    On increasing of the competitiveness of the garment industry in Siberian Federal District on the basis of the industrial cluster establishment

    The issue of the development prospects of the Russian economy and the economy of its individual branches in the regions is highly relevant in terms of the increasing crises and economic development challenges. The scope of the study is a garment industry of the Siberian Federal District, which includes 12 subjects, and only six of them develop the garment industry actively. There are the regions of Kemerovo, Novosibirsk, Omsk, Tomsk, Krasnoyarsk Krai and the Republic of Khakassia. The subject matter of the research is the state and prospects of the garment industry of the Siberian Federal District. It also includes the assessment of the garment industry as one of the sub-sectors of the light industry in terms of its competitiveness in the domestic market. The purpose of the comprehensive study is to determine the conditions and factors affecting the development of the industry, as well as to identify its development reserves and competitiveness on the basis of industrial cluster’s generation. The hypothesis of this study is that in the Siberian Federal District, there are a need and reserves to create a cluster of the garment industry. The main methods of the study are the comparative analysis, the expert assessment of the sector in certain regions of the Siberian Federal District, as well as the assessment of possible formation of the industrial cluster in the region. The results of the study are the evaluation of the competitiveness and prospects of the garment industry in Russia and the Siberian Federal District (a low level of development and competitiveness); the evaluation of the development level of the garment industry in the Federal District, which have showed the demand for apparel products from the population and enterprises, as well as the conditions for the provision of clothing manufacture with natural fabrics and synthetic materials, labor resources and research and development achievements; also the justification of the existing potential for development of a sectoral cluster by means of pooling together the productions and economic communications of the Novosibirsk and Omsk regions at the initial stage. The obtained results should be used to strengthen works for the development of regional industrial cluster (with a creation of a working group at the regional governments, the garment industry development programs, and practical measures for its realization), as well as a creation of conditions for stimulation of investment activity of entrepreneurs. The research has confirmed the hypothesis, that in the Siberian Federal District, there are a need and reserves to create a cluster of the garment industry

    Stagnating liquid biofuel developments in Russia: Present status and future perspectives

    It is widely acknowledged that Russia possesses enormous biomass resources (Hoogwijk et al., 2005). Its vast areas devoted to agricultural production and plentiful timber resources suggest good prospects for the development of liquid biofuel production. However, no significant advances in this direction have been reported till now. None of the numerous investment projects announced at the heydays of biofuel excitement in Russia (2006-2008) are at the moment commercially operating. There are no specialised plants for the production of bioethanol and biodiesel in Russia. Little is known of the reasons for this discrepancy between biofuel potential and actual development. In investigating this discrepancy, this article analyses national developments and investigates local dynamics through a case-study in the Omsk region. It is found that the reasons for this discrepancy are not related to technological incapabilities, but are to be found in the low policy and institutional priority given to non-fossil fuel exploitation and lack of market opportunities.     Otitis Media Supuratif Kronis (OMSK) merupakan suatu masalah kesehatan masyarakat pada beberapa populasi didunia yang menyebabkan gangguan pendengaran. Gangguan pendengaran yang terjadi dapat bervariasi dan beratnya ketulian dipengaruhi oleh OMSK dan lamanya sakit. Penelitian dilakukan dengan metode cross sectional study di Poliklinik THT-KL RSUD dr.Zainoel Abidin Banda Aceh, secara non probability sampling dengan teknik accidental sampling, mulai bulan Februari sampai April 2012. Dilakukan pemeriksaan THT dan audiometri nada murni terhadap penderita OMSK untuk menentukan jenis dan derajat ketuliannya. Dari 45 sampel, penderita yang lama menderita OMSK 1 tahun sebanyak 19 penderita (42,2%). Jenis gangguan pendengaran konduktif sebanyak 30 penderita (66,7%), campuran sebanyak 10 penderita (22,2%) dan sensorineural sebanyak 5 penderita (11,1%). Penderita OMSK yang mengalami gangguan pendengaran derajat terbanyak adalah derajat sedang sebanyak 16 penderita (35,56%) kemudian derajat ringan sebanyak 12 penderita (26,66%), derajat sedang berat sebanyak 9 penderita (20%), berat sebanyak 6 penderita (13,34%), dan sangat berat sebanyak 2 penderita (4,44%). Dapat disimpulkan bahwa paling banyak bahwa lebih banyak penderita yang berusia 21-30 tahun (33,3%) dan berjenis kelamin laki-laki (51,2%) sedangkan yang lama menderita OMSK < 1 tahun (57,8%), didapatkan jenis gangguan pendengaran konduktif (66,7%) dan gangguan dengar derajat sedang (35,6%).Kata kunci: otitis media supuratif kronis, gangguan pendengara

    Agent modelling of cluster formation processes in regional economic systems

    The subject matter of this research is the processes of the spontaneous clustering in the regional economy. The purpose is the development and approbation of the modeling algorithm of these processes. The hypothesis: the processes of spontaneous clustering in the social and economic environment are supposed to proceed not linearly, but intermittently. The following methods are applied: agent imitating modeling with an application of FOREL and k-means algorithms. The modeling algorithm is realized in the Python 3 programming language. The course regularities of clustering processes in the region are revealed: 1) the clustering processes are intensifying, the production uniformity is increasing; 2) the increase of the level of production uniformity leads to the leveling of customer behavior; 3) the producers of high-differentiated production reduce the level of its differentiation or leave the cluster; 4) the stages of steady functioning are illustrative for clustering processes, their change is followed with arising of bifurcation points; 5) the activation of clustering processes in regional economy leads to the revenue increase of the cluster participants, each of producers and of consumers, and to the growth of synergetic effect values. These results testify the nonlinearity of processes of clustering and ambiguity of their effects. The following conclusions have been drawn: 1) a modeling of the processes of spontaneous clustering in regional economy has showed that they proceed not linearly, a steady progressive development is followed with leaps; 2) the clustering of regional economy leads to the growth of the efficiency indicators of activities of cluster-concerned entities; 3) initiation and activation of the clustering processes requires a certain environment

    This paper tells the story of two short development projects in Omsk, one in 2002-3 and a successor project in 2005, both funded by the UK Government under its Smali Environmental Projects Scheme (SEPS). The first project lasted 9 months and was entitled “Building Capacity in the City of Omsk to Undertake and Implement Strategie Planning for Sustainable Development”. The second project, which grew directly out of the first one, also lasted for 9 months and was called “Developing a Strategie Plan for Zero Waste in the City of Omsk”

    Mega-clusters as a tool of interregional cooperation in tourists field

    In order to diversify the Russian economy, it is necessary to pay great attention to the emerging sectors of the economy; with a systemic approach they are able to reveal their accumulated potential. Authors consider one of such industries to be the sphere of tourism. Russia has its own unique natural-recreational and cultural-historical potential, which is not fully utilized, and it is confirmed with the relevant statistics. The authors propose to accelerate the development of tourism by raising the level of interregional cooperation from the position of using coexisting competition and competitive coexistence in tourist mega-clusters. Due to the lack of financial resources for separate regions for the tourism development, the implementation of this approach is effective, as it allows achieving savings of money due to economies of scale. The phenomena of coexisting competition and competitive coexistence in the tourism sphere presuppose the unification of the different regions authorities’ efforts for the joint implementation of projects. Regions joining forces on the basis of coexisting competition and competitive coexistence within the mega-clusters will allow each administrative-territorial unit to develop and improve its competitive advantage by asking a stimulus to the development of the other participants. This approach makes it possible to obtain other positive effects noted in the study. Thus, findings broaden the knowledge about the phenomena of coexisting competition and competitive coexistence in the regional economy, about mega-clusters as tools for interregional interactions in the tourism sphere

    The permutation group S_N and large Nc excited baryons

    We study the excited baryon states for an arbitrary number of colors Nc from the perspective of the permutation group S_N of N objects. Classifying the transformation properties of states and quark-quark interaction operators under S_N allows a general analysis of the spin-flavor structure of the mass operator of these states, in terms of a few unknown constants parameterizing the unknown spatial structure. We explain how to perform the matching calculation of a general two-body quark-quark interaction onto the operators of the 1/Nc expansion. The inclusion of core and excited quark operators is shown to be necessary. Considering the case of the negative parity L=1 states transforming in the MS of S_N, we discuss the matching of the one-gluon and the Goldstone-boson exchange interactions.Comment: 38 pages.
