The Principles Of Developing A Management Decision Support System For Scientific Employees
Employees engaged in mental work have become the most valuable assets of any organization in the 21st century. The satisfaction of those involved in mental work requires the provision of objectivity and transparency in their decision-making. This, in turn, entails the development of scientifically motivated decision making mechanisms and scientific-methodological approaches to evaluate their performance based on innovative technologies.The main goal of this article is in development of the scientific and methodological framework for the establishment of a decision support system to manage the employees engaged in mental work and operating in uncertainty. In this regard, initially, the question of evaluating the activities of scientific workers is examined, its characteristic features are determined, and the fuzzy relation model is proposed as a multi-criterion issue formed in uncertainty. Taking into consideration the hierarchical structure of the criteria that allows evaluating the activities of scientific workers, a phased solution method based on an additive aggregation method is proposed. In accordance with the methodology, a functional scheme of the decision support system to manage the scientific personnel is developed. The working principle of each block and the interaction of the blocks are described. The rules for the employees\u27 management decisions are shown by referring to the knowledge production model.Based on the proposed methodological approach, the implementation phases of the decision support system for the management of the scientific workers of the Institute of Information Technology of ANAS are described. To evaluate the employees\u27 performance, the tools to collect initial information, evaluate the system of criteria, define their importance coefficients and mathematical descriptions are provided. Some results of the system software are presented. The opportunities of the system based on the proposed methodology to support enterprise mangers to make scientifically justified decisions are provided
Critical review of multi-criteria decision aid methods in conceptual design phases: application to the development of a solar collector structure
At each stage of the product development process, the designers are facing an important task which consists of decision making. Two cases are observed: the problem of concept selection in conceptual design phases and, the problem of pre-dimensioning once concept choices are made. Making decisions in conceptual design phases on a sound basis is one of the most difficult challenges in engineering design, especially when innovative concepts are introduced. On the one hand, designers deal with imprecise data about design alternatives. On the other hand, design objectives and requirements are usually not clear in these phases. The greatest opportunities to reduce product life cycle costs usually occur during the first conceptual design phases. The need for reliable multi-criteria decision aid (MCDA) methods is thus greatest at early conceptual design phases. Various MCDA methods are proposed in the literature. The main criticism of these methods is that they usually yield different results for the same problem [22,23,25]. In this work, an analysis of six MCDA methods (weighed sum, weighted product, Kim & Lin, compromise programming, TOPSIS, and ELECTRE I) was conducted. Our analysis was performed via an industrial case of solar collector structure development. The objective is to define the most appropriate MCDA methods in term of three criteria: (i) the consistency of the results, (ii) the ease of understanding and, (iii) the adaptation of the decision type. The results show that TOPSIS is the most consistent MCDA method in our case

It is widely accepted that Information Systems Evaluation (ISE) is a powerful and useful technique
that can be used to assess IT/IS investments in an a-priori or a-posteriori sense. Traditional
approaches to ISE have tended to centre upon financial and management accounting frameworks,
seeking to reconcile tangible and intangible costs, benefits, risks and value factors. Such techniques,
however, do not provide the IS researcher or practitioner with further insight or appreciation of any
inherent and implicit inter-relationships, in the investment justification process. Thus, this paper
outlines and discusses via a taxonomy and resulting classification, alternative and complementary
approaches that can be applied to ISE from the fields of Artificial Intelligence (AI), Operational
Research (OR) and Management Science (MS). The paper subsequently concludes that such
approaches can be potentially used by researchers and practitioners in the field, as a basis for
carrying out further research in the field of applied ISE
The Assessment of the Usability of Digital Educational Resources: An interdisciplinary analysis from two systematic reviews
ProducciĂłn CientĂficaInternational reports analyzing current and future educational trends with an emphasis on technologies applied to education declare the importance of the design and application of digital educational resources. Guaranteeing its usability allows obtaining an adequate resource with a high pedagogical and technological quality. The objective of this paper is to analyze the empirical researches to determine if exists convergence between educational and computational researches on the assessment of the usability of digital educational resources. To fulfill the objective, the PRISMA protocol was used to carry out two systematic reviews and answer the two scientific questions. The results show that in few cases an adequate integration is achieved between: (1) the criteria for assessing usability as established by Software Engineering; (2) the methods and computational models to assess usability and, (3) the criteria established in pedagogical usability. Due to these shortcomings, a model for evaluating the usability of digital educational resources is proposed as future work. It concludes with the importance of interdisciplinary integration to assess the usability of digital educational resources
