively, aid in understanding existing program code. It can achieve this by displaying information in new and different forms, which may make obvious something missed in reading the code. It can also be used to present many aspects of the data at once. Software, despite many software engineering advances in requirements, design and implementation techniques, continues to be complex and large and if anything seems to be growing in these respects. This means that techniques that failed to aid comprehension and maintenance are certainly not going to be able to deal with the current software. Therefore this area requires research to be able to suggest solutions to deal with the information overload that is sure to occur. There are several issues that this thesis addresses; all of them related to the creation of software visualisation systems that are capable of being used and useful well into the next generation of software systems. The scale and complexity of software are pressing issues, as is the associated information overload problem that this brings. In an attempt to address this problem the following are considered to be important: abstractions, representations, mappings, metaphors, and visualisations. These areas are interrelated and the first four enable the final one, visualisations. These problems are not the only ones that face software visualisation systems. There are many that are based on the general theory of the applicability of the technique to such tasks as program comprehension, rather than the detail of how a particular code fragment is shown. These problems are also related to the enabling technology of three- dimensional visualisations; virtual reality. In summary the areas of interest are: automation, evolution, scalability, navigation and interaction, correlation, and visual complexity. This thesis provides an exploration of these identified areas in the context of software visualisation. Relationships that describe, and distinguish between, existing and future software visualisations are presented, with examples based on recent software visualisation research. Two real world metaphors (and their associated mappings and representations) are defined for the purpose of visualising software as an aid to program comprehension. These metaphors also provide a vehicle for the exploration of the areas identified above. Finally, an evaluation of the visualisations is presented using a framework developed for the comparative evaluation of three-dimensional, comprehension oriented, software visualisations. This thesis has shown the viability of using three-dimensional software visualisations. The important issues of automation, evolution, scalability, and navigation have been presented and discussed, and their relationship to real world metaphors examined. This has been done in conjunction with an investigation into the use of such real world metaphors for software visualisation. The thesis as a whole has provided an important examination of many of the issues related to these types of visualisation in the context of software and is therefore a valuable basis for future work in this area

    Facets of Graffiti Art and Street Art Documentation Online: A Domain and Content Analysis

    In this dissertation research I have applied a mixed methods approach to analyze the documentation of street art and graffiti art in online collections. The data for this study comes from the organizational labels used on 241 websites that feature photographs of street art and graffiti art, as well as related textual information provided on these sites and interviews with thirteen of the curators of the sites. The goal of the research is to demonstrate the existence of a coherent domain of street art and graffiti art documentation that may in turn be used to inform the formal design of systems to record evidence of the art movement and the works. Open coding was applied to the organizational text used by the websites to reveal a set of four categories of descriptive facets. The categories are related to general aspects of the websites themselves, the supports upon which works are created or placed, the various types of works, and location information. There are several facets included within each of these four categories. When a website shared information about the site itself, most frequently on an about sub-page, this was analyzed for audience, explicit organization methods, motivations for creating the site, and art style vocabulary used. Audience and explicit organization methods were rarely shared. Motivations were coded as internal, external, or mixed with emphasis on internal or external. Art style vocabulary varies and is tied to motivations, but the most commonly named style is graffiti or a variant thereof. Sites that feature work from internally motivated sites feature the widest variety of art style terminology and tend to avoid use of graffiti and graffiti-related terms. All website curators that could be contacted were offered the opportunity to participate in an interview regarding website organization for graffiti art and street art. Thirteen interviews were conducted: one by phone, one by Skype, and eleven by email. The interview data reveals varying opinions on what terminologies or categories should be used to organize photographic collections of graffiti art and street art online, but there is general agreement that the name of the artist or crew (if known), the year of the work, and the location of the work are the most important facets. The curators demonstrate that the size of the collection, geographic focus, and scope of works featured will have an impact on how the site should be organized. The ontological formation of the domain of street art and graffiti art documentation is evidenced by the combined results of the website analyses and interviews

    Fuzzy concept analysis for semantic knowledge extraction

    2010 - 2011Availability of controlled vocabularies, ontologies, and so on is enabling feature to provide some added values in terms of knowledge management. Nevertheless, the design, maintenance and construction of domain ontologies are a human intensive and time consuming task. The Knowledge Extraction consists of automatic techniques aimed to identify and to define relevant concepts and relations of the domain of interest by analyzing structured (relational databases, XML) and unstructured (text, documents, images) sources. Specifically, methodology for knowledge extraction defined in this research work is aimed at enabling automatic ontology/taxonomy construction from existing resources in order to obtain useful information. For instance, the experimental results take into account data produced with Web 2.0 tools (e.g., RSS-Feed, Enterprise Wiki, Corporate Blog, etc.), text documents, and so on. Final results of Knowledge Extraction methodology are taxonomies or ontologies represented in a machine oriented manner by means of semantic web technologies, such as: RDFS, OWL and SKOS. The resulting knowledge models have been applied to different goals. On the one hand, the methodology has been applied in order to extract ontologies and taxonomies and to semantically annotate text. On the other hand, the resulting ontologies and taxonomies are exploited in order to enhance information retrieval performance and to categorize incoming data and to provide an easy way to find interesting resources (such as faceted browsing). Specifically, following objectives have been addressed in this research work: Ontology/Taxonomy Extraction: that concerns to automatic extraction of hierarchical conceptualizations (i.e., taxonomies) and relations expressed by means typical description logic constructs (i.e., ontologies). Information Retrieval: definition of a technique to perform concept-based the retrieval of information according to the user queries. Faceted Browsing: in order to automatically provide faceted browsing capabilities according to the categorization of the extracted contents. Semantic Annotation: definition of a text analysis process, aimed to automatically annotate subjects and predicates identified. The experimental results have been obtained in some application domains: e-learning, enterprise human resource management, clinical decision support system. Future challenges go in the following directions: investigate approaches to support ontology alignment and merging applied to knowledge management.X n.s
