Environmental assessment overview
The assessment program has as its objectives: to identify the environmental issues associated with the SPS Reference System; to prepare a preliminary assessment based on existing data; to suggest mitigating strategies and provide environmental data and guidance to other components of the program as required; and to plan long-range research to reduce the uncertainty in the preliminary assessment. The key environmental issues associated with the satellite power system are discussed and include human health and safety, ecosystems, climate, and interaction with electromagnetic systems
Strategic environmental assessment implementation of transport and mobility plans. The case of italian regions and provinces
Transport and mobility plans imply strategies and actions that affect the environment. The European Union has introduced in 2001 the strategic environmental assessment (SEA) to take into account and mitigate adverse environmental effects in planning and decision-making.
SEA limited implementation has attracted the interest of many scholars that have sought methods able to assess the quality of SEA processes by identifying vices and virtues in practice. In this paper, we measure the quality of eight SEAs for transport and mobility plans of regional and provincial administrations of Italy. Results show that the overall quality level of SEA reports is only barely sufficient, Abruzzo is among the virtuous and Piedmont among the critical administrations.
We also stress that the determination of impact significance has received the worse quality score. We finally compare our results to other Italian and British homologous cases finding interesting and generally confirmative evidence
Environmental Assessment of Vehicular Emission in Port-Harcourt City, Nigeria
Port Harcourt is a coastal city located in the Niger Delta region of Nigeria, with very short dry season and long heavy rainy season periods. The objective of this study was to assess air pollution level from vehicular emission during the rainy season period. Three locations in the city noted for high traffic congestion were selected for the study. Air sampling in these locations were carried out for 11 days, covering peak and off peak periods. The following air pollutants were measured namely; nitrogen oxides (NOx), sulphur oxides (SOx), carbon monoxide (CO) and unburnt hydrocarbons (CxHy), as well as climatic elements – ambient temperature and relative humidity. The air pollutant levels obtained were compared with local and International standards. CO complied with International standard, but exceeded local standard. There is need for effective air pollution monitoring and control, this will go a long way to reduce the health risk associated with air pollution in the city
Mitigation and screening for environmental assessment
This article considers how, as a matter of law and policy, mitigation measures should be taken into account in determining whether a project will have significant environmental effects and therefore be subject to assessment under the EU Environmental Impact Assessment (EIA) Directive. This is not straightforward: it is problematic to distinguish clearly between an activity and the measures proposed to minimise or mitigate for the adverse consequences of the activity. The issue is a salient one in impact assessment law, but under-explored in the literature and handled with some difficulty by the courts. I argue that there is an unnecessarily and undesirably narrow approach currently taken under the EIA Directive, which could be improved upon by taking a more adaptive approach; alternatively a heightened standard of review of ‘significance’, and within this of the scope for mitigation measures to bring projects beneath the significance threshold, may also be desirable

The Capital Improvement Plan Environmental Assessment Process
This report contains one explicit mention of Waller Creek and how a Convention Center 66" Water Transmission Line Relocation resulted in a recommendation for the restoration of Waller Creek banks.This report outlines the current requirements for Environmental Assessments (EAs) performed for compliance with the City of Austin Land Development Code (LDC) as they are applied in City Capital Improvement Plan (CIP) projects. Much of this information is not currently documented in either the Environmental Criteria Manual (ECM) or other material readily available to Public Works Project Managers. An overview of the Environmental Assessment process is provided along with the goals for CIP assessments, methods for review and completion of assessments, and recommendations for improving the City processes. Attachments to this report include pertinent LDC citations, the form in use for project identification, a suggested process for conducting and reviewing assessments a scope of work for staff or consultants performing assessments, and photographic summaries of critical environmental features to be protected in accordance with the LDC in City as well as private projects. Also, a flowchart of the EA review process and a brief summary of assessments of past projects are included in the attachments. The information is provided as a precursor to the expansion of the current ECM section on Environmental Assessments in Section 1.3.0 and for consideration by the Public Works Department and other Project Managers for early review of environmental impacts, leading to better CIP projects..Waller Creek Working Grou
JISC funded Kaptur project environmental assessment report
The overall objective of the JISC funded Kaptur project (October 2011 - March 2013) is to discover, create and pilot a sectoral model of best practice in the management of research data in the visual arts. This report outlines findings from the first workpackage, environmental assessment, based on the following research question: What is the nature of visual arts research data? Appendix A provides detail on the methodology; data was gathered from a literature review and 16 face-to-face interviews with visual arts researchers; four at each partner institution: Glasgow School of Art; Goldsmiths, University of London; University for the Creative Arts; and University of the Arts London
Integration of environmental data in BIM tool & linked building data
Environmental assessment is a critical need to ensure building sustainability. In order to enhance the sustainability of building, involved actors should be able to access and share not only information about the building but also data about products and especially their environmental assessment. Among several approaches that have been proposed to achieve that, semantic web technologies stand out from the crowd by their capabilities to share data and enhance interoperability in between the most heterogeneous systems. This paper presents the implementation of a method in which semantic web technologies and particularly Linked Data have been combined with Building Information Modelling (BIM) tools to foster building sustainability by introducing products with their environmental assessment in building data during the modelling phase. Based on Linked Building Data (LBD) vocabularies and environmental data, several ontologies have been generated in order to make both of them available as Resource Description Framework (RDF) graphs. A database access plugin has been developed and installed in a BIM tool. In that way, the LBD generated from the BIM tool contains, for each product a reference to its environmental assessment which is contained in a triplestore
Logic-Based Decision Support for Strategic Environmental Assessment
Strategic Environmental Assessment is a procedure aimed at introducing
systematic assessment of the environmental effects of plans and programs. This
procedure is based on the so-called coaxial matrices that define dependencies
between plan activities (infrastructures, plants, resource extractions,
buildings, etc.) and positive and negative environmental impacts, and
dependencies between these impacts and environmental receptors. Up to now, this
procedure is manually implemented by environmental experts for checking the
environmental effects of a given plan or program, but it is never applied
during the plan/program construction. A decision support system, based on a
clear logic semantics, would be an invaluable tool not only in assessing a
single, already defined plan, but also during the planning process in order to
produce an optimized, environmentally assessed plan and to study possible
alternative scenarios. We propose two logic-based approaches to the problem,
one based on Constraint Logic Programming and one on Probabilistic Logic
Programming that could be, in the future, conveniently merged to exploit the
advantages of both. We test the proposed approaches on a real energy plan and
