    The Relationship between Correcting Deviations in Measuring Performance and Achieving the Objectives of Control - The Islamic University as a Model

    The study aimed to identify the relationship between correcting the deviations in the measurement of performance and achieving the objectives of control and the performance of the job at the Islamic University in the Gaza Strip. To achieve the objectives of the research, the researchers used the descriptive analytical approach to collect information. The questionnaire consisted of (20) statements distributed to three categories of employees of the Islamic University (senior management, faculty members, their assistants and members of the administrative board). A random sample of 314 employees was selected and 276 responses were retrieved with a recovery rate of 88.1%. The Statistical Analysis Program (SPSS) was used to enter, process, and analyze the data. The results of the study showed a positive relationship between correcting deviations in performance measurement and achieving the control objectives represented by the functional performance in the Islamic University from the point of view of the members (senior management, faculty and their assistants, and the administrative board), where the relative weight of all the paragraphs was (74.25%). The study recommended the need to ensure that the actual performance of the planned performance is matched and decisions are taken to correct the serious deviations and take the necessary measures in terms of retraining and change in regulations, wages and bonuses and punishment of the culprit, neglect and negligence by mistake

    Approach to Assessing the Preparedness of Hospitals to Power Outages

    Within the secondary impacts of electricity blackouts, it is necessary to pay attention to facilities providing medical care for the population, namely the hospitals. Hospitals represent a key position in the provision of health care also in times of crisis. These facilities must provide constant care; it is therefore essential that the preparedness of such facilities is kept at a high level. The basic aim of this article is to analyse the preparedness of hospitals to power outages (power failures, blackouts) within a pilot study. On that basis, a SWOT analysis is used to determine strengths and weaknesses of the system of preparedness of hospitals to power outages and solutions for better security of hospitals are defined. The sample investigated consists of four hospitals founded by the Regional Authority (hospitals Nos. 1-4) and one hospital founded by the Ministry of Health of the Czech Republic (hospital No. 5). The results of the study shows that most weaknesses of the preparedness of hospitals are represented by inadequately addressed reserves of fuel for the main backup power supply, poor knowledge of employees who are insufficiently retrained, and old backup power supplies (even 35 years in some cases)

To achieve the objectives of the research, the researchers used the descriptive analytical approach to collect information which is the questionnaire that consisted of (22) phrases were distributed to three categories of employees of the Islamic University (Faculty Members and Their Assistants, Members of the Administrative Board, Senior Management). A random sample of (314) employees was selected and 276 responses were retrieved with a recovery rate of 88.1%. The Statistical Analysis Program (SPSS) was used to enter process and analyze the data. The results of the research showed a positive role between measuring and evaluating the performance and achieving the objectives of the control of performance in the Islamic University from the point of view of the members (senior management, faculty and their assistants, and members of administrative board). The researchers also recommended a number of recommendations, most notably the provision of an appropriate level of the elements of the control systems today through the modernization and continuous development of performance measures and the need to provide the physical and financial resources necessary to continue the development and achievement within the university, to expand the development of technology in the various activities of the university through the construction of a complete and integrated system to support supervision systems in the university to suit the size of the university. The researchers also recommended following up and reviewing the performance measures and work to modify them in line with the mission and the goals of the university that it seeks to reach

This paper introduces a modelling tool designed to simplify and structure such decision-making.The Five Safes model is a popular framework for designing, describing and evaluating access systems for data, used by data providers, data users, and regulators. The model integrates analysis of opportunities, constraints, costs and benefits of different approaches, taking account of the level of data anonymisation, the likely users, the scope for training, the environment through which data are accessed, and the statistical outputs derived from data use.Up to now this model has largely been described indirectly in other papers which have used it as a framing device. This paper focuses specifically on the framework, discusses usage, and demonstrates where it sits with other data and risk management tools. The aim is to provide a practical guide to the effective planning and management of access to research data

    The relational database or RDBMS has been the dominant model for database management since it was developed by Edgar Codd in 1970 (Shuxin and Indrakshi, 2005). However, a new database model called NoSQL is gaining significant attention in the enterprise. NoSQL databases are non-relational data stores that have been employed in massively scaled web site scenarios, where traditional relational database features matter less, and the improved performance of retrieving relatively simple data sets matters most. The relational database model and the NoSQL database model are each good for specific applications. Depending on what problem the organization is trying to solve, it will determine if a NoSQL database model should be used or if a relational database model should be used. Also, some organizations may choose to use a hybrid mix of NoSQL databases and relational databases

    The food security concept as the state support basis for agriculture

The work purpose is to determine the features of the food security formation in the Samara region and the relationship with the state support size for agricultural production in the region. Within this study framework, it is necessary to solve the following tasks: - study the features of the food security concept and its application in the Samara region conditions; - the optimal parameters of the region's self-sufficiency determination in food products; - establishing a link between food security and the optimal amount of state support for the agro-industrial complex. Taking into account only the data on the region self-sufficiency, the region produces a sufficient amount of potatoes and vegetables. Comparing these indicators with rational consumption rates, it can be seen that the residents' demand for agricultural products is provided mainly by potatoes, the consumption of which is 1.5 times higher than the rational. The subsidies existing system in the Samara region is not optimal from the point of view for ensuring food security, which indicates either the underfunding of the production for both these and other product groups. In 2017–2018 the amount of state support, based on the above calculations, had to be increased by at least 100–500 million rubles

    When developers gain thorough understanding and knowledge of software security, they can produce more secure software. This study aims at empirically identifying and understanding the security issues posted on a random sample of GitHub repositories. We tried to understand the presence of security issues and their key themes and topics. We applied a mixed-methods approach, combining topic modeling techniques and qualitative analysis. Our findings have revealed that a) the rate of security-related issues was rather small (approx. 3% of all issues), b) the majority of the security issues were related to identity management and cryptography topics. We present 7 high-level themes of problems that developers face in implementing security features
