    The reform process of the railway sector in Europe: A disaggregated regulatory approach

    The railroad package of 2001 focusing on access regulation is in the process of a reform. Particularly, the European Commission intends to remove the obstacles to fair competition that have been identified since 2001. In this context, the paper points out the relevance of the disaggregated regulatory approach. It is necessary to differentiate between infrastructure components which are monopolistic bottlenecks (e.g. railway tracks) and competitive components (e. g. service functions like ticketing). Competition on the markets for railway transport services requires non-discriminatory access to the railway infrastructures. As well the horizontal interoperability between national railway networks is a prerequisite that full competition on European markets for railway services can evolve. Train access charges should provide incentives for the different track companies to participate in collaborations offering international cross-border based track capacities, whereas a regulatory prescription of international track corridors conflicts with the competence to allocate the track capacities of the different track companies. Finally, the complex question of the interplay between discrimination and the deficit problem is addressed in order to present solutions to avoid crosssubsidization between track infrastructure and markets for transport services and to guarantee the efficient usage of public funds. --

    From Sensor to Observation Web with Environmental Enablers in the Future Internet

    This paper outlines the grand challenges in global sustainability research and the objectives of the FP7 Future Internet PPP program within the Digital Agenda for Europe. Large user communities are generating significant amounts of valuable environmental observations at local and regional scales using the devices and services of the Future Internet. These communities’ environmental observations represent a wealth of information which is currently hardly used or used only in isolation and therefore in need of integration with other information sources. Indeed, this very integration will lead to a paradigm shift from a mere Sensor Web to an Observation Web with semantically enriched content emanating from sensors, environmental simulations and citizens. The paper also describes the research challenges to realize the Observation Web and the associated environmental enablers for the Future Internet. Such an environmental enabler could for instance be an electronic sensing device, a web-service application, or even a social networking group affording or facilitating the capability of the Future Internet applications to consume, produce, and use environmental observations in cross-domain applications. The term ?envirofied? Future Internet is coined to describe this overall target that forms a cornerstone of work in the Environmental Usage Area within the Future Internet PPP program. Relevant trends described in the paper are the usage of ubiquitous sensors (anywhere), the provision and generation of information by citizens, and the convergence of real and virtual realities to convey understanding of environmental observations. The paper addresses the technical challenges in the Environmental Usage Area and the need for designing multi-style service oriented architecture. Key topics are the mapping of requirements to capabilities, providing scalability and robustness with implementing context aware information retrieval. Another essential research topic is handling data fusion and model based computation, and the related propagation of information uncertainty. Approaches to security, standardization and harmonization, all essential for sustainable solutions, are summarized from the perspective of the Environmental Usage Area. The paper concludes with an overview of emerging, high impact applications in the environmental areas concerning land ecosystems (biodiversity), air quality (atmospheric conditions) and water ecosystems (marine asset management)

    Regional approaches to better standards systems

    Developing countries face an increasing need to upgrade the standards of their domestic markets and of their exports. This paper examines different approaches available to them for upgrading their standards and conformity assessment procedures. It focuses particularly on those followed within the context of regional trade agreements (RTAs), as these are yielding promising results.     Data Harmonization Report: Report containing recommendation on data harmonization

    Report harmonization in data and data processing to facilitate the interoperability of the systems AtlantOS WP7 is dedicated to improve harmonization of data management procedures, and thereby improve the quality, interoperability and discoverability of data resources in AtlantOS. To improve harmonization, AtlantOS WP7 works on multiple levels; a) WP7 has identified selected areas, where significant improvements of interoperability can be obtained. This has resulted in the formulation of a common agreement stating a set of specific minimum standards, which shall ensure cross platform coherence. This includes minimum standards for use of identifiers for platforms and institutions, metadata including vocabularies, quality control and dissemination means. Furthermore, guidelines regarding DOI assignment, catalogue techniques and vocabulary use in AtlantOS have been formulated. b) AtlantOS has formulated and installed a Data Management Plan (DMP) setting the framework for handling and dissemination of AtlantOS data. This was the first step towards improved harmonization and includes an overview of the Data Landscape, prioritization of Essential Variables for AtlantOS, regulations regarding open access to data and recommendations on use of standards. c) AtlantOS WP7 is initiating investigations of the use of GEOSS services, both for technical broker solutions to improve harmonization as well as for dissemination of AtlantOS data resources in an interdisciplinary global context. d) AtlantOS is also working on improving the transcontinental data sharing. A workshop is planned for in 2017 specifically targeting improvement of transcontinental sharing of data from the Atlantic Ocean.     Efficient distribution of human and goods transport has always been an important element in maintaining the economic systems cohesion. Together with the economic and technological development, the purposes to attain this goal have considerably evolved. .The integration of the Centre, Eastern and South-Eastern European countries’ infrastructure in the European transport networks has as a main goal the promotion of networks’ interconnection and interoperability. This is done through concentrating upon some specific infrastructure routes located on the trajectory of 10 pan-European transport corridors, which pass through geographical zones in many countries, some of them EU members, and others undergoing a process of negotiation (Turkey). Pan-European Corridors will have immediate effects like: the growth of investments in infrastructure thanks to European funds – for developing countries, this will represent an important part as it welcomes a development of the economy, especially in crises; the favoring of conditions for the functioning and administration of globalization; the growth of cooperation both among Eastern countries and between such countries and Western countries; conditions for the recovery of economic differences between West and East; conditions for the recovery of the development in accordance with the policy of European countries and other candidate countries.corridor, transport, connections, efficiency, sector

    Harmonization of Transport Data Sources According to INSPIRE Data Specification on Transport Networks

    There are numerous sources of data referred to transport from different suppliers, the main one being the Public Administration. According to the objective of each project, datasets are collected and formatted in a particular way. Each public organization only covers the area that corresponds to it (municipal, provincial, regional, national), and this results in the network being covered in a complementary manner, but with no interoperable datasets formats. Conduct studies and projects whose area of study exceeds more than one scope involve making a first phase of harmonization of data with high costs. These costs could be reduced by using standard formats and interoperable data sets and services. The European Union has stimulated the process of standardization and interoperability through INSPIRE Directive (2007/2/EC), which will be fully implemented in 2019 in the Member States. In this paper a harmonized data model of existing datasets provided by the traffic detectors in urban areas of Seville and Malaga is proposed, because they are used in many traffic projects and studies. The main objective is subsequent adaptation to the proposal by the INSPIRE directive specification, taking into account compatibility with the standard format DATEX II. This process can help to accelerate the transition to the standardized format to which the European Union is directing transport networks, and data sets associated with them. © 2016 The Authors.     Evolution of the EU broadband policy: Towards an integrated framework?

    Since more than two decades, broadband has been recognized in the EU as having great benefits to economic and social development.This recognition is evident in the first EU policy document on the telecommunications market - the 1987 Green Paper - which assumed that harmonization and liberalization through competition mechanism could be used as the tools to bring all those benefits to the European citizens. Although the policy in the following years emphasized the competition mechanism, many additional instruments were developed and implemented in order to make broadband available to all European citizen. Some instruments can be seen in the form of Directives, and some instruments are shown in many policy strategies. All of them have a considerable contribution to the growth of broadband deployment in the EU. However, with globalization, the policy impetus for broadband has shifted toward a means to increase competitiveness of a nation or region.This changing emphasis due to globalization and competitiveness impacts the design of policy instruments. A question can be raised which instruments can serve a new concept of future broadband policy. Against this background, the paper will present an evolutionary concept of broadband policy in the EU by providing a model to integrate the related broadband policy instruments. A timeline of all instruments and initiatives being implemented will be explored. This evolution will be analyzed in order to see what kind of future model is applicable when broadband policy is based on a perspective of globalization and regional competitiveness.     Geospatial data harmonization from regional level to european level: a usa case in forest fire data

    Dissertation submitted in partial fulfillment of the requirements for the Degree of Master of Science in Geospatial Technologies.Geospatial data harmonization is becoming more and more important to increase interoperability of heterogeneous data derived from various sources in spatial data infrastructures. To address this harmonization issue we present the current status of data availability among different communities, languages, and administrative scales from regional to national and European levels. With a use case in forest data models in Europe, interoperability of burned area data derived from Europe and Valencia Community in Spain were tested and analyzed on the syntactic, schematic and semantic level. We suggest approaches for achieving a higher chance of data interoperability to guide forest domain experts in forest fire analysis. For testing syntactic interoperability, a common platform in the context of formats and web services was examined. We found that establishing OGC standard web services in a combination with GIS software applications that support various formats and web services can increase the chance of achieving syntactic interoperability between multiple geospatial data derived from different sources. For testing schematic and semantic interoperability, the ontology-based schema mapping approach was taken to transform a regional data model to a European data model on the conceptual level. The Feature Manipulation Engine enabled various types of data transformation from source to target attributes to achieve schematic interoperability. Ontological modelling in Protégé helped identify a common concept between the source and target data models, especially in cases where matching attributes were not found at the schematic level. Establishment of the domain ontology was explored to reach common ground between application ontologies and achieve a higher level of semantic interoperability
