    Fifty feet above the wall: cartel drones in the U.S.-Mexico border zone airspace, and what to do about them

    Over the last decade, the U.S. military and homeland security research groups have contemplated the issue of how to counter unmanned drones. Recently, border security agencies responsible for securing the U.S.–Mexico border are having to contend with the emerging threat of Mexico’s drug cartel narcotics-smuggling drones, also known as narco-drones. Narco-drones are an example of cartel innovation for smuggling, among other deviant purposes, that U.S. border security will need a strategy to counter. This study aimed to build on the conceptual framework related to hostile drones in the airspace and specifically to find a strategy that the Department of Homeland Security could pursue to manage the narco-drone problem in the border-zone airspace. The author argues that the Mexican drug cartels adopt innovative drone tactics in response to border security measures or lack thereof, as well as through organizational learning. This thesis concludes that leveraging U.S. military experience, anti-drone doctrine, and detection assets -developed for countering terrorist drones in the war zones of Iraq, Syria, and Afghanistan is an effective strategy for countering narco-drones at the U.S.–Mexico border.http://archive.org/details/fiftyfeetbovewal1094558364Lieutenant, United States NavyApproved for public release; distribution is unlimited

    Counter Unmanned Aircraft Systems Technologies and Operations

    As the quarter-century mark in the 21st Century nears, new aviation-related equipment has come to the forefront, both to help us and to haunt us. (Coutu, 2020) This is particularly the case with unmanned aerial vehicles (UAVs). These vehicles have grown in popularity and accessible to everyone. Of different shapes and sizes, they are widely available for purchase at relatively low prices. They have moved from the backyard recreation status to important tools for the military, intelligence agencies, and corporate organizations. New practical applications such as military equipment and weaponry are announced on a regular basis – globally. (Coutu, 2020) Every country seems to be announcing steps forward in this bludgeoning field. In our successful 2nd edition of Unmanned Aircraft Systems in the Cyber Domain: Protecting USA’s Advanced Air Assets (Nichols, et al., 2019), the authors addressed three factors influencing UAS phenomena. First, unmanned aircraft technology has seen an economic explosion in production, sales, testing, specialized designs, and friendly / hostile usages of deployed UAS / UAVs / Drones. There is a huge global growing market and entrepreneurs know it. Second, hostile use of UAS is on the forefront of DoD defense and offensive planners. They are especially concerned with SWARM behavior. Movies like “Angel has Fallen,” where drones in a SWARM use facial recognition technology to kill USSS agents protecting POTUS, have built the lore of UAS and brought the problem forefront to DHS. Third, UAS technology was exploding. UAS and Counter- UAS developments in navigation, weapons, surveillance, data transfer, fuel cells, stealth, weight distribution, tactics, GPS / GNSS elements, SCADA protections, privacy invasions, terrorist uses, specialized software, and security protocols has exploded. (Nichols, et al., 2019) Our team has followed / tracked joint ventures between military and corporate entities and specialized labs to build UAS countermeasures. As authors, we felt compelled to address at least the edge of some of the new C-UAS developments. It was clear that we would be lucky if we could cover a few of – the more interesting and priority technology updates – all in the UNCLASSIFIED and OPEN sphere. Counter Unmanned Aircraft Systems: Technologies and Operations is the companion textbook to our 2nd edition. The civilian market is interesting and entrepreneurial, but the military and intelligence markets are of concern because the US does NOT lead the pack in C-UAS technologies. China does. China continues to execute its UAS proliferation along the New Silk Road Sea / Land routes (NSRL). It has maintained a 7% growth in military spending each year to support its buildup. (Nichols, et al., 2019) [Chapter 21]. They continue to innovate and have recently improved a solution for UAS flight endurance issues with the development of advanced hydrogen fuel cell. (Nichols, et al., 2019) Reed and Trubetskoy presented a terrifying map of countries in the Middle East with armed drones and their manufacturing origin. Guess who? China. (A.B.     Girt by sea: understanding Australia’s maritime domains in a networked world

    This study aims to provide the background, language and context necessary for an informed understanding of the challenges and dilemmas faced by those responsible for the efficacy of Australia’s maritime domain awareness system. Abstract Against a rapidly changing region dominated by the rise of China, India and, closer to home, Indonesia, Australia’s approaches to understanding its maritime domains will be influenced by strategic factors and diplomatic judgements as well as operational imperatives.  Australia’s alliance relationship with the United States and its relationships with regional neighbours may be expected to have a profound impact on the strength of the information sharing and interoperability regimes on which so much of Australia’s maritime domain awareness depends. The purpose of this paper is twofold.  First, it seeks to explain in plain English some of the principles, concepts and terms that maritime domain awareness practitioners grapple with on a daily basis.  Second, it points to a series of challenges that governments face in deciding how to spend scarce tax dollars to deliver a maritime domain awareness system that is necessary and sufficient for the protection and promotion of Australia’s national interests

    The European maritime area is one of Europe’s most important assets with regard to resources, security and ultimately prosperity of the Member States. A significant part of Europe’s economy relies directly or indirectly on it. It is not just the shipping or fisheries industries and their related activities. It is also shipbuilding and ports, marine equipment and offshore energy, maritime and coastal tourism, aquaculture, submarine telecommunications, blue biotech and the protection of the marine environment. The European maritime area faces several risks and threats posed by unlawful activities, such as drugs trafficking, smuggling, illegal immigration, organised crime and terrorism. Piracy in international waters also constitutes a threat to Europe since it can disrupt the maritime transport chain. These risks and threats can endanger human lives, marine resources and the environment, as well as significantly disrupt the transport chain and global and local security. It is anticipated that these risks and threats will endure in the mid and long run. In order to keep Europe as a world leader in the global maritime economy, an effective integrated/interoperable, sustainable maritime surveillance system and situational awareness are needed. A significant number of unlawful maritime activities, such as illegal immigration, drugs trafficking, smuggling, piracy and terrorism involve mainly small boats, because small boats are faster and more difficult to detect using conventional means. Hence, it is very important to find out the feasibility of using Unmanned Aerial Systems (UAS) for small boat detection, tracking, classification and identification, as well as to study the potential of UAS for maritime surveillance. Since 2010 the EC-JRC has carried out a number of UAS maritime surveillance campaigns to study the potential of UAS for maritime surveillance, in particular for small boat detection.
