    Decentralised static output feedback stabilisation and synchronisation of networks

    Dynamic multi-agent networks are important in a wide range of areas in science and engineering, including mobile sensor networks, distributed robotics such as underwater vehicles and cooperative unmanned air vehicles, biological synchronisation, networked economics and social networks. The paper makes a fundamental theoretical contribution to the field by blending methods from graph theory and control theory. The stabilisation of the network is treated as a rank constrained problem. Strict positive realness conditions on the node level dynamics allow nonlinearities/uncertainties which satisfy the sector conditions to be considered. A network of Chua oscillators with 75 nodes is considered to demonstrate the efficacy of the approach

    Network economy as a new economic system

    This work deals with the study of new socio-economic relations, which are established due to the introduction of information and communication technologies. Associated problems are currently widely discussed in the scientific literature primarily from a technological point of view. Moreover, the attention is paid to ongoing and future changes in various markets, including the labor market. The article proposes to distinguish the concepts of digital revolution and digital economy. It is maintained that the digital revolution is not a technological revolution, but a social revolution that is comparable in importance to the Neolithic, Class and Industrial revolutions. It is grounded that the digital revolution results in the formation of a new economic system, which can be called the network economy. The research objective is to determine the key features of a new type of economy, namely, the forms of the division of labor peculiar to this system, the types of transactions, the ways of coordination of activities and the foundations of power. The scientific hypothesis of the work is the following one: the digital revolution leads not just to structural shifts in the economy and modification of the ways of market interaction, but to a fundamental change in the economic system. The research is based on the methodology of institutional theory. The result of the study is the substantiation of the statement about the change of the paradigm of economic development – the gradual replacement of the market economy by the network economy.peer-reviewe

    Power play in television: a political economy analysis of power balances in broadcasting markets

    In this dissertation, the focus is on the (evolving) configurations of power and control in broadcaster-to-distributor markets. Technological developments, as well as changes in the institutional framework, are in the process of fundamentally transforming legacy TV business models and have transferred power to ‘gatekeepers’ which derive a dominant position by controlling competitive bottlenecks. Since technology shocks might disrupt established power relationships in television, interactions between TV broadcasters and distributors incur tensions and conflicts of interests. It is argued that each party controls crucial platform resources and that the broadcaster-to-distributor market is organized around two converging TV platforms that unfold enveloping strategies and thus provoke power conflicts. One of the major assumptions of this dissertation is the mutual dependency between broadcasters and distributors, which leads to the conclusion that the market is marked by bilateral bargaining power, and needs to deal with double-marginalisation problems. Although both parties may have bargaining power, relationships between broadcasters and distributors are often characterised by power asymmetries, either in favour of the broadcaster or distributor. In the ever-increasing complex TV ecosystem, broadcasters as well as distributors are looking for outside opportunities to lessen dependence on their counterparty, and build strategic advantage during carriage negotiations. However, pricing power usually remains with the distributors, which eventually decide about the possible carriage and the package (basic or upgraded), and the position of the channel in that package (or in the electronic programming guide). A gatekeeping position allows distributors to pressure broadcasters to demand lower wholesale (input) prices. On top, distributors leverage bargaining power through the ownership of affiliated channels that directly compete access-seeking broadcasters. In a similar vein, owners of premium rights or must-have channels leverage their popularity and exclusivity in order to bargain higher retransmission payments from distributors. Whereas existing frameworks hold that competitive advantage essentially rests on the activities a firm performs within the value chain, it is claimed here that a firm’s position in the value chain does not adequately explain why different firms with similar activities have different levels of bargaining power. Rather than sticking to hollow aphorisms like ‘Content is King, but Distribution is King Kong’, it is assumed that the allocation of power between broadcasters and distributors crucially depends on the politico-economic context of broadcasting and its distribution, including the set of complex relationships between different parties in the business ecosystem. Since bargaining power in the broadcaster-to-distributor market tends to be context-specific and varies between different local settings, it is determined by the allocation of scarce resources in the industry, the individual nature of the broadcaster-to-distributor relationship and potential path dependencies in media and telecommunication policies. Hence, the major research objective is to study the interactions between broadcasters and distributors, and identify, in a qualitative way, those contextual variables that define bargaining power in broadcaster-to-distributor relationships. Although Porter’s model is still relevant for analysing the industry environment, the complexity of broadcasting and distribution markets and the speciality of carriage negotiations demands for a more specific framework to examine relationships and power conflicts between broadcasters and distribution. Following a resource-centric perspective, the ownership and control of strategic assets are considered determinants of bargaining power. Based on a literature review and interviews with 36 media managers and experts, it was possible to come up with a multidimensional and multilevel approach to bargaining power and to construct a complex of interrelated power attributes (clustered in five dimensions) that influence a firm’s competitive position in carriage negotiations. On the macro level, a number of legal provisions and regulatory requirements strongly affect the carriage negotiations. Reference is made to telecommunications rules, competition law, media-specific regulation and copyright law. On the meso level, the model suggests that the market structure forms an important factor in the creation of bargaining power. Industry concentration, number of business partners, entry barriers and the threat of technological progress are identified as critical parameters. On the micro level, the structure of the negotiating firms needs to be taken into account to assess bargaining power. Hence, firm-specific characteristics of broadcasters and distributors involved in a carriage negotiation include relative firm size, conglomerateness, vertical integration and financial resilience. Next to firm characteristics, emphasis is put on product differentiation as a source of a bargaining power. Product characteristics are related to the market and industry structure, and predominantly refer to product differentiation, exclusivity, bundling and switching costs. On the individual level, psychological, emotional and interpersonal issues play a decisive role in carriage negotiations

    A framework for e-skills policy-making in South Africa

    Magister Commercii (Information Management) - MCom(IM)The development of the Internet and other information and communication technologies (ICT) in recent decades represents a material foundation for a networked society and the emergence of new economies (Knowledge Society) and is now directly affecting individuals and whole societies. ICT is now an indisputable component of addressing the major issues of equity, sustainability and global competitiveness. Being still in its early developmental phase in many developing countries (such as South Africa), Knowledge Society requires profoundly new ways of thinking, working and living, which includes building of new capacities for the entire nation. These capacities are inter alia inevitably associated with the use of ICT and are often referred to as e-skills. These skills broadly described as the ability to develop and use ICT to adequately participate in an environment increasingly dominated by access to electronically enabled information and a well-developed ability to synthesise this into effective and relevant knowledge. In order to address a considerable deficiency in e-skills (estimated shortage of 70000 e-skilled people), the South African government through the Department of Communication has established the e-Skills Institute (e-SI) with the mandate to concentrate on the development of adequate skills to allow its citizens to improve their capacities to use all forms of ICT at work, in their education, in their personal lives and in their governance. In this regard, the e-SI is also responsible for creating appropriate policies which should be linked to other relevant national (e.g. Medium Term Strategic Framework (MTSF), 2009 – 2014) and international (e.g. UN Millennium Development Goals - MDGs) developmental strategies. However, while participating in the development of the current national e-skills policy (the National e-Skills Plan of Action – NeSPA1), the author realised that there were not readily available guidelines or frameworks that could advise policy development in this area. It seems that much space in the policy development is left to the policy-makers own values, experience, expertise, judgement, the influence of lobbyists and pressure groups, pragmatism, or based on the resources available, than on evidence. Thus, this study set the following objectives: To understand the theoretical and contextual background of policy-making; To explore existing policy-making frameworks that might be relevant to e-skills policy-making; To identify and classify e-skills related elements obtained from pertinent literature; To verify these policy-making elements by interviewing experienced policy-makers in the fields of ICT and e-skills; To suggest a framework for e-skills policy-making in the South African developmental context; and To explain the use of the elements within the proposed e-skills policy-making framework. These objectives were achieved by reviewing the pertinent literature, which led to the construction of the conceptual model for e-skills policy-making in South Africa. This model consists of eight elements: (i) Context-related awareness, (ii) Collaborative e-skills ecology, (iii) Excellence education for all, (iv) Futures of ICT capabilities and knowledge infrastructure, (v) Research and development, (vi) Cost and affordability, (vii) E-inclusion and (viii) Monitoring and evaluation. This model was subsequently empirically tested using the Interpretive hermeneutic research approach by interviewing a number of policy-makers in the fields of e-skills or broader field of ICT policy-making. The empirical findings confirmed validity of the above e-skills policy-making elements but also elicited two new elements: (ix) Integration and systemic approach and (x) Aggregation. Consequently, these elements were assembled together into a framework for e-skills policy-making in South Africa. In order to make the proposed e-skills policy-making framework operational, the next step of this study was to relate this framework to the policy-making processes. This was done by positioning elements of e-skills policy-making framework within the EU "Policy making 3.0" process model. The main contribution of this study is seen in the fact that it brings a novel e-skills policy-making framework particularly design for the South African context but keeping in mind that it can possibly be used in other similar developing countries. Theoretically, this study has added to the academic understanding of significance of certain concepts for e-skills policy-making derived from the pertinent literature but also those identified empirically by this research. Now this study can be used for a practical implementation and also as a base for further academic research. This study also has some limitations mainly seen through a fairly small research sample caused by absence or unavailability of experienced policy-makers. However, it is believed that this limitation did not limit validity of results and the practical and academic contribution of this study
