A Hybrid Modelling Framework for Real-time Decision-support for Urgent and Emergency Healthcare

In healthcare, opportunities to use real-time data to support quick and effective decision-making are expanding rapidly, as data increases in volume, velocity and variety. In parallel, the need for short-term decision-support to improve system resilience is increasingly relevant, with the recent COVID-19 crisis underlining the pressure that our healthcare services are under to deliver safe, effective, quality care in the face of rapidly-shifting parameters. A real-time hybrid model (HM) which combines real-time data, predictions, and simulation, has the potential to support short-term decision-making in healthcare. Considering decision-making as a consequence of situation awareness focuses the HM on what information is needed where, when, how, and by whom with a view toward sustained implementation. However the articulation between real-time decision-support tools and a sociotechnical approach to their development and implementation is currently lacking in the literature. Having identified the need for a conceptual framework to support the development of real-time HMs for short-term decision-support, this research proposed and tested the Integrated Hybrid Analytics Framework (IHAF) through an examination of the stages of a Design Science methodology and insights from the literature examining decision-making in dynamic, sociotechnical systems, data analytics, and simulation. Informed by IHAF, a HM was developed using real-time Emergency Department data, time-series forecasting, and discrete-event simulation. The application started with patient questionnaires to support problem definition and to act as a formative evaluation, and was subsequently evaluated using staff interviews. Evaluation of the application found multiple examples where the objectives of people or sub-systems are not aligned, resulting in inefficiencies and other quality problems, which are characteristic of complex adaptive sociotechnical systems. Synthesis of the literature, the formative evaluation, and the final evaluation found significant themes which can act as antecedents or evaluation criteria for future real-time HM studies in sociotechnical systems, in particular in healthcare. The generic utility of IHAF is emphasised for supporting future applications in similar domains

Human Computer Interaction and Emerging Technologies

The INTERACT Conferences are an important platform for researchers and practitioners in the field of human-computer interaction (HCI) to showcase their work. They are organised biennially by the International Federation for Information Processing (IFIP) Technical Committee on Human–Computer Interaction (IFIP TC13), an international committee of 30 member national societies and nine Working Groups. INTERACT is truly international in its spirit and has attracted researchers from several countries and cultures. With an emphasis on inclusiveness, it works to lower the barriers that prevent people in developing countries from participating in conferences. As a multidisciplinary field, HCI requires interaction and discussion among diverse people with different interests and backgrounds. The 17th IFIP TC13 International Conference on Human-Computer Interaction (INTERACT 2019) took place during 2-6 September 2019 in Paphos, Cyprus. The conference was held at the Coral Beach Hotel Resort, and was co-sponsored by the Cyprus University of Technology and Tallinn University, in cooperation with ACM and ACM SIGCHI. This volume contains the Adjunct Proceedings to the 17th INTERACT Conference, comprising a series of selected papers from workshops, the Student Design Consortium and the Doctoral Consortium. The volume follows the INTERACT conference tradition of submitting adjunct papers after the main publication deadline, to be published by a University Press with a connection to the conference itself. Are algorithms ruling the world today? Is artificial intelligence making life-and-death decisions? Are social media companies able to manipulate elections? As we are confronted with public and academic anxieties about unprecedented changes, this book offers a different analytical prism to investigate these transformations as more mundane and fraught. Aradau and Blanke develop conceptual and methodological tools to understand how algorithmic operations shape the government of self and other. While disperse and messy, these operations are held together by an ascendant algorithmic reason. Through a global perspective on algorithmic operations, the book helps us understand how algorithmic reason redraws boundaries and reconfigures differences. The book explores the emergence of algorithmic reason through rationalities, materializations, and interventions. It traces how algorithmic rationalities of decomposition, recomposition, and partitioning are materialized in the construction of dangerous others, the power of platforms, and the production of economic value. The book shows how political interventions to make algorithms governable encounter friction, refusal, and resistance. The theoretical perspective on algorithmic reason is developed through qualitative and digital methods to investigate scenes and controversies that range from mass surveillance and the Cambridge Analytica scandal in the UK to predictive policing in the US, and from the use of facial recognition in China and drone targeting in Pakistan to the regulation of hate speech in Germany. Patriarcado digital : retención del talento femenino en el sector TIC

La brecha de género tecnológico tiene importantes consecuencias sociales desde el punto de vista del empleo futuro y del diseño de una sociedad androcéntrica sin perspectiva de género. La investigación se centra en identificar las barreras de carácter más sutil a la presencia femenina en los entornos tecnológicos corporativos a través del análisis del marco teórico existente y, especialmente, desde el punto de vista de las autoras Rosabeth M. Kanter, desde la teoría de comportamiento organizacional, y Judy Wajcman, desde la teoría feminista. El estudio se complementa con un análisis cualitativo basado en entrevistas con mujeres del sector TIC en España. The technological gender gap has important social consequences from the point of view of future employment and the design of an androcentric society without a gender perspective. The research focuses on identifying the underlying barriers to female presence in technological corporations through the analysis of the existing theoretical framework and, especially, from the pointof view of Rosabeth M. Kanter, from the theory of organizational behaviour perspective, and Judy Wajcman, from the feminist theory perspective. The thesis is complemented by a field work, where results are contextualized to the Spanish ICT sector through a qualitative analysis based on interviews with a sample of ICT women workers. The role of radio frequency identification (RFID) in improving the supply chain performance of small and medium construction companies in Australia and enhancing their competitiveness in the marketplace

Radio Frequency Identification (RFID) is being utilised more in Information Technology due to its features and capability that assist in enhancing productivity, efficiency in improving supply chain systems, and minimising cost. It is predicted to provide several advantages for both public and government organisations. RFID can increase the consistency and scalability of IT systems that permit organisations such as regional governments to focus their attention on their key business functions, including strategy formulation and adaptation. Limited studies have been conducted on the implementation of RFID in the construction industry to develop supply chain systems to improve performance. Moreover, there is an absence of exploratory research and studies that offer a comprehensive and holistic examination of the factors that impact the implementation of RFID. To date, there is also an absence of empirical studies regarding the factors that impact the employment of RFID in Australian SMEs in the construction industry. This research examines the adoption and use of information communication technologies, in particular RFID technology, for improving the performance of supply chain management systems in SME construction companies in Australia. The research objectives are to analyse the state of supply chain management systems in SME construction companies in Australia; and the potential of RFID technologies in helping to overcome the problems and challenges facing these companies. This research identifies the factors that are expected to impact its implementation and ascertains the factors that are essential for management to focus on when planning to implement RFID. These factors include emerging policies for adoption of RFID, expected advantages of implementation of RFID, along with highlighting the challenges and issues created by the adoption of RFID. The research model adopts a combination of three theories derived from the literature, namely, Diffusion of Innovation Theory, the Technology Organisation-Environment (Stoekel and Quirke) framework, and the Actor Network theory. This study aims to enhance knowledge about how information communication technology can play a role in improving supply chain performance, and how to optimise the use of supply chains to improve the performance of these businesses. A quantitative approach is used in this study to identify the key themes and constructs in a comprehensive survey of IT decision-makers within SME construction companies in Australia. The intention of this research is also to increase knowledge regarding factors that impact decision-making regarding the adoption of RFID within SME construction companies based in Australia. The research method used for the research is quantitative. As an in-depth study, this empirical study has involved IT managers in Australian-based SME construction companies and their employees‟ interaction with RFID suppliers. Through this, the study achieves the aim of providing in-depth insights into those factors that are perceived most likely to influence their employment of RFID; and identifying all vital factors on which to focus when planning to implement RFID, including the emerging legal setting that influences RFID implementation, expected merits of RFID implementation; and problems and issues that face SMEs when deciding to employ RFID. The study was conducted among 297 IT employees from 47 SMEs in the construction sector and RFID suppliers to conclude the outcomes of the exploratory stage. Factors such as compatibility, complexity, cost, security concerns, size of the firm, and expected advantages from the adoption of RFID are examined. The results and conclusion of the research can be used for firms‟ decision-making on whether to invest or not in the adoption of RFID

Front-Line Physicians' Satisfaction with Information Systems in Hospitals

Day-to-day operations management in hospital units is difficult due to continuously varying situations, several actors involved and a vast number of information systems in use. The aim of this study was to describe front-line physicians' satisfaction with existing information systems needed to support the day-to-day operations management in hospitals. A cross-sectional survey was used and data chosen with stratified random sampling were collected in nine hospitals. Data were analyzed with descriptive and inferential statistical methods. The response rate was 65 % (n = 111). The physicians reported that information systems support their decision making to some extent, but they do not improve access to information nor are they tailored for physicians. The respondents also reported that they need to use several information systems to support decision making and that they would prefer one information system to access important information. Improved information access would better support physicians' decision making and has the potential to improve the quality of decisions and speed up the decision making process.Peer reviewe
