UK utility data integration: overcoming schematic heterogeneity
In this paper we discuss syntactic, semantic and schematic issues which inhibit the integration of utility data in the UK. We then focus on the techniques employed within the VISTA project to overcome schematic heterogeneity. A Global
Schema based architecture is employed. Although automated approaches to Global Schema definition were attempted
the heterogeneities of the sector were too great. A manual approach to Global Schema definition was employed. The
techniques used to define and subsequently map source utility data models to this schema are discussed in detail. In order to ensure a coherent integrated model, sub and cross domain validation issues are then highlighted. Finally the proposed framework and data flow for schematic integration is introduced
A Geospatial Cyberinfrastructure for Urban Economic Analysis and Spatial Decision-Making
abstract: Urban economic modeling and effective spatial planning are critical tools towards achieving urban sustainability. However, in practice, many technical obstacles, such as information islands, poor documentation of data and lack of software platforms to facilitate virtual collaboration, are challenging the effectiveness of decision-making processes. In this paper, we report on our efforts to design and develop a geospatial cyberinfrastructure (GCI) for urban economic analysis and simulation. This GCI provides an operational graphic user interface, built upon a service-oriented architecture to allow (1) widespread sharing and seamless integration of distributed geospatial data; (2) an effective way to address the uncertainty and positional errors encountered in fusing data from diverse sources; (3) the decomposition of complex planning questions into atomic spatial analysis tasks and the generation of a web service chain to tackle such complex problems; and (4) capturing and representing provenance of geospatial data to trace its flow in the modeling task. The Greater Los Angeles Region serves as the test bed. We expect this work to contribute to effective spatial policy analysis and decision-making through the adoption of advanced GCI and to broaden the application coverage of GCI to include urban economic simulations
Environmental Decision-making utilizing a Web GIS to Monitor Hazardous Industrial Emissions in the Valencian community of Spain
Dissertation submitted in partial fulfillment of the requirements for the Degree of Master of Science in Geospatial Technologies.Air pollution is a critical issue in contemporary times. For this reason, officials and
environmental managers are in need of suitable tools for visualization, manipulation and
analysis of environmental data. Environmental concerns in Europe have encouraged the
European Environmental Agency (EEA) to create the European Pollutant Release and
Transfer Register (E-PRTR). The E-PRTR is vital and valuable because society will
benefit if the data are used to improve monitoring and consequently advance
environmental management. However, the data are not accessible in an interoperable
way, which complicates their use and does not allow for a contribution to environmental
monitoring. This paper describes a Web GIS system developed for the monitoring of
industrial emissions using environmental data released by the EEA. Four research
objectives are addressed: (1) design and create an interoperable spatial database to store
environmental data, (2) develop a Web GIS to manipulate the spatial database, facilitate
air pollution monitoring and enhance risk assessment, (3) implement OGC standards to
provide data interoperability and integration into a Web GIS, (4) create a model to
simulate distribution of air pollutants and assess a population’s exposure to industrial
emissions. The proposed approach towards interoperability is an adoption of servicebased
architecture for implementation of a three-tier Web GIS application. This
system’s prototype is developed using open source tools for the Valencian Community
of Spain
MSUO Information Technology and Geographical Information Systems: Common Protocols & Procedures. Report to the Marine Safety Umbrella Operation
The Marine Safety Umbrella Operation (MSUO) facilitates the cooperation between Interreg
funded Marine Safety Projects and maritime stakeholders. The main aim of MSUO is to
permit efficient operation of new projects through Project Cooperation Initiatives, these
include the review of the common protocols and procedures for Information Technology (IT)
and Geographical Information Systems (GIS).
This study carried out by CSA Group and the National Centre for Geocomputation (NCG)
reviews current spatial information standards in Europe and the data management
methodologies associated with different marine safety projects.
International best practice was reviewed based on the combined experience of spatial data
research at NCG and initiatives in the US, Canada and the UK relating to marine security
service information and acquisition and integration of large marine datasets for ocean
management purposes.
This report identifies the most appropriate international data management practices that could
be adopted for future MSUO projects
Building bridges: experiences and lessons learned from the implementation of INSPIRE and e-reporting of air quality data in Europe
The collection, exchange and use of air quality data require diverse monitoring, processing and dissemination systems to work together. They should supply data, which can afterwards be used in different contexts such as planning, population exposure and environmental impact assessment. As air quality is not dependant on national borders this would only be feasible on an international level. This manuscript reports on the lessons learned from using the world’s largest data harmonization effort for environmental information infrastructure - INSPIRE as a backbone of a European wide spatial data reporting system which involves an unprecedented number of actors and volumes of data. It is important in the context of Digital Earth, and the establishment of a global SDI through the Global Earth Observation System of Systems (GEOSS), as the quality of ambient air is among the pressing environmental problems of today. We summarize our findings from the perspective of national public authorities, obliged by law to transmit spatio-temporal data in order to streamline reporting and facilitate the use of information, while keeping public expenditure at minimum. To identify what works in this type of reporting we established a cross-border case study, looking at the process of harmonization and exchange of data in Belgium and the Netherlands based on interoperable standards. Our results cover the legal, semantic, technological and organizational aspects of reporting. They are relevant to a cross-thematic audience, having to undergo similar processes of reporting, such as climate change, but also environmental noise, marine, biodiversity, and water management.JRC.H.6-Digital Earth and Reference Dat
Urban information model for city planning
City planning is a complex task and therefore needs to consider the interplay between multi-aspects of a city, for example, transport, pollution, and crime. A city model is important to representing urban issues in a clear manner to the relative stakeholders. Although some city models have been used in the planning process, they are often based on narrow data sets. When sustainability and the quality of urban life generally is considered a more holistic analysis of city issues during the planning process is needed. It calls for city models to be based on integrated data sets. The paper describes the concept and challenges of nD urban information model. The research work on how to develop an nD urban information model to accommodate data sets relevant to different aspects of city planning is presented
The PREVIEW Global Risk Data Platform: a geoportal to serve and share global data on risk to natural hazards
With growing world population and concentration in urban and coastal areas, the exposure to natural hazards is increasing and results in higher risk of human and economic losses. Improving the identification of areas, population and assets potentially exposed to natural hazards is essential to reduce the consequences of such events. Disaster risk is a function of hazard, exposure and vulnerability. Modelling risk at the global level requires accessing and processing a large number of data, from numerous collaborating centres. <br><br> These data need to be easily updated, and there is a need for centralizing access to this information as well as simplifying its use for non GIS specialists. The Hyogo Framework for Action provides the mandate for data sharing, so that governments and international development agencies can take appropriate decision for disaster risk reduction. <br><br> Timely access and easy integration of geospatial data are essential to support efforts in Disaster Risk Reduction. However various issues in data availability, accessibility and integration limit the use of such data. In consequence, a framework that facilitate sharing and exchange of geospatial data on natural hazards should improve decision-making process. The PREVIEW Global Risk Data Platform is a highly interactive web-based GIS portal supported by a Spatial Data Infrastructure that offers free and interoperable access to more than 60 global data sets on nine types of natural hazards (tropical cyclones and related storm surges, drought, earthquakes, biomass fires, floods, landslides, tsunamis and volcanic eruptions) and related exposure and risk. This application portrays an easy-to-use online interactive mapping interface so that users can easily work with it and seamlessly integrate data in their own data flow using fully compliant OGC Web Services (OWS)
Open transport data for maximising reuse in multimodal route planners : a study in Flanders
The European Data Portal shows a growing number of governmental organisations opening up transport data. As end users need traffic or transit updates on their day-to-day travels, route planners need access to this government data to make intelligent decisions. Developers however, will not integrate a dataset when the cost for adoption is too high. In this paper, the authors study the internal and technological challenges to publish data from the Department of Transport and Public Works in Flanders for maximum reuse. Using the qualitative Engage STakeholdErs through a systEMatic toolbox (ESTEEM) research approach, they interviewed 27 governmental data owners and organised both an internal workshop as a matchmaking workshop. In these workshops, data interoperability was discussed on four levels: legal, syntactic, semantic and querying. The interviews were summarised in ten challenges to which possible solutions were formulated. The effort needed to reuse existing public datasets today is high, yet they see the first evidence of datasets being reused in a legally and syntactically interoperable way. Publishing data so that it is reusable in an affordable way is still challenging
