Information Overload: An Overview
For almost as long as there has been recorded information, there has been a perception that humanity has been overloaded by it. Concerns about 'too much to read' have been expressed for many centuries, and made more urgent since the arrival of ubiquitous digital information in the late twentieth century. The historical perspective is a necessary corrective to the often, and wrongly, held view that it is associated solely with the modern digital information environment, and with social media in particular. However, as society fully experiences Floridi's Fourth Revolution, and moves into hyper-history (with society dependent on, and defined by, information and communication technologies) and the infosphere (a information environment distinguished by a seamless blend of online and offline information actvity), individuals and societies are dependent on, and formed by, information in an unprecedented way, information overload needs to be taken more seriously than ever. Overload has been claimed to be both the major issue of our time, and a complete non-issue. It has been cited as an important factor in, inter alia, science, medicine, education, politics, governance, business and marketing, planning for smart cities, access to news, personal data tracking, home life, use of social media, and online shopping, and has even influenced literature The information overload phenomenon has been known by many different names, including: information overabundance, infobesity, infoglut, data smog, information pollution, information fatigue, social media fatigue, social media overload, information anxiety, library anxiety, infostress, infoxication, reading overload, communication overload, cognitive overload, information violence, and information assault. There is no single generally accepted definition, but it can best be understood as that situation which arises when there is so much relevant and potentially useful information available that it becomes a hindrance rather than a help. Its essential nature has not changed with changing technology, though its causes and proposed solutions have changed much. The best ways of avoiding overload, individually and socially, appear to lie in a variety of coping strategies, such as filtering, withdrawing, queuing, and 'satisficing'. Better design of information systems, effective personal information management, and the promotion of digital and media literacies, also have a part to play. Overload may perhaps best be overcome by seeking a mindful balance in consuming information, and in finding understanding
In loco intellegentia: Human factors for the future European train driver
The European Rail Traffic Management System (ERTMS) represents a step change in technology for rail operations in Europe. It comprises track-to-train communications and intelligent on-board systems providing an unprecedented degree of support to the train driver. ERTMS is designed to improve safety, capacity and performance, as well as facilitating interoperability across the European rail network. In many ways, particularly from the human factors perspective, ERTMS has parallels with automation concepts in the aviation and automotive industries. Lessons learned from both these industries are that such a technology raises a number of human factors issues associated with train driving and operations. The interaction amongst intelligent agents throughout the system must be effectively coordinated to ensure that the strategic benefits of ERTMS are realised. This paper discusses the psychology behind some of these key issues, such as Mental Workload (MWL), interface design, user information requirements, transitions and migration and communications. Relevant experience in aviation and vehicle automation is drawn upon to give an overview of the human factors challenges facing the UK rail industry in implementing ERTMS technology. By anticipating and defining these challenges before the technology is implemented, it is hoped that a proactive and structured programme of research can be planned to meet them

Versatile standardized pulse modulation nondissipatively regulated control signal processing circuits were applied to three most commonly used dc to dc power converter configurations: (1) the series switching buck-regulator, (2) the pulse modulated parallel inverter, and (3) the buck-boost converter. The unique control concept and the commonality of control functions for all switching regulators have resulted in improved static and dynamic performance and control circuit standardization. New power-circuit technology was also applied to enhance reliability and to achieve optimum weight and efficiency
Filtration Failure: On Selection for Societal Sanity
This paper focuses on the question of filtration through the perspective of “too
much information”. It concerns Western society within the context of new media
and digital culture. The main aim of this paper is to apply a philosophical reading
on the video game concept of Selection for Societal Sanity within the problematics
of cultural filtration, control of behaviors and desire, and a problematization of
trans-individuation that the selected narrative conveys. The idea of Selection for
Societal Sanity, which derives from the first postmodern video game Metal Gear
Solid 2: Sons of Liberty (2001), is applied into a philosophical framework based on
select concepts from Bernard Stiegler’s writing and incorporating them with
current events such as post-truth or fake news in order to explore the role of
techne and filtration within social organizations and individual psyches. Alternate
forms of behavior, which contest cultural paradigms, are re-problematized as
tension between calculability and incalculability, or market value versus social
bonding

Social and interactional practices for disseminating current awareness information in an organisational setting.
Current awareness services are designed to keep users informed about recent developments based around user need profiles. In organisational settings, they may operate through both electronic and social interactions aimed at delivering information that is relevant, pertinent and current. Understanding these interactions can reveal the tensions in current awareness dissemination and help inform ways of making services more effective and efficient. We report an in-depth, observational study of electronic current awareness use within a large London law firm. The study found that selection, re-aggregation and forwarding of information by multiple actors gives rise to a complex sociotechnical distribution network. Knowledge management staff act as a layer of “intelligent filters” sensitive to complex, local information needs; their distribution decisions address multiple situational relevance factors in a situation fraught with information overload and restrictive time-pressures. Their decisions aim to optimise conflicting constraints of recall, precision and information quantity. Critical to this is the use of dynamic profile updates which propagate back through the network through formal and informal social interactions. This supports changes to situational relevance judgements and so allows the network to ‘self-tune’. These findings lead to design requirements, including that systems should support rapid assessment of information items against an individual’s interests; that it should be possible to organise information for different subsequent uses; and that there should be back-propagation from information consumers to providers, to tune the understanding of their information needs
Context-Aware Information Retrieval for Enhanced Situation Awareness
In the coalition forces, users are increasingly challenged with the issues of information overload and correlation of information from heterogeneous sources. Users might need different pieces of information, ranging from information about a single building, to the resolution strategy of a global conflict. Sometimes, the time, location and past history of information access can also shape the information needs of users. Information systems need to help users pull together data from disparate sources according to their expressed needs (as represented by system queries), as well as less specific criteria. Information consumers have varying roles, tasks/missions, goals and agendas, knowledge and background, and personal preferences. These factors can be used to shape both the execution of user queries and the form in which retrieved information is packaged. However, full automation of this daunting information aggregation and customization task is not possible with existing approaches. In this paper we present an infrastructure for context-aware information retrieval to enhance situation awareness. The infrastructure provides each user with a customized, mission-oriented system that gives access to the right information from heterogeneous sources in the context of a particular task, plan and/or mission. The approach lays on five intertwined fundamental concepts, namely Workflow, Context, Ontology, Profile and Information Aggregation. The exploitation of this knowledge, using appropriate domain ontologies, will make it feasible to provide contextual assistance in various ways to the work performed according to a user’s taskrelevant information requirements.
