    Taxonomic classification of planning decisions in health care: a review of the state of the art in OR/MS

    We provide a structured overview of the typical decisions to be made in resource capacity planning and control in health care, and a review of relevant OR/MS articles for each planning decision. The contribution of this paper is twofold. First, to position the planning decisions, a taxonomy is presented. This taxonomy provides health care managers and OR/MS researchers with a method to identify, break down and classify planning and control decisions. Second, following the taxonomy, for six health care services, we provide an exhaustive specification of planning and control decisions in resource capacity planning and control. For each planning and control decision, we structurally review the key OR/MS articles and the OR/MS methods and techniques that are applied in the literature to support decision making

    The ‘T-Shaped Buyer’: a transactional perspective on supply chain relationships

    This paper challenges the normative view of interdependent buyer-seller relationships and provides a more holistic perspective of the contextual reality that shapes buyer behaviour. By proposing an innovative qualitative methodology, which focusses on boundary-spanning, pre-sales interactions, the research penetrates complex and commercially sensitive buyer-seller relationships. The longitudinal research design uses web-based diaries and follow-up interviews to explore conditions of power based interdependence between buyers and sellers. The ensuing data is mapped using qualitative content analysis and the results are aggregated graphically for assessment. Using this approach the study develops a nuanced view of the dominant patterns of buyer behaviour, and challenges the opinion that a search for competitive advantage will strengthen cooperative relationships in conditions of power based interdependence. The paper introduces the metaphor of the 'T-Shaped Buyer' to explain the empirical findings and, while acknowledging the contextual limits of the study, suggests that this metaphor may cause both academics and practitioners to reflect on normative thinking

    Microfinance institutions and efficiency

    Microfinance Institutions (MFIs) are special financial institutions. They have both a social nature and a for-profit nature. Their performance has been traditionally measured by means of financial ratios. The paper uses a Data Envelopment Analysis (DEA) approach to efficiency to show that ratio analysis does not capture DEA efficiency.Special care is taken in the specification of the DEA model. We take a methodological approach based on multivariate analysis. We rank DEA efficiencies under different models and specifications; e.g., particular sets of inputs and outputs. This serves to explore what is behind a DEA score. The results show that we can explain MFIs efficiency by means of four principal components of efficiency, and this way we are able to understand differences between DEA scores. It is shown that there are country effects on efficiency; and effects that depend on Non-governmental Organization (NGO)/non-NGO status of the MFI

    Development of Innovative Method of Steel Surface Hardening by a Combined Chemical-thermal Treatment

    The aim of the article is a hardening of the surface steel layers due to the combination treatment. Samples of steel 38Cr2MoAl were hardened by complex chemical and thermal treatment such as carburizing and subsequent boriding. It was established that surface double-layer hardening for steel 38Cr2MoAl with sequential saturation with atomic carbon (during carburizing) and atomic boron (during furnace boriding) at different temperatures allowed to form a boride layer with transition zone.The obtaining transition zone can improve operational properties of machine parts and tools by micro-friability reduction of diffusion layer. An optimal mode of complex chemical-thermal treatment (CTT) was obtained for the regime, which includes carburizing at 950 °C for 2 hours, boriding at 950 °C for 2 hours, which allows to get the best value for the surface hardness of 22 GPa with a maximum overall diffusion layer 1.4 mm. Due to the technology of combined treatment we can significantly reduce treatment time compared to traditional hardening means and significantly improve product performance properties due to the transition zone between the borides and the matrix of machine elements. The technology can be used in enterprises where there is any hardening furnace without additional installation or conversion of equipment
