    Network governance and climate change adaptation: collaborative responses to the Queensland floods

    Abstract This research examines ways to build adaptive capacity to climate change, through a case study of organisations that participated in the response to Queensland’s major flood disaster in Queensland in 2010/11. The research applied a network governance approach, including social network analysis and qualitative investigations, to the communities of Rockhampton, Emerald and Brisbane. The study was designed to compare social networks across a range of different geographical; functional; and institutional and regulatory contexts.Primary data were obtained from organisations involved in disaster management and water management, through a telephone survey conducted March – September 2012. The network analyses examined collaboration and communication patterns; changes in the network structure from routine management to flood operations; similarities and differences between the geographic regions, and whether collaboration was correlated with trust. A cultural values analysis was then performed to identify the key values of the network actors in each region. Two workshops were conducted in Rockhampton and Brisbane to disseminate the findings to stakeholders, as well as to obtain feedback through group activities.A total of 63 organisations participated in the study. As the network analyses and visualisations indicated that the Rockhampton and Emerald networks were tightly interconnected, a single ‘Central Queensland’ (CQ) network was used for all subsequent analyses. In both Brisbane and CQ, slightly higher levels of collaboration amongst organisations were recorded during flood periods compared with routine operations; and organisations tended to provide, as well as receive, information and/or resources from their collaborators. Overall, both networks appeared to feature high trust, with only a low level of difficult ties (problematic relationships) being reported.The cultural analyses identified patterns of common values amongst participating organisations. In Brisbane, respondents placed a high value on shared information systems and resources; shared communication and language; as well as on collaboration and flexibility. In the CQ network, there was a greater emphasis on local solutions, community wellbeing and longitudinal issues (such as post-disaster supply chains for recovery). The workshop activities suggested that the current structure of Local Disaster Management Groups was heavily influential on broader network participation; and that defining an ‘effective’ disaster response was a complex issue.This study has demonstrated that a network governance approach can provide new ways of understanding the core elements of adaptive capacity, in areas such as enablers and barriers to adaptation, and translating capacity into adaptation. The key implications for policy and practice include the need for stakeholders to drive adaptation to climate change through collaboration and communication; the need for stakeholders to share a common goal and language; the need for better engagement with community, diversity and Indigenous organisations; the need to establish collaboration outside of disaster events; and the need for network governance systems to play an important role in helping to facilitate climate change adaptation.     The purpose of this paper is to identify the main opportunities and limitations of corporate social responsibility (CSR). The survey was defined with the aim to involve the highest possible number of relevant CSR topics and give the issue a more wholesome perspective. It provides a basis for further comprehension and deeper analyses of specific CSR areas. The conditions determining the success of CSR in Romania have been defined in the paper on the basis of the previously cumulative knowledge as well as the results of various researches.     Web Based Organizing and the Management of Human Resources

    The paper focuses on the consequences of web-based business-to-business transactions in medium and large old economy companies in particular and discusses the implications for HRM and HR professionals. Medium and large old economy companies can be involved in transactions within the new economy in different ways. First of all the paper gives an overview of the striking characteristics that distinguish web-based transactions from more traditional transactions. The paper continues with an overview of the different ways in which old economy companies are attempting to integrate elements of web-based organizing into their current business and the implications of it for human resources management. Three different ways of integration are distinguished:-Seeing the Net as an extension of normal market channels for buying and selling.-Using the Net to expand and improve current co-makership relationships amongst key suppliers (section 4).-Totally re-thinking business models before deciding on e-commerce strategy and practice, which implies desegregation and organizational revolution.     XML content warehousing: Improving sociological studies of mailing lists and web data

    In this paper, we present the guidelines for an XML-based approach for the sociological study of Web data such as the analysis of mailing lists or databases available online. The use of an XML warehouse is a flexible solution for storing and processing this kind of data. We propose an implemented solution and show possible applications with our case study of profiles of experts involved in W3C standard-setting activity. We illustrate the sociological use of semi-structured databases by presenting our XML Schema for mailing-list warehousing. An XML Schema allows many adjunctions or crossings of data sources, without modifying existing data sets, while allowing possible structural evolution. We also show that the existence of hidden data implies increased complexity for traditional SQL users. XML content warehousing allows altogether exhaustive warehousing and recursive queries through contents, with far less dependence on the initial storage. We finally present the possibility of exporting the data stored in the warehouse to commonly-used advanced software devoted to sociological analysis

    The relationship between employer and worker is not only obligatory but above all, as Sinzheimer said, a ‘relationship of power’. In the Digital Age this statement is confirmed by the massive introduction of ICT in most of the companies that increase, in practice, employer’s supervisory powers. This is a worrying issue for two reasons: on one hand, ICT emerge as a new way to weaken the effectiveness of fundamental rights and the right to dignity of workers; and, on the other hand, Spanish legal system does not offer appropriate solutions to ensure that efficacy. Moreover, in a scenario characterized by a hybridization of legal systems models –in which traditional hard law methods are combined with soft law and self regulation instruments–, the role of our case law has become very important in this issue. Nevertheless, despite the increase of judicialization undergone, solutions offered by Courts are so different that do not give enough legal certainty. Facing this situation, I suggest a methodological approach –using Alchourron and Bulygin’s normative systems theory and Alexy’s fundamental rights theory– which can open new spaces of decision to legal operators in order to solve properly these problems. This proposal can allow setting a policy that guarantees fundamental rights of workers, deepening their human freedom in companies from the Esping-Andersen’s de-commodification perspective.     Incentives for Municipal Planning towards Citizen-centric Public e-Government - Swedish empirics

    This paper offers critical aspects on this ongoing development within the Swedish municipalities with the strategic use of ICT , for the purpose to create a digital government and to making public administration more citizen-oriented, efficient, and responsive to the needs of the public. It aims to discuss incentives for local planning towards citizen-centric public e-government based on lessons and critical aspects learned from case studies of the implementation of public contact center implementation within Swedish municipalities. A recent Swedish governmental action plan stresses the importance of using ICT in order to effectively develop the Swedish public administration with the aim to ñ€make it as simple as possible for as many as possibleñ€ leading to improved accessibility for the citizens. This has led to that more and more public contact centers have been established in Swedish municipalities. The action plan also stresses that the needs of the users, i.e. the citizens, always should be the starting-point of e-service development. However, there are groups of citizens, even in the mature information society of Sweden, who are excluded from having access to computers and the Internet and do not have the competence to use them. They have difficulties or do not feel comfortable with this way of handling public services - the digital divide dilemma. Therefore there are methodological as well as democratic challenges when identifying the needs of the complex diversity of different citizen groups who require different types of services from the municipality. The final part of the paper addresses the issue of a tentative framework for identifying the needs of the public e-services to support decision-making and service improvement for the planning of municipal e-governance aiming at sustainable planning for the local municipalities’ future e-government.

    Clinical handover within the emergency care pathway and the potential risks of clinical handover failure (ECHO) : primary research

    Background and objectives: Handover and communication failures are a recognised threat to patient safety. Handover in emergency care is a particularly vulnerable activity owing to the high-risk context and overcrowded conditions. In addition, handover frequently takes place across the boundaries of organisations that have different goals and motivations, and that exhibit different local cultures and behaviours. This study aimed to explore the risks associated with handover failure in the emergency care pathway, and to identify organisational factors that impact on the quality of handover. Methods: Three NHS emergency care pathways were studied. The study used a qualitative design. Risks were explored in nine focus group-based risk analysis sessions using failure mode and effects analysis (FMEA). A total of 270 handovers between ambulance and the emergency department (ED), and the ED and acute medicine were audio-recorded, transcribed and analysed using conversation analysis. Organisational factors were explored through thematic analysis of semistructured interviews with a purposive convenience sample of 39 staff across the three pathways. Results: Handover can serve different functions, such as management of capacity and demand, transfer of responsibility and delegation of aspects of care, communication of different types of information, and the prioritisation of patients or highlighting of specific aspects of their care. Many of the identified handover failure modes are linked causally to capacity and patient flow issues. Across the sites, resuscitation handovers lasted between 38 seconds and 4 minutes, handovers for patients with major injuries lasted between 30 seconds and 6 minutes, and referrals to acute medicine lasted between 1 minute and approximately 7 minutes. Only between 1.5% and 5% of handover communication content related to the communication of social issues. Interview participants described a range of tensions inherent in handover that require dynamic trade-offs. These are related to documentation, the verbal communication, the transfer of responsibility and the different goals and motivations that a handover may serve. Participants also described the management of flow of patients and of information across organisational boundaries as one of the most important factors influencing the quality of handover. This includes management of patient flows in and out of departments, the influence of time-related performance targets, and the collaboration between organisations and departments. The two themes are related. The management of patient flow influences the way trade-offs around inner tensions are made, and, on the other hand, one of the goals of handover is ensuring adequate management of patient flows. Conclusions: The research findings suggest that handover should be understood as a sociotechnical activity embedded in clinical and organisational practice. Capacity, patient flow and national targets, and the quality of handover are intricately related, and should be addressed together. Improvement efforts should focus on providing practitioners with flexibility to make trade-offs in order to resolve tensions inherent in handover. Collaborative holistic system analysis and greater cultural awareness and collaboration across organisations should be pursued
