Models of governance in the urban functional areas: Policy lessons from the implementation of integrated territorial investments (ITIs) in Poland
The aim of this paper is to present the genesis and the development of two models of the “leading path”
to the integrated management of functional urban areas of voivodeship centres (FUA VC) in Poland in the context of
the implementation of the new instrument of the EU’s Cohesion Policy – Integrated Territorial Investments (ITIs). The
implementation of ITIs is presented in the light of the inter-commune cooperation in FUA VC, which has been realised
variously so far. As examples of the “leading path” to the integrated management based on the ITI, two functional
areas have been selected, differing in this respect, Poznań in western Poland (an example of a bottom-up model) and
Lublin in its eastern part (an example of a top-down model). In the conclusion, the instrument of ITI was evaluated as
a factor which initiates, deepens or complicates the cooperation of local governments in FUAs. It has been emphasised,
that in spite of the creation of organisational and financial instruments (ITIs) which activate the cooperation of self-governments
in functional areas, one must take into account the need for legislative changes which give a special status to
metropolitan areas, income sources and specific powers
The role of cities in cohesion policy 2014-2020
Urban regions are an important factor in regional development. During the 2007-2013 programming period, the main input provided by cities and urban areas was at project level. For the 2014-2020 programming period, Cohesion policy enhances the role of urban areas. Nevertheless, in practice the role of cities still seems similar in scale. As the programming phase is almost completed, there is now limited scope for further influence on the design of the new programmes. Critical Dictionary on Borders, Cross-Border Cooperation and European Integration
This Critical Dictionary on Borders, Cross-Border Cooperation and European Integration is the first encyclopaedia which combines two so far not well interconnected interdisciplinary research fields, i.e. Border Studies and European Studies. Organised in an alphabetical order, it contains 207 articles written by 115 authors from different countries and scientific disciplines which are accompanied by 58 maps. The articles deal with theory, terminology, concepts, actors, themes and spaces of neighbourhood relations at European borders and in borderlands of and around the European Union (EU). Taking into account a multi-scale perspective from the local to the global, the Critical Dictionary follows a combined historical-geographical approach and is co-directed by Birte Wassenberg and Bernard Reitel, with a large contribution of Jean Peyrony and Jean Rubio from the Mission opérationnelle transfrontalère (MOT), especially for the cartography. The Dictionary is also part of four Jean Monnet activities supported by the Erasmus+ programme of the European Union for the period 2016-2022: two Jean Monnet projects on EU border regions (University Strasbourg), one Jean Monnet network (Frontem) and the Franco-German Jean Monnet excellence Center in Strasbourg, as well as the Jean Monnet Chair of Bernard Reitel on borders and European integration. Rather than being designed as an objective compilation of facts and figures, it should serve as a critical tool for discussion between researchers, students and practitioners working in the field of borders, cross-border cooperation and European Integration
Energy Security as a Key Driving Factor for Socioeconomic Development: From Mitigation to Solution
This book looks at the increasing demand for energy of contemporary societies and economies from around the world. Energy is the driving force behind development. As such, the future challenge will be not only to meet the rising demand but also to implement less reliance on depleting fossil fuels, which cause damage to the environment. Moreover, the sustainability of supplied energy requires a reduction of emissions to control the absorption capacity vis-à-vis the environment. Globally, policymakers have largely recognized the significance of the relationship between energy and economic progress. Policymakers usually consider the social and economic aspects of energy security in terms of affordability and accessibility of service. The conditions of socioeconomic development depend on safe, secure, and sustainable energy at affordable prices. One of the prime concerns of policymakers should be to ensure energy security at the national level. These factors result in an increasing interest in undertaking activities in developing renewable resources. Energy efficiency is treated as the most cost-effective way to reduce energy demand while maintaining stable economic activity. Increasing energy efficiency is an important contributive aspect to solving issues in relation to climate change, energy security, and energy competitiveness. Semi-Natural Areas on Post-Mining Brownfields as an Opportunity to Strengthen the Attractiveness of a Small Town. An Example of Radzionków in Southern Poland
The socio-economic and political changes of the end of the 20th century in Central and
Eastern Europe had significant impacts on the transformation of urban spaces, especially in industrial
and mining towns. The article attempts to explain the essence of these changes concerning the
spatial development of—a small post-mining town in southern Poland. This article evaluates urban
development policy in response to the significant land-use changes in the small post-mining city of
Radzionków, with particular attention to the transformation of brownfield sites to semi-natural areas
of regional importance. This issue is interesting for two reasons. First, this small city, located in a large
European agglomeration, has to face competition focused on interesting regional projects. Second,
there is a desire for reindustrialization as a remedy for job losses in mining and heavy industry. The
successful establishment of a large botanical garden in this city provides a case study for discussing
the future of small post-industrial cities and the development of land use policy regarding valuable
natural areas located in post-industrial and post-mining areas. This study also indicates the vital role
of the creative management factor
Dimensions of Silesian identity
Książka stanowi świadectwo wieloletnich badań socjologicznych autorów nad Górnym Śląskiem,
bardzo ważnym regionem Polski. Specyfika tego regionu - od dawna przyciągająca zainteresowanie
socjologów (by wspomnieć badania ks. Emila Szramka czy późniejsze, w okresie
międzywojennym, badania Józefa Chałasińskiego) - stała się bardzo aktualnym tematem po
1980 roku, kiedy to w warunkach demokracji i wolności wypowiedzi zaistniała możliwość wyrażania
tożsamości przez zbiorowość regionalną.
Zamieszczone w tej książce teksty powstały w latach 1998-2006. Część z nich była wcześniej
publikowana, jednak większość ukazuje się drukiem po raz pierwszy, choć materiał empiryczny,
do którego opracowanie się odwołuje, był zebrany wcześniej, niekiedy nawet przed
1989 rokiem. Decydując się na włączenie do tomu tekstów, które powstawały w różnych okresach,
autorzy chcieli pokazać, jak wraz z transformacją Górnego Śląska zmieniał się ich sposób
podejścia i rozumienia badanych problemów. Zebrane w tomie teksty mają różny charakter
- od swobodnej, eseistycznej wypowiedzi na dany temat do bardziej konwencjonalnej formy
socjologicznego sprawozdania z badań empirycznych. Zawsze jednak są one świadectwem
zaangażowania badawczego mającego na celu zrozumienie fenomenu społecznego tego szczególnego
regionu.
Książka, z jednej strony, oddaje pewne następstwo projektów badawczych, pokazuje jak
z jednego badania wynikały problemy do następnych badań, z drugiej jednak strony została
tak ułożona, by skupiała teksty poświęcone problemom mało od siebie odległym.
Początkowe rozdziały zawierają próbę socjologicznego opisu procesu odradzania się, a później,
już w nowych warunkach, tworzenia się treści tożsamości regionalnej - śląskiej. Proces
ten był bardzo skomplikowany, tak jak skomplikowane były losy polityczne tego regionu oraz
losy życiowe mieszkańców tej ziemi, wśród których byli zarówno rodowici Ślązacy, jak i przybysze
z innych stron kraju. Autorzy wskazują nie tylko treści tożsamości, ale szczególnie związaną
z ich pojawianiem się dynamikę społeczną. Proces tworzenia się nowoczesnej tożsamości
regionalnej nie jest bowiem jeszcze na Górnym Śląsku zakończony. Przeprowadzano więc badania
tych zjawisk in statu nascendi.
Kolejny rozdział poświęcony jest tworzeniu się reprezentacji politycznej w regionie. Przede
wszystkim starano się wskazać, do jakiego stopnia uwarunkowania polityczne określały - i nadal zresztą określają - relacje polityczne między polityczną tożsamością regionu a polityką
całego kraju.
Następny tekst dotyczy roli mediów regionalnych, uczestniczących w tworzeniu tożsamości
regionalnej. Ich rola w tym procesie nie tylko uzasadniona była specyfiką samego regionu,
ale wynikała również z faktu, iż przez kilka dziesięcioleci XX wieku województwo śląskie (poprzednio
katowickie), a faktycznie miasto Katowice było drugim po Warszawie ośrodkiem medialnym
w kraju. Tutaj, biorąc pod uwagę liczbę odbiorców mediów w regionie, media stanowiły
realną siłę społeczną. Bez analizy znaczenia mediów regionalnych trudno byłoby opisać dynamikę
odtwarzania i tworzenia się pewnych elementów tożsamości regionalnej.
Autorzy zajęli się również rolą kobiet w polityce - nie tyle z ilościowego punktu widzenia,
ile jako symbol i wskaźnik roli kobiet w przemianach prowadzących od tradycyjnego modelu rodziny
śląskiej, zgodnie z którym kobieta nigdy nie pracowała zawodowo i w życiu publicznym odgrywała
rolę znikomą po nowe rozwiązania, uwzględniające aktywność publiczną kobiet.
Dwa kolejne teksty dotyczą sprawy kluczowej - restrukturyzacji gospodarki, w tym przede
wszystkim górnictwa, najsilniejszej na Górnym Śląsku gałęzi przemysłu, będącego także czynnikiem
w istotny sposób współtworzącym całą organizację życia społecznego regionu. Szybka
restrukturyzacja tej branży, likwidacja kopalń, bezrobocie górników, wzrost biedy w dzielnicach
czy miastach górniczych - to elementy niezwykle ważne w całym procesie tworzenia się
współczesnej tożsamości regionu.
Książkę kończy rozdział inicjujący debatę - zarówno społeczną jak i polityczną - nad przyszłością
Górnego Śląska. Tekst ten - zawierający przegląd stanowisk i opinii niektórych elit
politycznych w regionie - pozwala, przynajmniej w dużym przybliżeniu, spojrzeć na to, w jakim
kierunku będzie zmierzał proces tworzenia się nowoczesnej tożsamości regionalnej

Changes in economic and market conditions of mineral raw materials in recent
years have greatly increased demands on the ef fi ciency of mining production. This
is certainly true of the coal industry. World coal consumption is growing faster than
other types of fuel and in the past year it exceeded 7.6 billion tons. Coal extraction
and processing technology are continuously evolving, becoming more economical
and environmentally friendly. “ Clean coal ” technology is becoming increasingly
popular. Coal chemistry, production of new materials and pharmacology are now
added to the traditional use areas — power industry and metallurgy. The leading role
in the development of new areas of coal use belongs to preparation technology and
advanced coal processing. Hi-tech modern technology and the increasing interna-
tional demand for its effectiveness and ef fi ciency put completely new goals for the
University. Our main task is to develop a new generation of workforce capacity and
research in line with global trends in the development of science and technology to
address critical industry issues.
Today Russia, like the rest of the world faces rapid and profound changes
affecting all spheres of life. The de fi ning feature of modern era has been a rapid
development of high technology, intellectual capital being its main asset and
resource. The dynamics of scienti fi c and technological development requires acti-
vation of University research activities. The University must be a generator of ideas
to meet the needs of the economy and national development. Due to the high
intellectual potential, University expert mission becomes more and more called for
and is capable of providing professional assessment and building science-based
predictions in various fi elds.
Coal industry, as well as the whole fuel and energy sector of the global economy
is growing fast. Global multinational energy companies are less likely to be under
state in fl uence and will soon become the main mechanism for the rapid spread of
technologies based on new knowledge. Mineral resources will have an even greater
impact on the stability of the economies of many countries. Current progress in the
technology of coal-based gas synthesis is not just a change in the traditional energy markets, but the emergence of new products of direct consumption, obtained from
coal, such as synthetic fuels, chemicals and agrochemical products. All this requires
a revision of the value of coal in the modern world economy
