    A public value based method to select services for a no-stop shop implementation

    Nowadays, public organizations become proactive in their service delivery such that they approach their clients and not vice versa. In the most advanced case, the no-stop shop, clients do not have to do anything to receive a public service. Public organizations offer many services and several of them could potentially be delivered through a no-stop shop. Therefore, public organizations need assistance in the decision which services they realize in a no-stop shop first. To address this issue, we present a method for the prioritization of public services for the implementation in a no-stop shop. The rationale of our method is that public organizations should prefer those services that are expected to provide the highest public value. We followed a design-oriented research approach and combined seminal works on no-stop shop and public value. The method was evaluated through the application in a workshop at a municipality

    Proactive Digital Government as an Effective Model of Public Management in Social Sector

    Scientific novelty. The scientific novelty of the dissertation work consists in the fact that for the first time public administration in the social sphere has been comprehensively studied from the standpoint of a citizen and his social needs, the creation of a unified system for providing proactive digital services to citizens of the country on the basis of an improved Digital Government platform. The most significant results of research, which characterized by scientific novelty, are follows: 1) it is analyzed the main strategies of public administration, models for assessing the maturity of e-Government and identified an adaptive model for assessing the maturity of the e-Government of Kazakhstan; 2) it is developed for the first time the conceptual apparatus and proposed the author’s interpretation of the definition of the Digital Proactive Government and its basic principles; 3) for the first time the concept of public administration in the social sphere was developed based on the social identification of the citizen, which is aimed at the citizen and his social needs; 4) for the first time, the categorization of the population by social status has proposed. This categorization is proposed as a draft for the development of the new Law of the Republic of Kazakhstan «On the social status of a citizen»; 5) for the first time it is designed the conceptual and graphic model of the “Digital Proactive Government”, the fundamental principle of which is the orientation to the social needs of the citizen; 6) it has developed proposals the effectiveness of public administration in the social sphere based on the introduction of digital proactive services with an emphasis 16 on observing the interests of citizens and their satisfaction of providing services; 7) it has offered practical recommendations for improving the functionality of the e-Government portal in the point of view of the needs of a citizen and his social status; 8) it has developed proposals to optimize and reduce public services, taking into account the implementation of the proposed Digital Proactive Government model

    [Excerpt] Many people do not receive the social benefits to which they are entitled. Benefit systems differ considerably among EU Member States, but such ‘non-take-up’ (or ‘non-give-out’) seems to be common across the EU. This study investigates the extent of non-take-up and seeks to explain it. It further explores how non-take-up can be addressed, presenting case studies from 10 Member States: Austria, Belgium, Estonia, Finland, Italy, the Netherlands, France, Romania, Slovakia and the UK. The focus is on non-take-up of monetary social benefits that support people in vulnerable situations, including minimum income, housing, health, old-age, heating, child, unemployment, disability and care benefits.     Combining real-life and internet marketing methods in construction field to market RentSOS

    The purpose of this thesis is to provide some ideas as to whether it is possible and effective for a new IT product to create value for construction companies via relationship marketing and internet marketing within the construction industry. As well as to provide a modified marketing mix for RentSOS, combined by relationship marketing and internet marketing methods, that can be applied at the same time. The motivation of the thesis is to look inside on an area, which gets very little attention in marketing literature, which is the B2B relationships on construction industry and effective internet marketing in B2B and B2C methods taking into account the specificities of the construction rental sector. The following hypothesis have been set: H1: Construction companies in Estonia are not using all the possible real-life marketing methods. H2: Construction companies in Estonia are not using all the possible internet marketing methods. The companies studied for relation marketing are Ramirent, Cramo and Storent. They have the ambition to be a big player in whole Estonian construction rental market. The companies studied for internet marketing are Ramirent, Cramo and Storent.
