    The democratisation of party leadership selection: the Portuguese experience

    In recent years, members of established political parties have received increased powers to select candidates and leaders. Several explanations have been advanced to account for this trend, focusing on the evolution of the political system, the characteristics of party systems or intra-party dynamics. The aim of this article is to examine the introduction of democratising reforms for leadership selection in Portuguese parties. Despite the high degree of centralisation and the low levels of internal participation, all governing parties have expanded members’ rights during the last decade. The main findings suggest that party leaders have decided to change methods for leadership selection mainly for instrumental purposes in order to consolidate their internal power or gain electoral benefits. Moreover, this organisational transformation has had reduced effects on the internal party functioning. Regardless of these similarities, the data show that there are important differences between parties with regard to levels of participation and internal competition

    Democratising biotechnology?: Deliberation, participation and social regulation in a neo-liberal world

    There is now significant policy and academic interest in the governance of science and technology for sustainable development. In recent years this has come to include a growing emphasis on issues of public understanding of science and innovative processes of deliberative and inclusive policy-making around controversial technologies such as nuclear power and agricultural biotechnology. Concern with such issues coincides with rising levels of interest in deliberative democracy and its relationship to the structures and processes of global governance. This article connects these two areas through a critical examination of ‘global’ deliberations about agricultural biotechnology and its risks and benefits. It draws on an extensive survey concerned with the diverse ways in which a range of governments are interpreting and implementing their commitments under the Cartagena Protocol on Biosafety regarding public participation and consultation in order to assess the potential to create forms of deliberation through these means. The article explores both the limitations of public deliberation within global governance institutions as well as of projects whose aim is to impose participation from above through international law by advocating model approaches and policy ‘tool kits’ that are insensitive to vast differences between countries in terms of capacity, resources and political culture

    Is democracy promotion effective in Moldova? The impact of European institutions on development of civil and political rights in Moldova

    The main focus of this study is an analysis of the impact on civil and political rights of democracy promotion strategies applied by the three European organizations in Moldova in the 1990s-early 2000s. Nowadays democracy promotion is at the top of the agenda of policy-makers around the globe. The results of these democracy promotion activities are quite mixed: some of them seem to work in certain cases, others to have no effect whatsoever. There is also a lack of consensus regarding the effectiveness of various democracy promotion strategies in the scholarly literature. This study aims to contribute to the existing literature by expanding the analysis to a new case (Moldova), focusing on one sector (civil and political rights) and comparing the effects of the two types of democracy promotion strategies (incentive-based and socialization-based). The study argues that domestic actors in Moldova tended to respond more to incentive-based democracy promotion strategies than to socialization-based ones, and it also shows through qualitative analysis and process-tracing of the data that the absence of membership conditionality does not necessarily presuppose the failure of incentive-based methods

    Democratic Development and the Role of Citizenship Education in Sub-Saharan African with a Case Focus on Zambia

    In addressing issues related to problems of democratisation in Africa, this paper attempts to relate the issue to the need for citizenship education and the role that can play in social development. Citizenship should be central to the formation of viable civil societies that claim a tangible stake in national public spaces in post-Cold War Africa. These and related topics are discussed relative to new possibilities that could lead to the full realisation of the concept as well as the practice of enfranchised citizenship and inclusive social development in aspiring democracies in the Sub Saharan African context. The complexity of the development ‘problematique’ that Sub-Saharan Africa is facing is unique in that it is multi-dimensional, but above all else, politically located. It is, therefore, central to our discussions here that to correct the continent’s current schemes of underdevelopment, pragmatic schemes of governance must be achieved. To do that, we are suggesting, new possibilities of citizenship education should be formulated for the general African scene in general, and for democratising but still both institutionally and economically weakened Zambia

    Promoting Democracy through Civil Society: How to Step up the EU’s Policy towards the Eastern Neighbourhood. CEPS Working Documents No. 237, 1 February 2006

    The European Union has successfully supported democratisation in its new Eastern member states and candidate countries. Now it needs to become more engaged in those post-communist countries where democratisation is incomplete or stalled. This study argues that civil society should be a more important priority of democracy promotion in the EU’s Eastern neighbourhood and calls for a strategic and differentiated approach designed according to the stage of democratisation in the target country. The paper focuses on three countries that represent three types of cases in the eastern neighbourhood: Ukraine, which has become a ‘re-transition’ country after the Orange Revolution; Moldova, where we can observe a prolonged transition; and Belarus, an outright dictatorship. One of the well-known obstacles to enhancing the EU’s support to civil society in these countries is posed by the bureaucratic procedures of aid programmes. However, even if the rules were substantially reformed, it would still be difficult for the European Commission to work extensively with NGOs in foreign countries for political as well as institutional reasons. Hence, the EU should create new mechanisms of democracy assistance. The German and US foundations set up specifically for this purpose have proved to be a model with many advantages; similar European foundation(s) could be an invaluable tool for supporting pro-democratic forces in authoritarian countries in particular. The paper also examines two other exemplary models for the European neighbourhood policy: the Swedish practice to channel support through domestic NGOs, and the EU’s own policy, which has only been applied in candidate countries so far, to use local civil society development foundations

    Gendering global governance

    In this article I map out the major debates on global governance and the feminist critiques of the mainstream interventions in these debates. I argue that the shift from government to governance is a response to the needs of a gendered global capitalist economy and is shaped by struggles, both discursive and material, against the unfolding consequences of globalization. I suggest feminist interrogations of the concept, processes, practices and mechanisms of governance and the insights that develop from them should be centrally incorporated into critical revisionist and radical discourses of and against the concept of global governance. However, I also examine the challenges that the concept of global governance poses for feminist political practice, which are both of scholarship and of activism as feminists struggle to address the possibilities and politics of alternatives to the current regimes of governance. I conclude by suggesting that feminist political practice needs to focus on the politics of redistribution in the context of global governance

    Is democratisation bad for global warming?

    Summary: even if democracy and all good things go together the same may not be as true of democratisation. Given the growing number of countries that have attempted democratisation, with varying success, and as the challenge of addressing the causes of climate change becomes increasingly more urgent, it is worth knowing if democratisation makes that challenge more difficult. Similarly it is worth knowing if the political conditions for an effective response to climate instability and its economic and social consequences must impact on the outlook for democratisation. Although contrary to what was once believed, developing countries may not have the dilemma of having to choose between developing the economy and building democracy, the further addition of a requirement to significantly reduce carbon emissions might be just too demanding. The paper offers a framework of analysis as a preliminary to more detailed empirical investigation. It concludes with policy implications for international actors committed to promoting democracy, considering that in developing countries stable authoritarian rule might be better placed than regimes in political transition to mitigate climate change as well as adapt to its effects

    Arab-Islamic reception of Hellenistic science

    This article is an overview of the Arab-Islamic reception and development of Hellenistic science. It particularly refers to mathematics, physics and astronomy. It focuses on the following topics: 1) Two interpretative models of this reception in the 19th, 20th, and 21st century scholarship: the “Indo-European model” (which supposes a cultural heterogeneity between Greece and Islam) and the “cosmopolitan Hellenistic model” (which supposes homogeneity between the two). 2) The channels through which Hellenistic science was transmitted to the Islamic world: the philological channel, and the oral channel which implies the pre-existence of a common Greek-Semitic cultural ground that made this transmission possible. 3) Three features of the Arab-Islamic sciences that highlight their essential contribution to the emergence of modern science in 16th and 17th century Europe: 3.1. The “democratising” character of the Arab-Islamic sciences resulting from a larger diffusion of literacy. 3.2. The higher precision of measurements and calculations. 3.3. The experimental approach of Muslim scientists. A positive role in the accomplishment of these advances has been played by the non-metaphysical character of orthodox Islamic monotheism. According to Muslim orthodoxy, there are no Neo-Platonic intermediaries between the almighty God and his creation. The whole universe is submitted to the same physical laws. I argue that today it is important to open an interdisciplinary debate on the Arab-Islamic sciences. It would certainly lead to a better appreciation of their historical contribution. It could also suggest answers to contemporary epistemological impasses deriving from the growing gap between the humanities and the sciences.status: publishe
