    The effectiveness of IF-MADM (intuitionistic-fuzzy multi-attribute decision-making) for group decisions: methods and an empirical assessment for the selection of a senior centre

    This study determines the effectiveness of intuitionistic-fuzzy multi-attribute decision-making (IF-MADM) for making group decisions in practice. The effectiveness of the method is measured in terms of four dimensions: applicability, efficacy, efficiency and informativeness. To measure the efficacy, an IF-MADM model that has been recently proposed, AHP and the TOPSIS approach, which are compensatory models for group MADM, are used to model and solve the same collective decision. Using non-parametric statistical tests for data analytics, a ‘similarity confirmation method’ is proposed for a pair-wise test. This is to determine whether the score vectors are similar. Score vectors are used to determine the final ordinal ranks and whose scales differ greatly for different MADM methods. Since the latter two MADM models are both trustworthy with a known range of applications, any similarity in the results verifies the efficacy of IF-MADM. Using this process, the applicability of IF-MADM modelling is demonstrated. The efficiency and informativeness are also benchmarked and justified in terms of the model’s ability to produce a more informed decision. These results are of interest to practitioners for the selection and application of MADM models. Finally, the selection of a senior centre, which is a real group decision problem, is used to illustrate these. This extends the empirical application of IF-MADM, as relatively few studies practically compare issues for IF-MADM with those for other MADM models. The study also supports a rarely studied non-clinical healthcare decision that is relevant because there are many aging societies

    Multiple Attribute Decision Making Based on Cross-Evaluation with Uncertain Decision Parameters

    Multiple attribute decision making (MADM) problem is one of the most common and popular research fields in the theory of decision science. A variety of methods have been proposed to deal with such problems. Nevertheless, many of them assumed that attribute weights are determined by different types of additional preference information which will result in subjective decision making. In order to solve such problems, in this paper, we propose a novel MADM approach based on cross-evaluation with uncertain parameters. Specifically, the proposed approach assumes that all attribute weights are uncertain. It can overcome the drawback in prior research that the alternatives’ ranking may be determined by a single attribute with an overestimated weight. In addition, the proposed method can also balance the mean and deviation of each alternative’s cross-evaluation score to guarantee the stability of evaluation. Then, this method is extended to a more generalized situation where the attribute values are also uncertain. Finally, we illustrate the applicability of the proposed method by revisiting two reported studies and by a case study on the selection of community service companies in the city of Hefei in China

    COVID-19 crisis and resilience of tourism SME’s: a focus on policy responses

    the resilience of small and medium-sized tourism enterprises during crisis periods. Proper selection and implementation of these policies is one of the major challenges facing tourism policy makers. The aim of this article is to propose a systematic framework for selecting government supportive policies that contribute effectively to resilience improvements of tourism SMEs during the COVID-19 disaster. After reading the international reports of the COVID-19 disaster carefully and using similar research findings in past disasters as the preliminary stage of framework development, a comprehensive list of country-based recovery policy responses as well as the critical success factors (CSFs) of tourism SMEs in the crisis recovery phase was extracted and then finalized in an expert-oriented process. In the next stage, the Z-SWARA was applied to weigh the CSFs. Then, four Z-MADM methods were implemented to rank the alternatives, and finally, the results were compounded with BORDA technique. The results of implementing the proposed framework in Iran’s tourism industry show that Disaster management planning capability, as well as Marketing management are the most important CSFs. Also, financial support including direct lending and grants and subsidies to SMEs have been identified as the most effective governments’ supportive policies to recover tourism SMEs in the post-disaster phase.     Most real-world search and optimization problems naturally involve multiple criteria as objectives. Generally, symmetry, asymmetry, and anti-symmetry are basic characteristics of binary relationships used when modeling optimization problems. Moreover, the notion of symmetry has appeared in many articles about uncertainty theories that are employed in multi-criteria problems. Different solutions may produce trade-offs (conflicting scenarios) among different objectives. A better solution with respect to one objective may compromise other objectives. There are various factors that need to be considered to address the problems in multidisciplinary research, which is critical for the overall sustainability of human development and activity. In this regard, in recent decades, decision-making theory has been the subject of intense research activities due to its wide applications in different areas. The decision-making theory approach has become an important means to provide real-time solutions to uncertainty problems. Theories such as probability theory, fuzzy set theory, type-2 fuzzy set theory, rough set, and uncertainty theory, available in the existing literature, deal with such uncertainties. Nevertheless, the uncertain multi-criteria characteristics in such problems have not yet been explored in depth, and there is much left to be achieved in this direction. Hence, different mathematical models of real-life multi-criteria optimization problems can be developed in various uncertain frameworks with special emphasis on optimization problems
