    OR models in urban service facility location : a critical review of applications and future developments

    [EN] Facility location models are well established in various application areas with more than a century of history in academia. Since the 1970s the trend has been shifting from manufacturing to service industries. Due to their nature, service industries are frequently located in or near urban areas that results in additional assumptions, objectives and constraints other than those in more traditional manufacturing location models. This survey focuses on the location of service facilities in urban areas. We studied 110 research papers across different journals and disciplines. We have analyzed these papers on two levels. On the first, we take an Operations Research perspective to investigate the papers in terms of types of decisions, location space, main assumptions, input parameters, objective functions and constraints. On the second level, we compare and contrast the papers in each of these applications categories: (a) Waste management systems (WMS), (b) Large-scale disaster (LSD), (c) Small-scale emergency (SSE), (d) General service and infrastructure (GSI), (e) Non-emergency healthcare systems (NEH) and (f) Transportation systems and their infrastructure (TSI). Each of these categories is critically analyzed in terms of application, assumptions, decision variables, input parameters, constraints, objective functions and solution techniques. Gaps, research opportunities and trends are identified within each category.     Railway Container Station Reselection Approach and Application: Based on Entropy-Cloud Model

    Reasonable railway container freight stations layout means higher transportation efficiency and less transportation cost. To obtain more objective and accurate reselection results, a new entropy-cloud approach is formulated to solve the problem. The approach comprises three phases: Entropy Method is used to obtain the weight of each subcriterion during Phase  1, then cloud model is designed to form the evaluation cloud for each subcriterion during Phase  2, and finally during Phase  3 we use the weight during Phase  1 to multiply the initial evaluation cloud during Phase  2. MATLAB is applied to determine the evaluation figures and help us to make the final alternative decision. To test our approach, the railway container stations in Wuhan Railway Bureau were selected for our case study. The final evaluation result indicates only Xiangyang Station should be renovated and developed as a Special Transaction Station, five other stations should be kept and developed as Ordinary Stations, and the remaining 16 stations should be closed. Furthermore, the results show that, before the site reselection process, the average distance between two railway container stations was only 74.7 km but has improved to 182.6 km after using the approach formulated in this paper

    Un modelo bi-objetivo de programación entera para localizar puntos de acumulación de residuos: un estudio de caso

    Aumentar la eficiencia en la gestión de los Residuos Sólidos Urbanos (RSU) es crucial para los gobiernos municipales, que son los que generalmente se encargan de la recolección, ya que esta actividad consume un porcentaje importante de sus recursos presupuestarios. La incorporación de herramientas de apoyo a la toma de decisiones puede contribuir a mejorar el sistema de gestión de RSU, especialmente reduciendo los costos de inversión requeridos. Este artículo propone una formulación metemática, basada en programación entera, para determinar la localización de puntos de acumulación de residuos minimizando los costos del sistema, incluyendo tanto el costo de instalación de los contenedores como la cantidad de visitas necesarias del vehículo de recolección, lo cual está relacionado con los costos de la logística de recolección. El modelo se aplicó en un conjunto de escenarios reales de una importante ciudad argentina que todavía utiliza un sistema de puerta a puerta, incluyendo tanto intancias que donde los residuos son recolectados sin clasficar, como actualmente se realiza en esta ciudad, como instancias que incorporan la clasificación en origen de los mismos. A pesar de que los escenarios con clasificación en origen resultaron más desafiantes para el algoritmo de resolución propuesto, se obtuvieron un conjunto de soluciones factibles para todos los escenarios planteados. Estas soluciones pueden ser utilizadas como un punto inicial para migrar desde un sistema de puerta a puerta a uno de contenedores comunitarios.Enhancing efficiency in Municipal Solid Waste (MSW) management is crucial for local governments, which are generally in charge of collection, since this activity explains a large proportion of their budgetary expenses. The incorporation of decision support tools can contribute to improve the MSW system, specially by reducing the required investment of funds. This article proposes a mathematical formulation, based on integer programming, to determine the location of garbage accumulation points while minimizing the expenses of the system, i.e., the installment cost of bins and the required number of visits the collection vehicle which is related with the routing cost of the collection. The model was tested in some scenarios of an important Argentinian city that stills has a door-to-door system, including instances with unsorted waste, which is the current situation of the city, and also instances with source classified waste. Although the scenarios with classified waste evidenced to be more challenging for the proposed resolution approach, a set of solutions was provided in all scenarios. These solutions can be used as a starting point for migrating from the current door-to-door system to a community bins system.Fil: Rossit, Diego Gabriel.     Problemas de localização-distribuição de serviços semiobnóxios: aproximações e apoio à decisão

    Doutoramento em Gestão IndustrialA presente tese resulta de um trabalho de investigação cujo objectivo se centrou no problema de localização-distribuição (PLD) que pretende abordar, de forma integrada, duas actividades logísticas intimamente relacionadas: a localização de equipamentos e a distribuição de produtos. O PLD, nomeadamente a sua modelação matemática, tem sido estudado na literatura, dando origem a diversas aproximações que resultam de diferentes cenários reais. Importa portanto agrupar as diferentes variantes por forma a facilitar e potenciar a sua investigação. Após fazer uma revisão e propor uma taxonomia dos modelos de localização-distribuição, este trabalho foca-se na resolução de alguns modelos considerados como mais representativos. É feita assim a análise de dois dos PLDs mais básicos (os problema capacitados com procura nos nós e nos arcos), sendo apresentadas, para ambos, propostas de resolução. Posteriormente, é abordada a localização-distribuição de serviços semiobnóxios. Este tipo de serviços, ainda que seja necessário e indispensável para o público em geral, dada a sua natureza, exerce um efeito desagradável sobre as comunidades contíguas. Assim, aos critérios tipicamente utilizados na tomada de decisão sobre a localização destes serviços (habitualmente a minimização de custo) é necessário adicionar preocupações que reflectem a manutenção da qualidade de vida das regiões que sofrem o impacto do resultado da referida decisão. A abordagem da localização-distribuição de serviços semiobnóxios requer portanto uma análise multi-objectivo. Esta análise pode ser feita com recurso a dois métodos distintos: não interactivos e interactivos. Ambos são abordados nesta tese, com novas propostas, sendo o método interactivo proposto aplicável a outros problemas de programação inteira mista multi-objectivo. Por último, é desenvolvida uma ferramenta de apoio à decisão para os problemas abordados nesta tese, sendo apresentada a metodologia adoptada e as suas principais funcionalidades. A ferramenta desenvolvida tem grandes preocupações com a interface de utilizador, visto ser direccionada para decisores que tipicamente não têm conhecimentos sobre os modelos matemáticos subjacentes a este tipo de problemas.This thesis main objective is to address the location-routing problem (LRP) which intends to tackle, using an integrated approach, two highly related logistics activities: the location of facilities and the distribution of materials. The LRP, namely its mathematical formulation, has been studied in the literature, and several approaches have emerged, corresponding to different real-world scenarios. Therefore, it is important to identify and group the different LRP variants, in order to segment current research and foster future studies. After presenting a review and a taxonomy of location-routing models, the following research focuses on solving some of its variants. Thus, a study of two of the most basic LRPs (capacitated problems with demand either on the nodes or on the arcs) is performed, and new approaches are presented. Afterwards, the location-routing of semi-obnoxious facilities is addressed. These are facilities that, although providing useful and indispensible services, given their nature, bring about an undesirable effect to adjacent communities. Consequently, to the usual objectives when considering their location (cost minimization), new ones must be added that are able to reflect concerns regarding the quality of life of the communities impacted by the outcome of these decisions. The location-routing of semi-obnoxious facilities therefore requires to be analysed using multi-objective approaches, which can be of two types: noninteractive or interactive. Both are discussed and new methods proposed in this thesis; the proposed interactive method is suitable to other multi-objective mixed integer programming problems. Finally, a newly developed decision-support tool to address the LRP is presented (being the adopted methodology discussed, and its main functionalities shown). This tool has great concerns regarding the user interface, as it is directed at decision makers who typically don’t have specific knowledge of the underlying models of this type of problems

    Municipal solid waste management system: decision support through systems analysis

    Thesis submitted to the Universidade Nova de Lisboa, Faculdade de Ciências e Tecnologia for the degree of Doctor of Philosophy in Environmental EngineeringThe present study intends to show the development of systems analysis model applied to solid waste management system, applied into AMARSUL, a solid waste management system responsible for the management of municipal solid waste produced in Setúbal peninsula, Portugal. The model developed intended to promote sustainable decision making, covering the four columns: technical, environmental, economic and social aspects. To develop the model an intensive literature review have been conducted. To simplify the discussion, the spectrum of these systems engineering models and system assessment tools was divided into two broadly-based domains associated with fourteen categories although some of them may be intertwined with each other. The first domain comprises systems engineering models including cost-benefit analysis, forecasting analysis, simulation analysis, optimization analysis, and integrated modeling system whereas the second domain introduces system assessment tools including management information systems, scenario development, material flow analysis, life cycle assessment (LCA), risk assessment, environmental impact assessment, strategic environmental assessment, socio-economic assessment, and sustainable assessment. The literature performed have indicated that sustainable assessment models have been one of the most applied into solid waste management, being methods like LCA and optimization modeling (including multicriteria decision making(MCDM)) also important systems analysis methods. These were the methods (LCA and MCDM) applied to compose the system analysis model for solid waste. The life cycle assessment have been conducted based on ISO 14040 family of norms; for multicriteria decision making there is no procedure neither guidelines, being applied analytic hierarchy process (AHP) based Fuzzy Interval technique for order performance by similarity to ideal solution (TOPSIS). Multicriteria decision making have included several data from life cycle assessment to construct environmental, social and technical attributes, plus economic criteria obtained from collected data from stakeholders involved in the study. The results have shown that solutions including anaerobic digestion in mechanical biological treatment plant plus anaerobic digestion of biodegradable municipal waste from source separation, with energetic recovery of refuse derived fuel (RDF) and promoting pays-as-you-throw instrument to promote recycling targets compliance would be the best solutions to implement in AMARSUL system. The direct burning of high calorific fraction instead of RDF has not been advantageous considering all criteria, however, during LCA, the results were the reversal.     Network Flexibility for Recourse Considerations in Bi-Criteria Facility Location

    What is the best set of facility location decisions for the establishment of a logistics network when it is uncertain how a company’s distribution strategy will evolve? What is the best configuration of a distribution network that will most likely have to be altered in the future? Today’s business environment is turbulent, and operating conditions for firms can take a turn for the worse at any moment. This fact can and often does influence companies to occasionally expand or contract their distribution networks. For most companies operating in this chaotic business environment, there is a continuous struggle between staying cost efficient and supplying adequate service. Establishing a distribution network which is flexible or easily adaptable is the key to survival under these conditions. This research begins to address the problem of locating facilities in a logistics network in the face of an evolving strategic focus through the implicit consideration of the uncertainty of parameters. The trade-off of cost and customer service is thoroughly examined in a series of multi-criteria location problems. Modeling techniques for incorporating service restrictions for facility location in strategic network design are investigated. A flexibility metric is derived for the purposes of quantifying the similarity of a set of non-dominated solutions in strategic network design. Finally, a multi-objective greedy random adaptive search (MOG) metaheuristic is applied to solve a series of bi-criteria, multi-level facility location problems
