Приоритеты и принципы развития современного высшего образования в исследованиях отечественных ученых

The article analyzes the priorities and principles of modern higher education in the research of local scientists. It is highlighted the priorities of modern higher education in Ukraine, the implementation of which will contribute to the successful integration into the European Higher Education Area. It is considered the directions and principles of the state policy of Ukraine concerning the development of higher education in accordance with applicable law. Ukraine's integration into the European and world educational space globalization radically changed the philosophy of higher education and the concept of development. The priorities of higher education in Ukraine are: personal orientation of higher education; development of national and universal values; creating equal opportunities for people in higher education; the constant improvement of the quality of education; implementing educational innovation and information technologies; formation in the education system of normative legal, organizational and economic mechanisms of attraction and use of extrabudgetary funds; development of education, as an open public-public system; implementation of the principles of universal approach to the development of higher education; integration of national higher education to European and world educational space. It is concluded that the modernization of higher education in Ukraine requires consideration of the general trends of higher education in the context of globalization and European integration processes while maintaining the culture and traditions of the country.У статті проаналізовано пріоритети та принципи розвитку сучасної вищої освіти у дослідженнях вітчизняних вчених. Виділено пріоритетні завдання сучасної вищої освіти України, виконання яких сприятиме успішній інтеграції в європейський простір вищої освіти. Розглянуто напрями та принципи державної політики України щодо розвитку вищої освіти відповідно до чинного законодавства.В статье проанализированы приоритеты и принципы развития современного высшего образования в исследованиях отечественных ученых. EDUCATION AS A PRIORITY OF SUCCESSFUL SOCIALIZATION OF PERSONALITY IN UKRAINE

The article considers topical issues of successful socialization of personality in Ukraine in the context of the modern society challenges, when educational institutions become true co-authors of a holistic educational process. It is noted that integration into the European educational space presupposes the preservation of the national, regional identity, maximum orientation on the peculiarities and the real level of education that has been achieved in Ukraine. It is emphasized that integration into the European educational space should include the necessity of formation of qualitative education in the state. It is noted that today modern educator cannot stay indifferent or ignore the transition to new educational standards; scientific developments should not be mechanically transferred to the practice of modern educational activities. Розглянуті актуальні питання успішної соціалізації особистості в Україні в контексті викликів сучасного соціуму, у якому освітні заклади стають справжніми співтворцями цілісного освітнього процесу. Наголошується, що інтеграція у європейський освітній простір передбачає збереження національної, регіональної ідентичності, максимальну орієнтацією на особливості і реальний рівень освіти, що сформувалась в Україні. Підкреслюється, що інтеграція в європейський освітній простір повинна передбачати необхідність формування якісної освіти у державі. Зазначається, що сьогодні сучасний педагог не може залишатись індиферентним або ігнорувати перехід на нові освітні стандарти; наукові напрацювання не можуть бути механічно перенесені в практику сучасної освітньої діяльності.

РАЗВИТИЕ ОБРАЗОВАТЕЛЬНОЙ СРЕДЫ ЗАВЕДЕНИЙ СРЕДНЕГО ОБРАЗОВАНИЯ В УСЛОВИЯХ ИНТЕГРАЦИИ В ЕВРОПЕЙСКОЕ ПРОСТРАНСТВО ОБРАЗОВАНИЯ

The article analyzes the development priorities of the educational environment of secondary education schools in Ukraine as the basis of integration into the European educational space. The article lists priority tasks of modern Ukrainian secondary education, which execution will contribute to the successful integration into the European educational space. Directions of the state policy Ukraine on development of secondary education in accordance with the law was considered. It is need to promote the development of multiculturalism in general secondary education, which helps prepare modern youth to intercultural cooperation and communication with different cultures, religions, nationalities in terms of integration into the global educational space. However, this process requires improvement of regulatory support and development practical recommendations for its implementation. In the multicultural society to Ukraine appears the task before modern school of preparation of young people for cooperation and intercultural communication with people of different cultures, religions, nationalities. The condition of a continuous process of purposeful socialization of individual in the modern globalized world became multicultural education. It was determined that one of the directions of realization of polycultural education as a continuous process of purposeful socialization of individual in the European is the implementation of bilingual learning in institutions of secondary education in Ukraine. The results of carried out experiment regarding the introduction the bilingual learning, which confirmed the hypothesis that bilingual learning contributes not only to improve the overall students’ language competence, but also increases the level of educational achievementsУ статті проаналізовано пріоритетні напрями розвитку освітнього середовища закладів загальної середньої освіти в Україні. Виокремлено першочергові завдання сучасної української середньої освіти, виконання яких сприятиме успішній інтеграції в європейський освітній простір. Окреслено необхідність сприяння розвитку полікультурності в загальній середній освіті в умовах інтеграції в глобальний освітній простір. Strategy of internationalization as a key priority of university education development in Ukraine

У статті здійснено теоретичний аналіз проблеми інтернаціоналізації вищої освіти у контексті запровадження реформ Болонського процесу в європейському регіоні й, зокрема, в Україні; розглянуто історичні періоди становлення інтернаціоналізації вищої освіти з моменту виникнення перших європейських університетів; визначено, що університети на своєму інституційному рівні є важливими учасниками інтернаціоналізації і відповідно до місцевої специфіки, свого розуміння завдань щодо забезпечення якості освіти та пріоритетів розвитку мають розробляти власні стратегії інтернаціоналізації; на прикладі Університету Грінченка обґрунтовано, що розробка інституційної стратегії інтернаціоналізації є одним із ключових пріоритетів розвитку університетської освіти в Україні.В статье осуществлен теоретический анализ проблемы интернационализации высшего образования в контексте внедрения реформ Болонского процесса в европейском регионе и, в частности, в Украине; рассмотрены исторические периоды становления интернационализации высшего образования с момента возникновения первых европейских университетов определено, что университеты на своем институциональном уровне важны участниками интернационализации и в соответствии с местной специфики, своего понимания задач по обеспечению качества образования и приоритетов развития должны разрабатывать собственные стратегии интернационализации; на примере Университета Гринченко обосновано, что разработка институциональной стратегии интернационализации является одним из ключевых приоритетов развития университетского образования в Украине.The article deals with the theoretical analysis of the problem of internationalization of higher education in the context of introducing reforms of the Bologna process in the European region and, in particular, in Ukraine; the historical periods of formation of the internationalization of higher education from the moment of the first European universities emerged; it was determined that universities at their institutional level are important participants in internationalization and, in accordance with local specifics, their understanding of the objectives of ensuring the quality of education and development priorities must develop their own strategies for internationalization; on the example of the Grinchenko University it is substantiated that the development of the institutional strategy of internationalization is one of the key priorities of the development of university education in Ukraine. Modern information and communication technologies, the rapid development of distance learning, the growing popularity of Internet universities form a single world educational market in which higher education institutions from different countries of the world, without restricting themselves national borders, offer their services in conditions of strict international competition. The processes of Ukraine's integration into the world educational space, in particular its accession to the Bologna Process, determine the creation of a competitive sphere of Ukrainian higher education. The urgency of the problem of internationalization, which reflects the idea of openness of education and science in the world and has significant modernizing potential, lays the foundation for its scientific reflection on the integration into the national context of the best international standards of higher education quality. These imperatives should serve as a guideline for the institutional strategy of internationalization as a key priority for the development of university education in Ukraine in order to increase the competitiveness of Ukrainian higher education institutions and their integration into the European educational space

Досліджується процес створення Національного агентства із забезпечення якості вищої освіти (далі НАЗЯВО) як важливої складової механізму формування і надійного функціонування системи забезпечення якості вищої освіти (Система якості), трьох її підсистем: внутрішнього і зовнішнього забезпечення якості освітньої діяльності і якості вищої освіти та якісної діяльності НАЗЯВО. Окреслена роль Нацагентства у Системі якості, визначені негативні наслідки і ризики, що виникли через затримку з його створенням. Аналізуються кроки щодо відновлення Агентства і організації його діяльності.The main characteristic of the results of the fierce social and economic activity, including the educational, is their quality. It applies to the quality of higher education, based on its exclusive role in shaping the intellectual potential of the nation, ensuring the preemptive economic development of the State. Ukraine, having joined the Bologna process and signing Association with the European Union, has committed to reforming higher education, improving its quality. It is defined by the Law of Ukraine "аn Higher Education" in 2014, which complies with European quality standards and is accentuated by the integration of the national High School into the European educational space

Priority areas for reforming school language education in Ukraine

Реформування шкільної мовної освіти в Україні передбачає інвентаризацію освітньої системи з метою наближення її до світових і європейських стандартів. Автор говорить про актуальні питання, що стосуються вивчення та імплементації досвіду найуспішніших країн. Необхідно шукати оптимальне співвідношення між сформованими національними традиціями і сучасними тенденціями, які зумовлені євроінтеграцією і входженням України у світовий освітній простір.Reforming school language education in Ukraine involves an inventory of the educational system in order to bring it closer to world and European standards. Application of electronic educational resources in the preparation process for would be teachers of technologies

The article considers the use of electronic educational resources, as well as testing the feasibility of methods of applying this technology in the training of future teachers of technology. It is emphasized that updating and improving the forms, methods and means of teaching in higher pedagogical school significantly increase the level of information technology training of future specialists in technological education. In particular, electronic educational resources are used to simulate complex real events, situations, visualization of abstract information by dynamic representation of processes, demonstration of fragments of programs, movies, virtual tours and more. IT software allows modern teachers of technology education to combine text, graphics, animation, video and audio information, which significantly increases the level of learning material.In the conditions of integration of modern Ukraine into the European educational space, the form, methods and means of teaching in the higher pedagogical school need to be updated and unambiguously improved. The constant growth of educational information, the need for its analysis, assimilation, generalization, systematization and preservation, expanding the capabilities of the global Internet have led to the widespread introduction of information technology in the training of future professionals in higher education. After all, without knowledge of multimedia technologies, the ability to develop elements of e-educational resources, navigate in the modern information global space, it is impossible to achieve a high level of professionalism and become a competitive specialist.The application of technology of development and use of electronic educational resources can increase the effectiveness of active teaching methods for all forms of organization of the educational process in higher pedagogical institutions: at the stage of independent training of students, lectures, seminars, practical and laboratory classes

Research of humanization transformations of the higher education system of Ukraine at the end of the 20th - early 21st centuries (1985-2012)

The article analyzes the theoretical and practical foundations of humanization and humanization of domestic higher education in the late twentieth - early twenty-first century. Based on a comprehensive historical and pedagogical analysis, the research identifies and characterizes the essence of humanization transformations of higher education in Ukraine. The research hypothesis is based on the thesis that special value-oriented pedagogical conditions in the process of professional training are a prerequisite for the acquisition of values and sense experience of future specialists in foreign philology, which creates important prerequisites for the formation of axiological competencies. The proposed study is aimed at determining the level of formation of values and sense experience among future specialists in foreign philology at the initial and final stages of the experiment.           The paper analyzes the key concepts, the essence of humanization and humanitarianization and its established features. The main periods are singled out: the first (1985-1990) - directive humanization and humanitarianization of higher education in Ukraine; the second (1990-1995) - humanization and humanitarianization in the process of higher education reform; the third (1995-2004) - normative-legal institutionalization of the process of humanization and humanitarianization of higher education; fourth (2005-2012) - international integration of higher education in Ukraine in the process of humanization and humanitarianization with their inherent trends.                   The article has comprehensively researched tendencies, ways, innovative technologies of humanization and humanitarianization of higher education of Ukraine, the possibilities of the improvement taking into account the European educational standards, accumulated positive experience, national traditions and modern tendencies in the organization of higher education in the conditions of Ukraine’s integration into the European educational space.            The course of scientific research has proved that the axiological approach to humanization and humanitarianization of the process of training future specialists in higher education is to focus the learning process on personal growth of the student, ensuring his/her comprehensive, cultural, socio-moral and professional development. The teaching of professional and methodological disciplines does not act as a transfer of information, but as activation and stimulation of the process of independent search for one’s own value position in relation to the world, formation of worldview, development of youth perception, ensuring students’ understanding of human values and harmony of human relations. The results of the study have confirmed the effectiveness of the author’s approach to the formation of the humanistic orientation of future professionals in the higher education system of Ukraine during the study period.           The research on the humanization and humanitarianization of higher education in Ukraine in the late twentieth - early twenty-first centuries made it possible to involve in scientific circulation a wide range of materials that are representative in nature and reproduce certain aspects of the studied problem, and therefore need to be generalized. Various principles, methods and techniques of modern methodology used in the process of the research have allowed avoiding subjective and biased assessments, ensuring the scientific validity of the results obtained during the research, confirming a sufficiently representative character of the identified sources

International cooperation of universities as inalienable constituent of transformation of higher school of ukraine into the european educational space

Європейський вибір у напрямку реформи вищої освіти як основної стратегії державної освітньої політики є одним із найбільш обговорюваних питань. Тому виправданим є дослідження міжнародної співпраці у сфері вищої освіти в процесі входження вищої школи до європейського освітнього простору. З підвищенням ролі освіти у забезпеченні розвитку та конкурентоспроможності держав в Україні й зарубіжних країнах відбуваються істотні зміни в освіті. Міжнародна співпраця у сфері вищої освіти сприяє розвитку тих радикальних змін, які відбуваються в міжнародному співтоваристві: глобалізації професійних знань, інтернаціоналізації процесів вищої освіти, демократизації навчальних закладів. Міжнародна співпраця університетів є важливим напрямом оптимізації підготовки нової генерації фахівців, інтеграції нашої країни у світовий освітній простір. Therefore the research of international cooperation in the sphere of higher education in the process of integration of higher school to European educational space is justified. Higher education is a constituent of human development and progress of society. With the increase of role of education in providing the development and competitiveness of the states in both Ukraine and foreign countries certain substantial changes are taking place in education. International cooperation in the field of higher education has a large social, economic and political value and potential. It contributes the development of those radical changes which take place within international conglomeration: globalization of professional knowledge, internationalization of higher education processes, democratization of educational establishments. International cooperation of universities is an important direction of optimization of specialists’ training and integration of our country into the world educational space. International cooperation of higher educational establishment includes the following: expansion of international contacts, making the agreements, organization of international conferences, symposiums, realization of general scientific projects, exchanging experience and information about problems of management of higher educational establishment. International cooperation of universities is a constituent of innovative development in the sphere of higher education. The system of management of higher educational establishments requires modernization that is why the use of foreign partners’ experience will allow perfecting a management process in modern market conditions
