    Combinatorial approaches for hard problems in manpower scheduling

    Abstract Manpower scheduling is concerned with the construction of a workers ' schedule which meets demands while satisfying given constraints. We consider a manpower scheduling problem, called the Change Shift Assignment Problem(CSAP). In previous work, we proved that CSAP is NP-hard and presented greedy methods to solve some restricted versions. In this paper, we present ~ombinat~orial algorithms to solve more general and realistic versions of CSAP which are unlikely solvable by greedy methods. First, we model CSAP as a fixed-charge network and show that a feasible schedule can be obtained by finding disjoint paths in the network, which can be derived from a minimum-cost flow. Next, we show that if the schedule is tableau-shaped, then such disjoint paths can be derived from an optimal path cover, which can be found by a polynomial-time algorithm. Finally, we show that if all constraints are monotonzc, then CSAP may be solved by a pseudo-polynomial backtracking algorithm which has a good run-time performance for random CSAP instances.

    Decision-based genetic algorithms for solving multi-period project scheduling with dynamically experienced workforce

    The importance of the flexibility of resources increased rapidly with the turbulent changes in the industrial context, to meet the customers’ requirements. Among all resources, the most important and considered as the hardest to manage are human resources, in reasons of availability and/or conventions. In this article, we present an approach to solve project scheduling with multi-period human resources allocation taking into account two flexibility levers. The first is the annual hours and working time regulation, and the second is the actors’ multi-skills. The productivity of each operator was considered as dynamic, developing or degrading depending on the prior allocation decisions. The solving approach mainly uses decision-based genetic algorithms, in which, chromosomes don’t represent directly the problem solution; they simply present three decisions: tasks’ priorities for execution, actors’ priorities for carrying out these tasks, and finally the priority of working time strategy that can be considered during the specified working period. Also the principle of critical skill was taken into account. Based on these decisions and during a serial scheduling generating scheme, one can in a sequential manner introduce the project scheduling and the corresponding workforce allocations

    Integrating labor awareness to energy-efficient production scheduling under real-time electricity pricing : an empirical study

    With the penetration of smart grid into factories, energy-efficient production scheduling has emerged as a promising method for industrial demand response. It shifts flexible production loads to lower-priced periods to reduce energy cost for the same production task. However, the existing methods only focus on integrating energy awareness to conventional production scheduling models. They ignore the labor cost which is shift-based and follows an opposite trend of energy cost. For instance, the energy cost is lower during nights while the labor cost is higher. Therefore, this paper proposes a method for energy-efficient and labor-aware production scheduling at the unit process level. This integrated scheduling model is mathematically formulated. Besides the state-based energy model and genetic algorithm-based optimization, a continuous-time shift accumulation heuristic is proposed to synchronize power states and labor shifts. In a case study of a Belgian plastic bottle manufacturer, a set of empirical sensitivity analyses were performed to investigate the impact of energy and labor awareness, as well as the production-related factors that influence the economic performance of a schedule. Furthermore, the demonstration was performed in 9 large-scale test instances, which encompass the cases where energy cost is minor, moderate, and major compared to the joint energy and labor cost. The results have proven that the ignorance of labor in existing energy-efficient production scheduling studies increases the joint energy and labor cost, although the energy cost can be minimized. To achieve effective production cost reduction, energy and labor awareness are recommended to be jointly considered in production scheduling. (C) 2017 Elsevier Ltd. All rights reserved

    Real-Life Optimum Shift Scheduling Design

    In many industries, manpower shift scheduling poses problems that require immediate solutions. The fundamental need in this domain is to ensure that all shifts are assigned to cover all or as many jobs as possible. The shifts should additionally be planned with minimum manpower utilization, minimum manpower idleness and enhanced adaptability of employee schedules. The approach used in this study was to utilize an existing manpower prediction method to decide the minimum manpower required to complete all jobs. Based on the minimum manpower number and shift criteria, the shifts were assigned to form schedules using random pick and criteria-based selection methods. The potential schedules were then optimized and the best ones selected. Based on several realistic test instances, the proposed heuristic approach appears to offer promising solutions for shift scheduling as it improves shift idle time, complies with better shift starting time and significantly reduces the manpower needed and the time spent on creating schedules, regardless of data size

    Manpower planning optimization in three different real world areas: container terminals, hospitals and retail stores

    Problems related to the optimization of human resources in working areas have been extensively studied in the literature with the major goal of guaranteeing the greatest benefits from the efforts of workers, while taking into account their personal skills and requirements. In particular, in this thesis we focus on short-term and long-term manpower planning problems. The main goal consists in appropriately assigning shifts to workers in a given time horizon, taking into account their own requirements, their contractual rules, and the quality and efficiency of the work environment. In this thesis the manpower planning problem is studied in three different working areas, namely container terminals, hospitals and retail stores. Different solutions are proposed based on mathematical models that allow to describe in linear algebraic terms the set of feasible solutions. An optimal scheduling is then computed using linear integer programming. The proposed policies have been validated on three different real case studies in Cagliari, Italy

    Workforce planning in a lotsizing mail processing problem

    The treatment of mail objects in a mail processing centre involves many operations, in particular sorting by destination. Out of the batching problem that we can identify in such a process, there are also staff planning concerns. In this paper, we analyse a treatment area (registered mail) belonging to a mail processing center, where mail objects are treated in a chain production process. The production quantities and the transfer amounts among machines are required to be determined along the daily work period. The objective is to minimize the costs with human resources needed in the process, linked with the lotsizing production plan, by matching staff to work requirements. This leads into a lotsizing and workforce problem, for which we propose an integer programming formulation. A case study of a particular treatment area is also discussed.
