Mapping factors influencing EAI adoption in the local government authorities on different phases of the adoption lifecycle
Several private and public organisations have adopted Enterprise Application Integration (EAI), however, its application in the Local Government Authorities (LGAs) is limited. Although, there exist few EAI adoption models, these models mainly focus on a number of different factors (e.g. benefits, barriers, cost) influencing the decision making process for EAI adoption. Moreover, these models do not illustrate which factor(s) influence the decision making process for EAI adoption on the adoption lifecycle phases. Literature indicates that the adoption process involves a sequence of phases an organisation passes through before taking the decision for adoption. This exemplifies that LGAs may also have to pass through several adoption phases before taking the decision to adopt EAI. However, due to the: (a) multiplicity of diverse EAI adoption factors and (b) not able to recognise which factor(s) influence EAI on adoption lifecycle phases, it may not be easy for LGAs to take decisions to adopt EAI by merely focusing on different factors. This may impede the decision making process for EAI adoption in LGAs. Notwithstanding, the implications of EAI have yet to be assessed, leaving scope for timeliness and novel research. Therefore, it is of high importance to investigate this area within LGAs and result in research that contributes towards successful EAI adoption. This paper makes a step forward as it: (a) investigates and proposes four adoption lifecycle phases, (b) validates the adoption lifecycle phases and (c) mapping the factors influencing EAI adoption on the adoption lifecycle phases, through a case study. Hence, it significantly contributes to the body of knowledge and practice. In doing so, providing sufficient support to the decision makers for speeding up the decision making process for EAI adoption in LGAs

The role of intermediaries in facilitating e-government diffusion in Saudi Arabia
Recent studies of e-government activity have highlighted adoption and diffusion issues as important subjects for rating e-government success. However in developing countries inadequate resources and limited citizensâ capabilities regarding new e-government have resulted in low diffusion and adoption of e-government services. This paper examines the role of intermediaries, which can be played by a third party; in bridging the gap between e-government implementation and social reality, and looks at the roles a third party can add within the e-government services mechanism. This paper uses a case study approach in order to reflect e-government progress within the context of the Kingdom of Saudi Arabia (KSA) as one developing country. The result of this paper shows that intermediaries play an important role in the diffusion of e-services in relation to improving the availability, accessibility and enhancing privacy and security

To satisfy their information requirements, effective information sharing within and among LGAs is necessary. Nevertheless, the dilemma of Inter-Organisational Information Sharing (IOIS) has been regarded as an inevitable issue for the public sector. Despite a decade of active research and practice, the field lacks a comprehensive framework to examine the factors influencing Electronic Information Sharing (EIS) among LGAs. The research presented in this paper contributes towards resolving this problem by developing a conceptual framework of factors influencing EIS in Government-to-Government (G2G) collaboration. By presenting this model, we attempt to clarify that EIS in LGAs is affected by a combination of environmental, organisational, business process, and technological factors and that it should not be scrutinised merely from a technical perspective. To validate the conceptual rationale, multiple case study based research strategy was selected. From an analysis of the empirical data from two case organisations, this paper exemplifies the importance (i.e. prioritisation) of these factors in influencing EIS by utilising the Analytical Hierarchy Process (AHP) technique. The intent herein is to offer LGA decision-makers with a systematic decision-making process in realising the importance (i.e. from most important to least important) of EIS influential factors. This systematic process will also assist LGA decision-makers in better interpreting EIS and its underlying problems. Despite having provided the necessary infrastructure and investment, many governments have struggled to realise such aims due to the various forces that challenge implementation and institutionalisation. Using institutional theory as a lens, we explored the forces influencing the implementation and institutionalisation of ESI in the public sector. While our results reinforced previous research in IT implementation and organisational transformation, they showed that the dynamic nature of technology poses unanticipated pressures, and that these can impede the implementation and institutionalisation process

The e-government implementation directions in Oman: A preliminay investigation
Electronic government has established itself as the primary enabler for transforming the way government services are offered to citizens. In the gulf countries, public sector transformation efforts are focused towards increasing accessibility, availability, competitive advances and enhancing services in civil administration. The Sultanate of Oman is one such example of the Gulf countries where large investments have been made since 2003 to implement electronic services in the public sector. Using a qualitative research approach, this research investigates the improvements that have been made to facilitate these electronic services in three public organisations, and their resulting impact within the organisations. The empirical results reveal that among others, top management support, integration and IT staff skills and capabilities are the most important factors that facilitate e-government initiatives in the Omani public sector

Copyright @ 2012 ISEing.Service Sector Organisations (SSOs) have significantly focused on adopting and implementing Enterprise Resource Planning (ERP) systems to automate their prime business processes, enhance organisational productivity with lower costs and prompt service delivery to fulfil consumer demands. Thus, ERP systems are considered as a principal source to provide imperative information vital for strategic decision making process. On the contrary, ERP systems adoption and implementation is also highly considered as a challenging and expensive process that not only requires rigorous efforts but also demands to have an exhaustive investigation of influential factors that are critical to the adoption and implementation of ERP systems. As a result, the authors exhibit that it is of great significance to investigate this area within SSOs. In so doing, this paper thus focuses on the ERP critical success factors from five different categories such as: stakeholders; process; technology; organisation; and project based on the literature analysis. These perspectives comprise of 24 factors that are imperative for a successful ERP adoption and implementation. These factors are validated through an in-depth qualitative single case study based research. The findings from the literature and empirical demonstrate that most of the factors influencing the decision making process for ERP adoption and implementation are highly significant with exception to few that have either low or medium importance

Current state of e-services in Saudi Arabia: the case of intermediaries in facilitating government services in Madinah city
The government of Madinah has launched âKhdamatecâ electronic Offices (e-Offices) concept under their national electronic Government (e-Government) modernisation agenda to facilitate service delivery to citizens and seamless interaction to communicate their needs. By offering e-Offices around the government departments, Madinah government hopes to increase accessibility of e-Government services and make steps forward to electronic age, encourage Medina' citizens to participate and use e-Services and bridging digital divide. However, the empirical findings illustrate that the adoption and diffusion of the e-Office concept and e-Government in the wider context at a lethargic pace. The impact of national culture on e-government implementation: A comparison case study
Over the past decade there has been increasing interest in the IS research literature on the impact of cultural differences on the development and use of information and communications technologies (Ives & Jarvenpaa, 1991; Shore & Venkatachalam, 1995; Tractinsky & Jarvenpaa, 1995, Myers and Tan, 2002, Ali and Brooks, 2008). In this paper the authors explore the influence of national culture on eGov implementation. The authors have conducted a comparative case study in two different countries the UK as a developed country and Sari Lanka as a developing country. An investigation of e-government progress in Oman: A survey of public sector workers
E-government has become increasingly pervasive in modern society and it has emerged as an effective means of delivering government services to citizens. While most early e-government efforts were concentrated on developed countries, in the recent past, it has also become popular in many developing countries. Most notably are the Middle Eastern countries that have continued to invest significantly into e-government initiatives in the last five years; the Sultanate of Oman is one such example. However, although large investments have been made since 2003 to facilitate the implementation of electronic services in the public sector in Oman, only limited progress has been made in terms of realising fully functional e-government. The aim of this paper is to identify the factors that are currently influencing the development and implementation of e-government in Oman using a quantitative survey-based empirical study in three key public service agencies in Muscat, the capital of Oman. The research identified ten different factors that were influencing the progress of the national e-government project, e-Oman, from the viewpoint of government employees. The most salient of these factors was the Omani IT workforce capability and the citizens' trust and confidence in using e-services
