    The Knowledge Application and Utilization Framework Applied to Defense COTS: A Research Synthesis for Outsourced Innovation

    Purpose -- Militaries of developing nations face increasing budget pressures, high operations tempo, a blitzing pace of technology, and adversaries that often meet or beat government capabilities using commercial off-the-shelf (COTS) technologies. The adoption of COTS products into defense acquisitions has been offered to help meet these challenges by essentially outsourcing new product development and innovation. This research summarizes extant research to develop a framework for managing the innovative and knowledge flows. Design/Methodology/Approach – A literature review of 62 sources was conducted with the objectives of identifying antecedents (barriers and facilitators) and consequences of COTS adoption. Findings – The DoD COTS literature predominantly consists of industry case studies, and there’s a strong need for further academically rigorous study. Extant rigorous research implicates the importance of the role of knowledge management to government innovative thinking that relies heavily on commercial suppliers. Research Limitations/Implications – Extant academically rigorous studies tend to depend on measures derived from work in information systems research, relying on user satisfaction as the outcome. Our findings indicate that user satisfaction has no relationship to COTS success; technically complex governmental purchases may be too distant from users or may have socio-economic goals that supersede user satisfaction. The knowledge acquisition and utilization framework worked well to explain the innovative process in COTS. Practical Implications – Where past research in the commercial context found technological knowledge to outweigh market knowledge in terms of importance, our research found the opposite. Managers either in government or marketing to government should be aware of the importance of market knowledge for defense COTS innovation, especially for commercial companies that work as system integrators. Originality/Value – From the literature emerged a framework of COTS product usage and a scale to measure COTS product appropriateness that should help to guide COTS product adoption decisions and to help manage COTS product implementations ex post

    Modeling forward base camps as complex adaptive sociotechnical systems

    Work for this thesis focuses on managing complexity within complex adaptive sociotechnical systems by using model based systems engineering and virtual engineering tools. The hypothesis of the work is that integrated virtual models can be used to increase the understanding of these complex adaptive sociotechnical systems, resulting in a reduction in the perceived complexity. This was tested by the use of a two factor survey given to experts of a system (the customer and members of the model design team) and to a target user-group. This group received a demonstration and had hands on experience with a preliminary model of the same system. Results of the survey show that new system designers using an integrated virtual modeling tool view the system as less complex than experts involved with designing the same system without using a tool. Further data is required to support this conclusion, and a plan for gathering more data is described. The application of this method to an emergency response system is then discussed to show how it can be applied to other complex sociotechnical systems and guidelines for applying this methodology are proposed

    NASA operates high value critical equipment (HVCE) that requires trouble shooting, periodic maintenance and continued monitoring by Operations staff. The complexity HVCE and information required to maintain and trouble shoot HVCE to assure continued mission success as paper is voluminous. Training on new HVCE is commensurate with the need for equipment maintenance. LaRC Research Directorate has undertaken a proactive research to support Operations staff by initiation of the development and prototyping an electronic computer based portable maintenance aid (Operator's Assistant). This research established a goal with multiple objectives and a working prototype was developed. The research identified affordable solutions; constraints; demonstrated use of commercial off the shelf software; use of the US Coast Guard maintenance solution; NASA Procedure Representation Language; and the identification of computer system strategies; where these demonstrations and capabilities support the Operator, and maintenance. The results revealed validation against measures of effectiveness and overall proved a substantial training and capability sustainment tool. The research indicated that the OA could be deployed operationally at the LaRC Compressor Station with an expectation of satisfactorily results and to obtain additional lessons learned prior to deployment at other LaRC Research Directorate Facilities.     Commercial-Off-the-Shelf (COTS): Doing It Right

    In the twenty-first century, the United States will likely encounter a wide-range of threats, such as those posed by terrorists, rogue states and other non-state actors—all of whom are taking full advantage of globally available, high-tech commercial systems (e.g., from night vision devices, through secure cell phones, to satellite photos). At the same time, technology is changing more rapidly than ever before, and the DoD must learn to embrace the fact that it no longer holds a monopoly on all military-relevant technology (many of the information-intensive innovations result from commercial activities). Furthermore, the rising costs of domestic commitments, such as Social Security and Medicare, coupled with the growing budget deficits, will create an inevitable downward pressure on the DoD budget. These changes have created an urgency for transformation within the defense establishment. We believe this necessary defense transformation will be heavily dependent upon the development of net-centric systems-of-systems; the determination to achieve lower costs, faster fielding and better performance; and a realization of the potential benefits of globalization and use of commercial technology. Greater use of Commercial-Off-The-Shelf (COTS) systems and components is one strategy that can enable achieving the required DoD transformation, and help to ensure American military success in the twenty-first century. Commercial-Off-The-Shelf (COTS) is a term for software or hardware that is commercially made and available for sale, lease, or license to the general public and that requires little or no unique government modifications to meet the needs of the procuring agency.     PLM implementation guidelines – relevance and application in practice: a discussion of findings from a retrospective case study

    In this paper, a recently conducted product lifecycle management (PLM) implementation project is analysed. The aims are to investigate whether published product lifecycle management (PLM) implementation guidelines are relevant to and used in practice, and, if so, to assess how useful they are for guiding project execution. This paper presents an examination of how a real PLM implementation project was conducted, mapping out the rationale for different courses of action and the effects they had. This paper evaluates the degree of relevance and application of existing PLM implementation guidelines. It is found that while most of the guidelines were highly relevant to the project, they were not applied in full. Potential reasons for why the guidelines are not followed are discussed. It is suggested that projects review their plans with the guidelines in mind, evaluating their degree of relevance and including a plan for how to apply the guidelines

    Selection of third party software in Off-The-Shelf-based software development: an interview study with industrial practitioners

    The success of software development using third party components highly depends on the ability to select a suitable component for the intended application. The evidence shows that there is limited knowledge about current industrial OTS selection practices. As a result, there is often a gap between theory and practice, and the proposed methods for supporting selection are rarely adopted in the industrial practice. This paper's goal is to investigate the actual industrial practice of component selection in order to provide an initial empirical basis that allows the reconciliation of research and industrial endeavors. The study consisted of semi-structured interviews with 23 employees from 20 different software-intensive companies that mostly develop web information system applications. It provides qualitative information that help to further understand these practices, and emphasize some aspects that have been overlooked by researchers. For instance, although the literature claims that component repositories are important for locating reusable components; these are hardly used in industrial practice. Instead, other resources that have not received considerable attention are used with this aim. Practices and potential market niches for software-intensive companies have been also identified. The results are valuable from both the research and the industrial perspectives as they provide a basis for formulating well-substantiated hypotheses and more effective improvement strategies.Peer ReviewedPostprint (author's final draft

    Identifying Best Practices for Snowplow Route Optimization

    Well-designed winter maintenance routes result in snow and ice control service that is both more effective, because roads are cleared more rapidly, and more cost efficient, because deadheading, route overlap and other inefficiencies are reduced or eliminated. There are an increasing number of computerized tools to facilitate the routing process, but these tools are not yet widely used by winter maintenance practitioners. The purpose of this report is to provide practitioners with an overview of computerized route optimization processes and concrete recommendations about how to ensure that route improvement efforts produce actionable results. Recommendations are synthesized from nine recent and ongoing snowplow routing projects using a variety of computerized routing tools. Project descriptions, based on interviews with project personnel, focus on project goals, optimization software features used, and lessons learned. Multiple route optimization projects report route length reductions on the order of 5% to 10%, with reductions as high as 50% reported in one case. These snowplow route optimization projects show that route optimization is a powerful tool for improving routing efficiency but that it does not replace the need for expert judgment in the route design process. Successful route optimization projects rely on close cooperation between experienced winter maintenance professionals and the individuals conducting the route optimization as well as a highly accurate, snowplow-routing specific representation of the road network. Successful projects also include time to review and revise new routes to identify potential problem spots prior to implementation

    A Conceptual Investigation of Maintenance Deferral and Implementation: Foundation for a Maintenance Lifecycle Model

    Despite the fact that society and organizations rely heavily on Information Systems (IS) and software, the maintenance of vendor-supplied IS, in particular standard package software has gained little attention within the academic literature. This paper presents a conceptual study of the current state of research concerning the reasons for deferral and performance of vendor-supplied maintenance by the purchasing organization. These reasons have so far neither been investigated together nor from that perspective. Based on a systematic literature review and taking the purchaser’s viewpoint, reasons for maintenance deferral and performance are identified from the literature. They build the groundwork and foundation for a Maintenance Lifecycle and Process Model that provides a starting point to research vendor-supplied maintenance from the customer’s point of view
