Part 2: pushing the envelope. A process perspective for architecture, engineering and construction
In this article, I am building on an emerging 'process view of nature' and how biological membranes emerge through the combined action of (locally) autonomous construction agents. In Part 1, we considered the simultaneous aggregation and disaggregation of matter around embedded processes, used to create, sustain and regulate matter, energy and information gradients from which 'work' is derived for the benefit of the agents or organisms present in the system. In Part 2, I intend to demonstrate that emerging digital design, simulation and fabrication techniques, when linked to sensory and effector feedback, memory and actions, directed by pre-encoded objectives (as rules or algorithms), produce the same fundamental unit of 'agency' as biological agents possess. By understanding how biological membranes emerge in nature, as the outcome of 'negotiated agency', to regulate matter, energy and information exchange between adjacent spaces, we can begin to consider the building envelope as a biological interface or membrane from which 'work' can be derived from the environment we inhabit, as a physiological extension of ourselves

Scenarios of energy efficiency and CO2 emissions reduction potential in the buildings sector in China to year 2050
As China’s rapid urbanization continues and urban dwellers become more affluent, energy use in buildings is expected to grow. To understand how this growth can be slowed, we explore four scenarios for Chinese buildings, ranging from a high-energy-demand scenario with no new energy policies to lowest energy demand under a techno-economic-potential scenario that assumes full deployment of cost-effective efficient and renewable technologies by 2050. We show that, in the high energy demand scenario, building energy demand has an average annual growth rate of about 2.8%, with slower growth rates in the other three scenarios. In all scenarios, CO2 emissions grow slower than energy, with building CO2 peaking around 2045 in the high energy demand scenario, and as early as 2030 in the techno-economic-potential scenario. We show that although various technological solutions, systems and practices can be very effective in minimizing building energy use, rigorous policies are needed to overcome multiple implementation barriers
Part 1: a process view of nature. Multifunctional integration and the role of the construction agent
This is the first of two linked articles which draw s on emerging understanding in the field of biology and seeks to communicate it to those of construction, engineering and design. Its insight is that nature 'works' at the process level, where neither function nor form are distinctions, and materialisation is both the act of negotiating limited resource and encoding matter as 'memory', to sustain and integrate processes through time. It explores how biological agents derive work by creating 'interfaces' between adjacent locations as membranes, through feedback. Through the tension between simultaneous aggregation and disaggregation of matter by agents with opposing objectives, many functions are integrated into an interface as it unfolds. Significantly, biological agents induce flow and counterflow conditions within biological interfaces, by inducing phase transition responses in the matte r or energy passing through them, driving steep gradients from weak potentials (i.e. shorter distances and larger surfaces). As with biological agents, computing, programming and, increasingly digital sensor and effector technologies share the same 'agency' and are thus convergent
Condensation Risk – Impact of Improvements to Part L and Robust Details on Part C -Interim report number 7: Final report on project fieldwork
This report sets out, in draft1, the results of the fieldwork phase of research into the impacts of the 2002 revisions to Part L of the building regulations (Approved Document L1 - DTLR, 2001), and the adoption of Robust Details (RDs - DEFRA 2001) on the extent of condensation risk in the construction of dwellings (Oreszczyn and Bell, 2003). The objective of the fieldwork was to explore the practical application of the revised Part L and its associated robust details by housing developers. This was done through a qualitative evaluation of the design and construction of 16 housing schemes designed in accordance with the revised part L and making use of robust details2. The results of the analysis are to be used to enable condensation modelling that takes into account not only the guidance of robust details but also the way in which construction details were actually designed and, perhaps more importantly, constructed. To this end the report identifies 7 areas of construction detailing (yielding some 15 separate detail models) that are to be included in the condensation modelling phase of the project
Initial flight qualification and operational maintenance of X-29A flight software
A discussion is presented of some significant aspects of the initial flight qualification and operational maintenance of the flight control system softward for the X-29A technology demonstrator. Flight qualification and maintenance of complex, embedded flight control system software poses unique problems. The X-29A technology demonstrator aircraft has a digital flight control system which incorporates functions generally considered too complex for analog systems. Organizational responsibilities, software assurance issues, tools, and facilities are discussed
Confronting corruption in the health sector in Vietnam: patterns and prospects
This repository item contains a single issue of the Health and Development Discussion Papers, an informal working paper series that began publishing in 2002 by the Boston University Center for Global Health and Development. It is intended to help the Center and individual authors to disseminate work that is being prepared for journal publication or that is not appropriate for journal publication but might still have value to readers.Corruption in Vietnam is a national concern which could derail health sector goals for equity, access, and quality. Yet, there is little research on vulnerabilities to corruption or associated factors at the sectoral level. This article examines current patterns of corruption in Vietnam’s health sector, identifies key corruption vulnerabilities, and reviews strategies for addressing corruption in the future. The article builds on the findings and discussion at the sixth Anti-Corruption Dialogue between the Vietnamese Government and the international donor community. Development partners, government agencies, Vietnamese and international non-governmental organizations, media representatives and other stakeholders explored what is known about important problems such as informal payments, procurement corruption, and health insurance fraud. The participants proposed corruption-reduction interventions in the areas of administrative oversight, transparency initiatives and civil society participation, and health reforms to change incentives. The analysis assesses the prospects for success of these interventions given the Vietnamese institutional context, and draws conclusions relevant to addressing health sector corruption in other countries
