    Umbrella data management plans to integrate FAIR data: lessons from the ISIDORe and BY-COVID Consortia for Pandemic Preparedness

    The Horizon Europe project ISIDORe is dedicated to pandemic preparedness and responsiveness research. It brings together 17 research infrastructures (RIs) and networks to provide a broad range of services to infectious disease researchers. An efficient and structured treatment of data is central to ISIDORe’s aim to furnish seamless access to its multidisciplinary catalogue of services, and to ensure that users’ results are treated FAIRly. ISIDORe therefore requires a data management plan (DMP) covering both access management and research outputs, applicable over a broad range of disciplines, and compatible with the constraints and existing practices of its diverse partners. Here, we describe how, to achieve that aim, we undertook an iterative, step-by-step, process to build a community-approved living document, identifying good practices and processes, on the basis of use cases, presented as proof of concepts. International fora such as the RDA and EOSC, and primarily the BY-COVID project, furnished registries, tools and online data platforms, as well as standards, and the support of data scientists. Together, these elements provide a path for building an umbrella, FAIR-compliant DMP, aligned as fully as possible with FAIR principles, which could also be applied as a framework for data management harmonisation in other large-scale, challenge-driven projects. Finally, we discuss how data management and reuse can be further improved through the use of knowledge models when writing DMPs and, how, in the future, an inter-RI network of data stewards could contribute to the establishment of a community of practice, to be integrated subsequently into planned trans-RI competence centres

    Adaptive Digital Resource Modeling as Service Provider and Consumer

    International audienceThe increase in the production of heterogeneous and multi-source digital data over last years raises several issues regarding their management and use. Hence, users can face some difficulties in selecting the adequate digital resources and combining them to reach their objectives in a given activity. In this paper, we focus on digital resources design and management in order to enhance their retrieval, interoperability, adaptation and collaboration within an adaptive system. In practical terms, our work consists in a new method for digital resource design and management capable of enhancing their usability. It relies on RESTful web service-based methodology and platform thinking approach. We have implemented our method in an interactive and adaptive PLE to assist researchers in using and managing their digital resources, called PRISE for PeRsonal Interactive research Smart Environment. We have also undertaken some experiments with PRISE platform in our laboratory. The result showed that modeling digital resources with RESTful and platform thinking concept enhances digital resource usability in terms of retrieving, interoperability, adaptation and collaboration

    Resource discovery in heterogeneous digital content environments

    The concept of 'resource discovery' is central to our understanding of how users explore, navigate, locate and retrieve information resources. This submission for a PhD by Published Works examines a series of 11 related works which explore topics pertaining to resource discovery, each demonstrating heterogeneity in their digital discovery context. The assembled works are prefaced by nine chapters which seek to review and critically analyse the contribution of each work, as well as provide contextualization within the wider body of research literature. A series of conceptual sub-themes is used to organize and structure the works and the accompanying critical commentary. The thesis first begins by examining issues in distributed discovery contexts by studying collection level metadata (CLM), its application in 'information landscaping' techniques, and its relationship to the efficacy of federated item-level search tools. This research narrative continues but expands in the later works and commentary to consider the application of Knowledge Organization Systems (KOS), particularly within Semantic Web and machine interface contexts, with investigations of semantically aware terminology services in distributed discovery. The necessary modelling of data structures to support resource discovery - and its associated functionalities within digital libraries and repositories - is then considered within the novel context of technology-supported curriculum design repositories, where questions of human-computer interaction (HCI) are also examined. The final works studied as part of the thesis are those which investigate and evaluate the efficacy of open repositories in exposing knowledge commons to resource discovery via web search agents. Through the analysis of the collected works it is possible to identify a unifying theory of resource discovery, with the proposed concept of (meta)data alignment described and presented with a visual model. This analysis assists in the identification of a number of research topics worthy of further research; but it also highlights an incremental transition by the present author, from using research to inform the development of technologies designed to support or facilitate resource discovery, particularly at a 'meta' level, to the application of specific technologies to address resource discovery issues in a local context. Despite this variation the research narrative has remained focussed on topics surrounding resource discovery in heterogeneous digital content environments and is noted as having generated a coherent body of work.     Spatial Discovery and the Research Library: Linking Research Datasets and Documents

    Academic libraries have always supported research across disciplines by integrating access to diverse contents and resources. They now have the opportunity to reinvent their role in facilitating interdisciplinary work by offering researchers new ways of sharing, curating, discovering, and linking research data. Spatial data and metadata support this process because location often integrates disciplinary perspectives, enabling researchers to make their own research data more discoverable, to discover data of other researchers, and to integrate data from multiple sources. The Center for Spatial Studies at the University of California, Santa Barbara (UCSB) and the UCSB Library are undertaking joint research to better enable the discovery of research data and publications. The research addresses the question of how to spatially enable data discovery in a setting that allows for mapping and analysis in a GIS while connecting the data to publications about them. It suggests a framework for an integrated data discovery mechanism and shows how publications may be linked to associated data sets exposed either directly or through metadata on Esri’s Open Data platform. The results demonstrate a simple form of linking data to publications through spatially referenced metadata and persistent identifiers. This linking adds value to research products and increases their discoverability across disciplinary boundaries. Current data publishing practices in academia result in datasets that are not easily discovered, hard to integrate across domains, and typically not linked to publications about them. For example, discovering that two datasets, such as archaeological observations and specimen data collections, share a spatial extent in Mesoamerica, is not currently supported, nor is it easy to get from those data sets to relevant publications or other documents. In our previous work, we had developed a basic linked metadata model relating spatially referenced datasets to documents. The research reported here applies the model to a collection of spatially referenced researcher datasets, capturing metadata and encoding them as linked open data. We use existing RDF vocabularies to triplify the metadata, to make them spatially explicit, and to link them thematically. Our latest research has produced a simple and extensible method for exposing metadata of research objects as a library service and for spatially integrating collections across repositories

    The evaluation and harmonisation of disparate information metamodels in support of epidemiological and public health research

    BACKGROUND: Descriptions of data, metadata, provide researchers with the contextual information they need to achieve research goals. Metadata enable data discovery, sharing and reuse, and are fundamental to managing data across the research data lifecycle. However, challenges associated with data discoverability negatively impact on the extent to which these data are known by the wider research community. This, when combined with a lack of quality assessment frameworks and limited awareness of the implications associated with poor quality metadata, are hampering the way in which epidemiological and public health research data are documented and repurposed. Furthermore, the absence of enduring metadata management models to capture consent for record linkage metadata in longitudinal studies can hinder researchers from establishing standardised descriptions of consent. AIM: To examine how metadata management models can be applied to ameliorate the use of research data within the context of epidemiological and public health research. METHODS: A combination of systematic literature reviews, online surveys and qualitative data analyses were used to investigate the current state of the art, identify current perceived challenges and inform creation and evaluation of the models. RESULTS: There are three components to this thesis: a) enhancing data discoverability; b) improving metadata quality assessment; and c) improving the capture of consent for record linkage metadata. First, three models were examined to enhance research data discoverability: data publications, linked data on the World Wide Web and development of an online public health portal. Second, a novel framework to assess epidemiological and public health metadata quality framework was created and evaluated. Third, a novel metadata management model to improve capture of consent for record linkage metadata was created and evaluated. CONCLUSIONS: Findings from these studies have contributed to a set of recommendations for change in research data management policy and practice to enhance stakeholders’ research environment

    Big Data Coordination Platform: Full Proposal 2017-2022

    This proposal for a Big Data and ICT Platform therefore focuses on enhancing CGIAR and partner capacity to deliver big data management, analytics and ICT-focused solutions to CGIAR target geographies and communities. The ultimate goal of the platform is to harness the capabilities of Big Data to accelerate and enhance the impact of international agricultural research. It will support CGIAR’s mission by creating an enabling environment where data are expertly managed and used effectively to strengthen delivery on CGIAR SRF’s System Level Outcome (SLO) targets. Critical gaps were identified during the extensive scoping consultations with CGIAR researchers and partners (provided in Annex 8). The Platform will achieve this through ambitious partnerships with initiatives and organizations outside CGIAR, both upstream and downstream, public and private. It will focus on promoting CGIAR-wide collaboration across CRPs and Centers, in addition to developing new partnership models with big data leaders at the global level. As a result, CGIAR and partner capacity will be enhanced, external partnerships will be leveraged, and an institutional culture of collaborative data management and analytics will be established. Important international public goods such as new global and regional datasets will be developed, alongside new methods that support CGIAR to use the data revolution as an additional means of delivering on SLOs

    Enhancing Humanities Research Productivity in a Collaborative Data Sharing Environment

    This project represents a multi-organizational, interdisciplinary effort to enhance collaborative research in cultural heritage fields by exploring user experience with Web-based technologies. The objective of this project is to document user needs around online systems for sharing primary data and documentation of cultural heritage collections. To this end, we will draw upon the experience and insights of representatives from different stakeholder groups in three broad arenas: academic researchers, heritage managers, and specialist communities. Investigations undertaken in this study will result in best-practice guidelines to guide humanities computing efforts on how to best meet the diverse user needs in future online data sharing systems. Using an iterative cycle of development, deployment, and evaluation, this project will enhance Open Context, a collaborative, open-access data sharing system already in use for archaeology and related disciplines

    Making Institutional Repositories Work takes novices as well as seasoned practitioners through the practical and conceptual steps necessary to develop a functioning institutional repository, customized to the needs and culture of the home institution. The first section covers all aspects of system platforms, including hosted and open-source options, big data capabilities and integration, and issues related to discoverability. The second section addresses policy issues, from the basics to open-source and deposit mandates. The third section focuses on recruiting and even creating content. Authors in this section will address the ways that different disciplines tend to have different motivations for deposit, as well as the various ways that institutional repositories can serve as publishing platforms. The fourth section covers assessment and success measures for all involved—librarians, deans, and administrators. The theory and practice of traditional metrics, alt metrics, and peer review receive chapter-length treatment. The fifth section provides case studies that include a boots-on-the-ground perspective of issues raised in the first four sections.     Overview and Analysis of Practices with Open Educational Resources in Adult Education in Europe

    OER4Adults aimed to provide an overview of Open Educational Practices in adult learning in Europe, identifying enablers and barriers to successful implementation of practices with OER. The project was conducted in 2012-2013 by a team from the Caledonian Academy, Glasgow Caledonian University, funded by The Institute for Prospective Technological Studies (IPTS). The project drew on data from four main sources: • OER4Adults inventory of over 150 OER initiatives relevant to adult learning in Europe • Responses from the leaders of 36 OER initiatives to a detailed SWOT survey • Responses from 89 lifelong learners and adult educators to a short poll • The Vision Papers on Open Education 2030: Lifelong Learning published by IPTS Interpretation was informed by interviews with OER and adult education experts, discussion at the IPTS Foresight Workshop on Open Education and Lifelong Learning 2030, and evaluation of the UKOER programme. Analysis revealed 6 tensions that drive developing practices around OER in adult learning as well 6 summary recommendations for the further development of such practices
