    Not all who are bots are evil: A cross-platform analysis of automated agent governance

    The growth of online platforms is accompanied by the increasing use of automated agents. Despite being discussed primarily in the context of opinion manipulation, agents play diverse roles within platform ecosystems that raises the need for governance approaches that go beyond policing agents’ unwanted behaviour. To provide a more nuanced assessment of agent governance, we introduce an analytical framework that distinguishes between different aspects and forms of governance. We then apply it to explore how agents are governed across nine platforms. Our observations show that despite acknowledging diverse roles of agents, platforms tend to focus on governing selected forms of their misuse. We also observe differences in governance approaches used by platforms, in particular when it comes to the agent rights/obligations and transparency of policing mechanisms. These observations highlight the necessity of advancing the algorithmic governance research agenda and developing a generalizable normative framework for agent governance

    The global changes that are currently taking place and which are driven by new forms of communication, behaviours, innovative technologies, etc., mean that ports have to be aware of or take into account these new trends. They have and must actively participate in this global change and become the leaders of the transformation. The main objective of this study was to carry out an in-depth analysis of the digital governance approach to the Spanish Port System. The Business Observation Tool (BOT) was used with a SWOT matrix to identify how the study environment is doing and to be able to identify those indicators that have the potential to form, as far as possible, a better approach to digital governance in Spain. The aim is to ensure that in the current technological era, the Spanish port sector evolves in terms of port digitalisation in order to adapt to the coming changes and continues to develop towards a more digitally interconnected future. It can be concluded that the indicators obtained from the technological field are the most predominant in the analysis carried out

    Web Futures: Inclusive, Intelligent, Sustainable The 2020 Manifesto for Web Science

    International audienceThis Manifesto was produced from the Perspectives Workshop 18262 entitled "10 Years of Web Science" that took place at Schloss Dagstuhl from June 24-29, 2018. At the Workshop, we revisited the origins of Web Science, explored the challenges and opportunities of the Web, and looked ahead to potential futures for both the Web and Web Science. We explain issues that society faces in the Web by the ambivalences that are inherent in the Web. All the enormous benefits that the Web offers-for information sharing, collective organization and distributed activity, social inclusion and economic growth-will always carry along negative consequences, too, and 30 years after its creation negative consequences of the Web are only too apparent. The Web continues to evolve and its next major step will involve Artificial Intelligence (AI) at large. AI has the potential to amplify positive and negative outcomes, and we explore these possibilities, situating them within the wider debate about the future of regulation and governance for the Web. Finally, we outline the need to extend Web Science as the science that is devoted to the analysis and engineering of the Web, to strengthen our role in shaping the future of the Web and present five key directions for capacity building that are necessary to achieve this: (i), supporting interdisciplinarity, (ii), supporting collaboration, (iii), supporting the sustainable Web, (iv), supporting the Intelligent Web, and (v), supporting the Inclusive Web. Our writing reflects our background in several disciplines of the social and technical sciences and that these disciplines emphasize topics to various extents. We are acutely aware that our observations occupy a particular point in time and are skewed towards our experience as Western scholars-a limitation that Web Science will need to overcome

    Six Collective Challenges for Sustainability of AlmerĂ­a Greenhouse Horticulture

    Globally, current food consumption and trade are placing unprecedented demand on agricultural systems and increasing pressure on natural resources, requiring tradeoffs between food security and environmental impacts especially given the tension between market-driven agriculture and agro-ecological goals. In order to illustrate the wicked social, economic and environmental challenges and processes to find transformative solutions, we focus on the largest concentration of greenhouses in the world located in the semi-arid coastal plain of South-east Spain. Almería family farming, predominantly cooperative, greenhouse intensive production, commenced after the 1960s and has resulted in very significant social and economic benefits for the region, while also having important negative environmental and biodiversity impacts, as well as creating new social challenges. The system currently finds itself in a crisis of diminishing economic benefits and increasing environmental and social dilemmas. Here, we present the outcomes of multi-actor, transdisciplinary research to review and provide collective insights for solutions-oriented research on the sustainability of Almeria’s agricultural sector. The multi-actor, transdisciplinary process implemented collectively, and supported by scientific literature, identified six fundamental challenges to transitioning to an agricultural model that aims to ameliorate risks and avoid a systemic collapse, whilst balancing a concern for profitability with sustainability: (1) Governance based on a culture of shared responsibility for sustainability, (2) Sustainable and efficient use of water, (3) Biodiversity conservation, (4) Implementing a circular economy plan, (5) Technology and knowledge transfer, and (6) Image and identity. We conclude that the multi-actor transdisciplinary approach successfully facilitated the creation of a culture of shared responsibility among public, private, academic, and civil society actors. Notwithstanding plural values, challenges and solutions identified by consensus point to a nascent acknowledgement of the strategic necessity to locate agricultural economic activity within social and environmental spheres.This paper demonstrates the need to establish transdisciplinary multi-actor work-schemes to continue collaboration and research for the transition to an agro-ecological model as a means to remain competitive and to create value

    Can Public-Private Partnerships Foster Investment Sustainability in Smart Hospitals?

    This article addresses the relationship between Public-Private Partnerships (PPP) and the sustainability of public spending in smart hospitals. Smart (technological) hospitals represent long-termed investments where public and private players interact with banking institutions and eventually patients, to satisfy a core welfare need. Characteristics of smart hospitals are critically examined, together with private actors\u2019 involvement and flexible forms of remuneration. Technology-driven smart hospitals are so complicated that they may require sophisticated PPP. Public players lack innovative skills, whereas private actors seek additional compensation for their non-routine efforts and higher risk. PPP represents a feasible framework, especially if linked to Project Financing (PF) investment patterns. Whereas the social impact of healthcare investments seems evident, their financial coverage raises growing concern in a capital rationing context where shrinking public resources must cope with the growing needs of chronic elder patients. Results-Based Financing (RBF) is a pay-by-result methodology that softens traditional PPP criticalities as availability payment sustainability or risk transfer compensation. Waste of public money can consequently be reduced, and private bankability improved. In this study, we examine why and how advanced Information Technology (IT) solutions implemented in \u201cSmart Hospitals\u201d should produce a positive social impact by increasing at the same time health sustainability and quality of care. Patient-centered smart hospitals realized through PPP schemes, reshape traditional healthcare supply chains with savings and efficiency gains that improve timeliness and execution of care

    This report is an inventory of the state of knowledge of ethical, social, and legal challenges related to artificial intelligence conducted within the Swedish Vinnova-funded project “Hållbar AI – AI Ethics and Sustainability”, led by Anna Felländer. Based on a review and mapping of reports and studies, a quantitative and bibliometric analysis, and in-depth analyses of the healt- care sector, the telecom sector, and digital platforms, the report proposes three recommendations. Sustainable AI requires: 1. a broad focus on AI governance and regulation issues, 2. promoting multi-disciplinary collaboration, and 3. building trust in AI applications and applied machine-learning, which is a matter of key importance and requires further study of the relationship between transparency and accountability
