    A problem structuring method for ecosystem-based management : the DPSIR modelling process

    The purpose of this paper is to learn from Complex Adaptive Systems (CAS) theory to inform the development of Problem Structuring Methods (PSMs) both in general and in the specific context of marine management. The focus on marine management is important because it is concerned with a CAS (formed through the interconnection between natural systems, designed systems and social systems) which exemplifies their particularly ‘wicked' nature. Recognition of this compels us to take seriously the need to develop tools for knowledge elicitation and structuring which meet the demands of CAS. In marine management, chief among those tools is the DPSIR (Drivers - Pressures - State Changes - Impacts - Responses) model and, although widely applied, the extent to which it is appropriate for dealing with the demands of a CAS is questionable. Such questioning is particularly pertinent in the context of the marine environment where there is a need to not only recognise a broad range of stakeholders (a question of boundary critique) but also to manage competing knowledge (economic, local and scientific) and value claims. Hence this paper emphasises how a CAS perspective might add impetus to the development of a critical perspective on DPSIR and PSM theory and practice to promote a more systemic view of decision-making and policy development

    There were no significant changes in 2019 to FTA’s theory of change1. FTA plans all its work on the basis of its operational priorities. These, in turn, focusresearch towards major development demands and knowledge gaps, orienting FTA towards the implementation of the SDGs and other global commitments. Three operational priorities were added in 2020 (see list in Appendix 1) to better delineate pre-existing research areas addressing development bottlenecks needing dedicated investment and visibility: smallholder tree-crop commodities, tree seeds and seedlings delivery systems, and foresight. FTA organized in 2019, at the request of its ISC, a joint ISC-FTA workshop on impact assessment methods for the program. Based on the outcomes of this workshop FTA will, inter alia, revisit in 2020 its impact pathways and end of programme outcomes, and if need be, corresponding adjustments to the ToC of FTA and/or of its FPs will be made

    Micro-Foundations of Urban Agglomeration Economies

    This handbook chapter studies the theoretical micro-foundations of urban agglomeration economies. We distinguish three types of micro-foundations, based on sharing, matching, and learning mechanisms. For each of these three categories, we develop one or more core models in detail and discuss the literature in relation to those models. This allows us to give a precise characterisation of some of the main theoretical underpinnings of urban agglomeration economies, to discuss modelling issues that arise when working with these tools, and to compare different sources of agglomeration economies in terms of the aggregate urban outcomes they produce as well as in terms of their normative implications.

    Urban Planning by Experiment at Precinct Scale: Embracing Complexity, Ambiguity, and Multiplicity

    Urban living labs have emerged as spatially embedded arenas for governing urban transformation, where heterogenous actor configurations experiment with new practices, institutions, and infrastructures. This article observes a nascent shift towards experimentation at the precinct scale and responds to a need to further investigate relevant processes in urban experimentation at this scale, and identifies particular challenges for urban planning. We tentatively conceptualise precincts as spatially bounded urban environments loosely delineated by a particular combination of social or economic activity. Our methodology involves an interpretive systematic literature review of urban experimentation and urban living labs at precinct scale, along with an empirical illustration of the Net Zero Initiative at Monash University in Melbourne, Australia, which is operationalising its main campus into a living lab focussed on precinct-scale decarbonisation. We identify four processual categories relevant to precinct-scale experimentation: embedding, framing, governing, and learning. We use the empirical illustration to discuss the relevance of these processes, refine findings from the literature review and conclude with a discussion on the implications of our article for future scholarship on urban planning by experiment at precinct scale

    Multi-target tracking using appearance models for identity maintenance

    This thesis considers perception systems for urban environments. It focuses on the task of tracking dynamic objects and in particular on methods that can maintain the identities of targets through periods of ambiguity. Examples of such ambiguous situations occur when targets interact with each other, or when they are occluded by other objects or the environment. With the development of self driving cars, the push for autonomous delivery of packages, and an increasing use of technology for security, surveillance and public-safety applications, robust perception in crowded urban spaces is more important than ever before. A critical part of perception systems is the ability to understand the motion of objects in a scene. Tracking strategies that merge closely-spaced targets together into groups have been shown to offer improved robustness, but in doing so sacrifice the concept of target identity. Additionally, the primary sensor used for the tracking task may not provide the information required to reason about the identity of individual objects. There are three primary contributions in this work. The first is the development of 3D lidar tracking methods with improved ability to track closely-spaced targets and that can determine when target identities have become ambiguous. Secondly, this thesis defines appearance models suitable for the task of determining the identities of previously-observed targets, which may include the use of data from additional sensing modalities. The final contribution of this work is the combination of lidar tracking and appearance modelling, to enable the clarification of target identities in the presence of ambiguities caused by scene complexity. The algorithms presented in this work are validated on both carefully controlled and unconstrained datasets. The experiments show that in complex dynamic scenes with interacting targets, the proposed methods achieve significant improvements in tracking performance
