    Incentives for the adoption of e-government by Greek municipalities

    Purpose: The research aims to identify the incentives that play an important role in the evolution of e-government in Greece at local scale and its actual development level. It also investigates the factors and the perceived barriers that affect the development of local egovernment in Greek Municipalities, as well as the benefits they derive from it. Design/Methodology/Approach: The research is based on a survey that was conducted through a questionnaire to all 325 Municipalities of the country and includes data from 109 Municipalities that participated in the quantitative approach. Findings: While e-government is spread at a relatively satisfactory level, it appears that only a few Municipalities are performing well. Results highlight also the two main incentives that motivate Municipalities to adopt e-government: The first is the improvement of the efficiency of information exchange with the external environment and the second is managing internal issues-relationships in conjunction with the existence of prominent IT departments. Amongst the main factors that affect e-government adoption by Local authorities, budgetary constraints stand out, while the lack of personnel specialized in Information Technologies is identified as common obstacle. Practical Implications: Findings suggest that an integrated approach to e-government is needed in order to enable organizations to minimize failures and to overcome barriers and counter risks. The capacity to align e-government applications with the increasing and evolving needs and requirements of the citizens is the key to optimizing the benefits of eGovernment at local scale. Originality/Value: There is no similar empirical research in the context of Greece; hence, it seems important to increase the knowledge about the drivers of e-government adoption, especially in the public sector at the local scale.peer-reviewe

    Schumpeter’s (1934) influence on entrepreneurship (and management) research

    Entrepreneurship research has flourished since de 1980s, following the institutional development that created schools and courses, research centers and dedicated journals. This paper examines the impact of Joseph Schumpeter, one of the main “knowledge producers” whose concepts and ideas on the entrepreneur, entrepreneurship and innovation have shaped the discipline and much of the research on entrepreneurship, and has influenced the thought on other areas of management. Methodologically, we conducted a bibliometric study of the articles published in 16 high stature international journals, over a period of 30 years, between 1981 and 2010. On a sample of 412 articles citing Schumpeter, we analyzed and mapped citations, co-citations and research themes. We further establish distinctions between entrepreneurship and management research. This study presents a manner to examine the influence of a scholar, and a set of conceptualizations he has introduced, on a discipline. Schumpeter has had an imprint in the multidisciplinary and wealth of research themes that entrepreneurship scholars have delved upon but also in other management disciplines, where his perspectives on entrepreneurship, the entrepreneur and innovation have contributed to much of the research conducted to date.     The Relationship between E-Marketing Strategy and Performance: A Conceptual Framework in a Web Context

    While building on the contingency theory, this paper proposes a conceptual framework that links five factors: a) internal forces, b) external forces, c) past web and firm performance, d) current web and firm performance, and e) e-marketing strategy in terms of the strategy defined for the 4Ws (Web-Design, Web-Promotion, Web-Price, and Web-CRM). Future research is encouraged to build on this framework to test how internal and external forces of the firm, along with its past performance, influence the determination of e-marketing strategy and how in turn, e-marketing strategy impacts on performance at the web and firm levels.

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle.     Non-Financial Information versus Financial as a Key to the Stakeholder Engagement: A Higher Education Perspective

    In light of the increased demand for greater accountability and legitimacy, new disclosure mechanisms based on non-financial transparency have emerged. Universities cannot be left behind with respect to these social demands. In addition, continuous competition in excellence is driving higher education organizations to exhibit a greater visibility of their results, necessarily incorporating more non-financial aspects to boost stakeholder engagement. The novelty of this work lies in the analysis of the real state of non-financial vs. financial information in both public and private universities and in the exploration of their influence on stakeholder online engagement. To this end, a content analysis of the universities’ web pages and Facebook profiles was conducted, and a multivariable linear regression analysis was performed. The main results show that private and larger universities that lead Webometrics for Google Scholar Citations, and those that have gradually been adopting financial reporting, are the most interested in implementing Facebook as a two-way communication strategy. It seems that stakeholders react more to financial transparency and, therefore, universities still prefer financial disclosure to improve accountability

    {Excerpt} Extensive media coverage of applications such as FaceBook, MySpace, and LinkedIn suggests that networks are a new phenomenon. They are not: the first network was born the day people decided to create organizational structures to serve common interests—that is, at the dawn of mankind. However, the last 10–20 years have witnessed rapid intensification and evolution of networking activities, driven of course by information and communication technologies as well as globalization. These make it possible for individuals to exchange data, information, and knowledge; work collaboratively; and share their views much more quickly and widely than ever before. Thus, less and less of an organization’s knowledge resides within its formal boundaries or communities of practice. Knowledge cannot be separated from the networks that create, use, and transform it. In parallel, networks now play significant roles in how individuals, groups, organizations, and related systems operate. They will be even more important tomorrow. Since we can no longer assume that closely knit groups are the building blocks of human activity—or treat these as discrete units of analysis—we need to recognize and interface with less-bounded organizations, from non-local communities to links among websites. We should make certain that knowledge harvested in the external environment is integrated with what exists within, especially in dynamic fields where innovation stems from inter-organizational knowledge sharing and learning. Therefore, the structure and composition of nodes and ties, and how these affect norms and determine usefulness, must become key concerns. This makes the study of networks of practice a prime interest for both researchers and practitioners
