    Domain-based perceptions of risk:a case study of lay and technical community attitudes towards managed aquifer recharge

    Despite growing water scarcity, communities in many parts of the developed world often reject technically and economically sound options for water augmentation. This paper reports findings from a study investigating risk perceptions associated with a proposed Managed Aquifer Recharge scheme in Australia. Q-Methodology was used to compare decision-making frameworks of lay community and „technical expert‟ participants. Technical expert participants were also asked to approximate the decision-making framework of a „typical‟ community member. The emerging contrasts between lay community frameworks and those approximated by technical experts suggest that there are prevailing yet errant assumptions about lay community attitudes towards new technologies. The findings challenge the characterisation of the lay community and technical experts as being in entrenched opposition with one another

    Is this really a police station? Police department exteriors and judgments of authority, professionalism, and approachability.

    This study examined the relationship between exteriors of police department facilities and participants’ ratings of the buildings’ authority, professionalism, and approachability. After a pilot study, research was conducted with 122 participants who were undergraduate students from a small, liberal arts college in the Northeast. On each of three characteristics (authority, professionalism, and approachability), participants rated 16 color images of police departments located in the United States. The façade ratings for each characteristic were then categorized into factors through factor analyses. There were three factors for authority (Ineffectual, Strong, and Outdated); three for professionalism (Unskilled, Non-traditional, and Governmental); and four for approachability (Uninviting, Accessible, Public, and Impenetrable). The results were compared to participants’ scores on the Right-Wing Authoritarianism Scale (Altemeyer, 1981) and the Social Dominance Orientation scale (Sidanius & Pratto, 1999). Although the primary goal for the study was to determine whether there are consistent responses to police department exteriors, it was hypothesized that the façade ratings would relate to the authoritarianism ratings, with more authoritarian people expected to rate the façades higher in authority. Although this hypothesis was not supported, significant findings were related to gender. Applications to architectural design are discussed

    Integrating modes of policy analysis and strategic management practice : requisite elements and dilemmas

    There is a need to bring methods to bear on public problems that are inclusive, analytic, and quick. This paper describes the efforts of three pairs of academics working from three different though complementary theoretical foundations and intervention backgrounds (i.e., ways of working) who set out together to meet this challenge. Each of the three pairs had conducted dozens of interventions that had been regarded as successful or very successful by the client groups in dealing with complex policy and strategic problems. One approach focused on leadership issues and stakeholders, another on negotiating competitive strategic intent with attention to stakeholder responses, and the third on analysis of feedback ramifications in developing policies. This paper describes the 10 year longitudinal research project designed to address the above challenge. The important outcomes are reported: the requisite elements of a general integrated approach and the enduring puzzles and tensions that arose from seeking to design a wide-ranging multi-method approach

    The Social Epistemology of Consensus and Dissent

    This paper reviews current debates in social epistemology about the relations ‎between ‎knowledge ‎and consensus. These relations are philosophically interesting on their ‎own, but ‎also have ‎practical consequences, as consensus takes an increasingly significant ‎role in ‎informing public ‎decision making. The paper addresses the following questions. ‎When is a ‎consensus attributable to an epistemic community? Under what conditions may ‎we ‎legitimately infer that a consensual view is knowledge-based or otherwise ‎epistemically ‎justified? Should consensus be the aim of scientific inquiry, and if so, what ‎kind of ‎consensus? How should dissent be handled? It is argued that a legitimate inference ‎that a ‎theory is correct from the fact that there is a scientific consensus on it requires taking ‎into ‎consideration both cognitive properties of the theory as well as social properties of ‎the ‎consensus. The last section of the paper reviews computational models of ‎consensus ‎formation.
