    Spatial inequalities and policies in South Africa: place-based or people-centred?

    SA has shifted from spatial rebalancing policies to a mix of place based and space neutral approaches. There has been much experimentation without an overarching policy framework or vision. Both the space neutral and spatial re-balancing approaches are difficult to justify in SA. The structure and character of the economy are neglected in spatial policy debates. The social, political and institutional environment shapes prospects for spatial policies.There is a robust international debate about how best to tackle spatial inequalities within nations and regions. The paper discusses three contrasting approaches: spatial rebalancing, space-neutral and place-based. They vary in the scope and purpose of government policy, from redistributing economic activity, to facilitating aggregate growth, and realising the economic potential of less-developed regions. The paper applies this framework to analyse South Africaā€™s five decades of experience of spatial policies. The context is one of stark spatial inequalities, uneven institutional capabilities, and mounting political pressure for change. Under apartheid, spatial targeting was highly instrumental and played a role in reproducing social divisions at considerable financial cost. Since the end of apartheid there has been much experimentation with spatial initiatives, but without any overarching vision or policy framework. A cautionary conclusion is that there are risks of extravagant spending in marginal locations when political pressures are strong, public institutions are weak and economic disciplines are lacking. Another is that place-based policies have potential, but require stronger vertical and horizontal policy alignment to stand any chance of tackling entrenched spatial divides. How can universities and their stakeholder communities create effective boundary spanners for prompt inquiry and response to emergencies when there is insufficient data and local resources are disabled? With increasing cross-border interdependencies in higher learning, science-policy interfaces acquire a meaning greater than simply interdisciplinary collaboration or knowledge transfer. Serving the public good in a crisis entails risk-taking in spite of political stigma, knowledge limitations and loss of life. The case of the 2003 Severe Acute Respiratory Syndrome (SARS) outbreak in Hong Kong illustrates some critical dilemmas faced by academics generating a wider network of knowledge for productive synergies across jurisdictional, cultural and professional boundaries

    Advanced Regional Spatial Data Infrastructures in Europe

    This report presents the findings of the workshop on Advanced Regional Spatial Data Infrastructures (SDIs) organised by the European Commission Joint Research Centre in May 2008. The objectives of the workshop were to review the state of progress, analyse the different organisational models established with local and national stakeholders, and assess the social and economic impacts of the regional SDIs. Eleven regional/sub-national SDIs in Europe are presented in the report: Lombardy, and Piedmont (Italy), Catalonia and Navarra (Spain), Wallonia and Flanders (Belgium), North-Rhine Westfalia and Bavaria (Germany), Northern Ireland (UK), Brittany (France), and Vysocina (Czech Republic). These experiences are set in the context of the broader European framework provided by the INSPIRE Directive, the national State of Play studies, and international experiences in the USA and Australia. A key finding of the report is that these regions are indeed leading actors in the development of SDIs in Europe, adopting state-of-the art technologies, standards, and models and often setting the pace through example for others to follow. Crucially important is their role in coordinating and organising developments at the local level through a large array of partnerships and organisational models. This organisational work is challenging because it involves a very large number of stakeholders operating at the local level, and requires long-term political, organisational, and personal commitment. However, the evidence available at the present time indicates that it is at the local level that the largest social and economic benefits of an SDI can be found, supporting operational day-to-day applications affecting millions of citizens and local businesses. To achieve these benefits there is no alternative but to engage locally, and invest in building and maintaining relationships and trust. From this perspective, the main lesson of the European experiences, supported by those in the USA and Australia, is that Spatial Data Infrastructures are foremost social networks of people and organisations, in which technology and data play a supportive role.     Managing Intellectual Property to Foster Agricultural Development

    Over the past decades, consideration of IPRs has become increasingly important in many areas of agricultural development, including foreign direct investment, technology transfer, trade, investment in innovation, access to genetic resources, and the protection of traditional knowledge. The widening role of IPRs in governing the ownership ofā€”and access toā€”innovation, information, and knowledge makes them particularly critical in ensuring that developing countries benefit from the introduction of new technologies that could radically alter the welfare of the poor. Failing to improve IPR policies and practices to support the needs of developing countries will eliminate significant development opportunities. The discussion in this note moves away from policy prescriptions to focus on investments to improve how IPRs are used in practice in agricultural development. These investments must be seen as complementary to other investments in agricultural development. IPRs are woven into the context of innovation and R&D. They can enable entrepreneurship and allow the leveraging of private resources for resolving the problems of poverty. Conversely, IPRs issues can delay important scientific advancements, deter investment in products for the poor, and impose crippling transaction costs on organizations if the wrong tools are used or tools are badly applied. The central benefit of pursuing the investments outlined in this note is to build into the system a more robust capacity for strategic and flexible use of IPRs tailored to development goals

    Agrobiodiversity Enhancement for the sustainability of the tropical uplands: An evaluation of agricultural land use in Liliw, Laguna, Philippines

    Agrobiodiversity Enhancement (ABDE) is a strategy that has been advanced for preventing environmental degradation without losing agricultural productivity. However, there is not yet sufficient evidence to support the important role that ABDE might have for managing agricultural land use in the tropical uplands. This research is an attempt to help fill this knowledge gap. The general aim of the thesis was to explore the potential of ABDE as a management alternative for agricultural land use in the uplands in terms of environmental protection, productivity and farmer acceptability. To achieve the aim, a methodological framework for evaluating agricultural land use in the uplands was developed. The methodology aimed at allowing one to understand the influence of agricultural land use on natural resources and farm productivity and the social factors that will most likely influence land users to enhance agrobiodiversity of their production. The methodological framework provided a minimum set of criteria and indicators that can be used for assessing agricultural land uses in the uplands. Main criteria for the evaluation included protection, productivity, viability security and acceptability. The following indicators were included: Shannon Diversity Index, Depth of Topsoil, Soil Organic Matter, Soil Nitrate, Crop Yields, Net Income, Trend in Income and Harvest Loss, Farmer Traits, Farm Characteristics and Farmer perceptions on the influence of farming on the health of natural resources and of the farm workers. The methodological framework also includes a range of methods and techniques for gathering environmental, economic and social data in the uplands and indicates circumstances under which each might best be utilized. Using the methodological framework, agricultural land use in an upland area in Liliw, Laguna Philippines was evaluated for protection of natural resources, specifically of the soil quality and for farm productivity and for the social factors that influence the way agricultural lands are managed. Results showed integration of horticultural trees and crops have potential for protecting thickness of the topsoil, reducing nutrient wastage and is more economically profitable than monocropping systems. Specifically, coconut exhibited importance in maintaining thickness of topsoil while lanzones played major role in augmenting farm income and as buffer to income losses from annual crops. Older farmers and women were found associated with agricultural land use with diversified production in the case study area. The Logit model analysis further showed that leadership quality and land ownership are the social factors that will likely influence integration of horticultural trees and crops in the uplands. Other personal characteristics like years of experience in farming, access to other sources of livelihood, land size, awareness of land degradation and effect of agrochemicals on heath of the farm workers have no likely influence on agricultural lands with integration of horticultural trees and crops. SWOT analysis of agricultural land use in the case study site showed that despite the environmental and economic advantages of agricultural lands with diversified production, there are weaknesses and barriers to its further development and implementation.
