    Environmental factors add complexity to the comparison between specific activities or entire entities. Decision making units with an inferior performance are tempted to invoke that their organization is different from the others in the data set. By reinterpreting and extending the metafrontier literature, we propose an all-embracing concept to fully capture the operational environment. We suggest the ‘Group Specific Technical Efficiency’ as a new measure to assess the overall efficiency of a utility while allowing for environmental differences.     The efficiency of education in generating literacy: a stochastic frontier approach

    The growing importance attached to education as a key factor to improve economic performance coupled with the persistent scarcity of resources for education makes it important that skills and literacy are produced efficiently. This paper provides an international comparison of the efficiency of literacy production. We find substantial differences between countries in levels of literacy, differences in literacy between education levels and differences in the efficiency of literacy production. There are some notable differences between more Anglo-Saxon countries and the Continental European countries. The findings suggest that in almost all countries the scope for efficiency improvements in education is large. So even without major increases in (public) funding, improvements in educational outcomes are achievable. We can get better value for the money we spend on education.

    Sensitivity analysis of efficiency rankings to distributional assumptions: applications to Japanese water utilities

    This paper examines the robustness of efficiency score rankings across four distributional assumptions for trans-log stochastic production-frontier models, using data from 1,221 Japanese water utilities (for 2004 and 2005). One-sided error terms considered include the half-normal, truncated normal, exponential, and gamma distributions. Results are compared for homoscedastic and doubly heteroscedastic models, where we also introduce a doubly heteroscedastic variable mean model, and examine the sensitivity of the nested models to a stronger heteroscedasticity correction for the one-sided error component. The results support three conclusions regarding the sensitivity of efficiency rankings to distributional assumptions. When four standard distributional assumptions are applied to a homoscedastic stochastic frontier model, the efficiency rankings are quite consistent. When those assumptions are applied to a doubly heteroscedastic stochastic frontier model, the efficiency rankings are consistent when proper and sufficient arguments for the variance functions are included in the model. When a more general model, like a variable mean model is estimated, efficiency rankings are quite sensitive to heteroscedasticity correction schemes.stochastic production frontier models; Japanese water utilities; heteroscedasticity

    Does water utilities' ownership matter in water pricing policy? An analysis of endogenous and environmental determinants of water tariffs in Italy

    Owing to the growing importance of efficient water management, it has become crucial to understand water utilities' characteristics and the environmental factors affecting water pricing, so as to provide guidance to policy-makers. The analysis of factors influencing water tariffs is a challenging task in a context in which companies providing the service are characterized by different ownership features. Moreover, environmental factors and companies' characteristics may simultaneously influence both the decision to privatize the service and the water tariff level. Using a treatment effects model, where privatization is considered as an endogenous binary treatment variable, this paper analyzes whether and how certain relevant variables affect the tariffs levied by water utilities in Italy. The results show that higher tariffs are set in order to cover a greater amount of investments; furthermore, abundant water availability, measured by the average annual rainfall, significantly reduces prices. The data surprisingly show that tariffs are higher where the income level is lower. Significantly, after accounting for the endogeneity due to the fact that water firms are not randomly distributed between totally publicly or not totally publicly owned, our results seem to suggest that ownership does not influence the tariffs levied by water utilities

    Monetary valuation of unsorted waste: A shadow price approach

    Producción CientíficaImproving the management of municipal solid waste (MSW) is fundamental to promote circular economy and sustainability. Unsorted waste involves negative environmental impacts which often are ignored in economic feasibility studies due to its difficult valuation. In this study the shadow price of unsorted waste using the directional distance function was estimated. This methodological approach also allowed us to compute eco-efficiency scores of a set of municipalities in the provision of MSW services. The empirical application focused on a sample of 119 Chilean municipalities. The results showed that the average shadow price of unsorted waste was 297.66 €/ton which means that the environmental cost of left waste as unsorted was 297.66 € per ton. A regression tree model illustrated that population density, tourism intensity and the generation of waste per capita significantly influenced the shadow price of unsorted waste. Moreover, it was illustrated that Chilean municipalities were very inefficient in the management of MSW since the average eco-efficiency score was 0.272.     Efficiency of water service management alternatives in Spain considering environmental factors

    The main aim of this study is to identify the most efficient forms of management for municipal water supply services, taking into account exogenous factors. The study is based on a sample of 1518 Spanish municipalities, all with 1000 to 50,000 inhabitants, for the year 2019. The study method consists of analysing order-m partial frontiers subjected to environmental factors.     A linear programming approach to efficiency evaluation in nonconvex metatechnologies

    The notions of metatechnology and metafrontier arise in applications of data envelopment analysis (DEA) in which decision making units (DMUs) are not sufficiently homogeneous to be considered as operating in the same technology. In this case, DMUs are partitioned into different groups, each operating in the same technology. In contrast, the metatechnology includes all DMUs and represents all production possibilities that can in principle be achieved in different production environments. Often, the metatechnology cannot be assumed to be a convex set. In such cases benchmarking a DMU against the common metafrontier requires implementing either an enumeration algorithm and solving a linear program at each of its steps, or solving an equivalent mixed integer linear program. In this paper we show that the same task can be accomplished by solving a single linear program. We also show that its dual can be used for the returns-to-scale characterization of efficient DMUs on the metafrontier
