    Walking Back the System Trope: Reimagining Incarceration and the State Through a Spatial Theory Approach

    This dissertation critiques the systems theory approach to incarceration policy, practice, and research and proposes a rhetorically informed spatial theory approach as an alternative. Offering a non-hierarchical complexity theory as a bridge between systems and space, I then integrate rhetorical listening as a strategy for navigating and operationalizing our proposed spatial theory approach. I then apply our proposed methodology to archival research, focusing on the South Carolina Penitentiary as a case study, and offer two heuretic experiments to explore the range of this methodology for archival research. I also explore potential applications of this rhetorically informed spatial theory approach in terms of civic engagement among incarcerated populations through deliberative democracy theory. Finally, I conclude that this methodology offers an avenue for elaborating the ambiguity in myriad social organizational practices that are conceived in terms of systems, crucial insights into uses of complexity in contemporary rhetorical studies, and a valuable approach for argument analysis and civic engagement in composition classrooms

    LEAVING MORE THAN FOOTPRINTS: IMPACTS OF TOURISM AND PERCEPTIONS OF CHANGE IN CHILEAN PATAGONIA

    Visitation to protected areas is on the rise globally, and the Aysén region of Chilean Patagonia is part of that trend. Within Aysén, Cerro Castillo National Reserve is one of the protected areas that has seen the largest increase in visitation in recent years. Protected area tourism catalyzes changes in surrounding communities, and it is important to understand resident perceptions of these changes in order to inform management planning and to implement effective, equitable conservation policy. In this study, I use qualitative research methods to investigate local residents’ perceptions of social, economic, and ecological changes spurred by or related to increased tourist visitation. Results yielded mixed reactions to and interpretations of changes. Major themes included the inextricable linkages between access and power, the role of external influence in local reality, and the transition of rural economies and values. This case study highlights how historical, cultural, political, and economic factors shape the ways local residents experience tourism development and conservation, which contributes to ongoing debates about protected area tourism as a form of sustainable economic development

    Principals, Agents, and Distant Markets: The Role of Information in Non-State Market-Driven Public Policy

    Although non-state market-driven (NSMD) policies are increasingly promoted as more efficient and effective alternatives to state-based regulation, there have been few comparative studies of the two approaches, and none that focus on their relative reliability as a means of policy delivery. To facilitate comparison of state and non-state policy systems, I develop a two-part comparative framework that highlights key structural features expected to produce slippage (i.e., a divergence of principals' expectations and agents' actions). The first integrates new insights about principal-agent theory with formal network analysis, emphasizing internal structural factors that can be expected to impact communication between policymakers those to whom they delegate implementation responsibilities (i.e., structural complexity). The second focuses on exogenous factors; namely the tendency for communication errors to increase as people are separated by culture and experience (i.e., social distance). I apply this framework to compare state forest laws and two NSMD systems currently operating in Chile. Since NSMD authority - and persistence as market alternatives - are predicated on informed demand, I analyze media content throughout the global products chain, controlling for geography, culture, and epistemic community. I conclude that an important NSMD instrument (the chain-of-custody) weakens the reliability of such models as means of implementing public policy. Moreover, since the quality of communication about NSMD systems strongly declines with geographical distance, this suggests we may be replacing governmental systems of safeguarding public goods (however flawed) with alternatives that are likely to be less effective in the long run
