    Measuring Technical Efficiency of Dairy Farms with Imprecise Data: A Fuzzy Data Envelopment Analysis Approach

    This article integrates fuzzy set theory in Data Envelopment Analysis (DEA) framework to compute technical efficiency scores when input and output data are imprecise. The underlying assumption in convectional DEA is that inputs and outputs data are measured with precision. However, production agriculture takes place in an uncertain environment and, in some situations, input and output data may be imprecise. We present an approach of measuring efficiency when data is known to lie within specified intervals and empirically illustrate this approach using a group of 34 dairy producers in Pennsylvania.     Priority Events Determination For The Risk-oriented Management Of Electric Power System

    The task of risk-oriented management of the electric power system in conditions of multi-criteria choice is considered. To determine the most effective measures, the implementation of which will reduce the magnitude of the risk of an emergency situation, multi-criteria analysis methods are applied. A comparative analysis of the multi-criteria alternative (ELECTRE) ranking method based on utility theory and the Pareto method, which defines a subset of non-dominant alternatives, is carried out. The Pareto method uses in its algorithm only qualitative characteristics of the advantage and allows only to distinguish a group of competitive solutions with the same degrees of non-dominance. Given the large number of evaluation criteria, the Pareto method is ineffective because the resulting subset of activities is in the field of effective trade-offs, when no element of the set of measures can be improved without degrading at least one of the other elements. The ELECTRE method is a pairwise comparison of multi-criteria alternatives based on utility theory. This method allows to identify a subset of the most effective activities. The number of elements of the resultant subset is regulated by taking into account the coefficients of importance of optimization criteria and expert preferences

    Devolution as a means to adequate social safety nets?

    Decentralisation is invariably among the recommendations that international organisations such as the World Bank make for an enhancement of social provisions, and particularly a better targeting of social assistance regimes, in Eastern and Central Europe. However, theoretical literature as wel as empirical research suggests that decentralisation is not by defintion a panacea, especially when it concerns the transfers of competencies in the matter of social protection systems. It is true that there are arguments to promote redistributive activity at lower levels of government but whith regard to policies aimed at redistribution and reducing poverty (and welfare generosity) the assumption that redistribution is best organised at the central level is rather dominant. Fundamental constraints on redistribution by lower level governments would -according to this line of reasoning- facilitate a 'race to the bottom'. This paper investigates the relationship between the generosity of social assistance benefits and several dimensions of decentralisation (the administration, decision-making and funding of social assistance schemes) at two levels of government (the substate and the local level) in 21 OECD countries by means of a fuzzy set analysis. The results indicate that social asssitance benefits are more adequate in countries where the decision-making, funding and administration of social assistance schemes is controlled by the central government and in countries where central or substate governments set the basic social assistance rates and housing benefits while sharing funding liabilities with the local government level. When Central and Eastern European countries opt for decentralisation as an instrument of poverty alleviation – through a better targeting of benefits -, prudence is called for the fact that there might be a trade-off between the transfer of competencies to lowel levels of government and the generosity of welfare programmes.decentralization; devolution; social policy; social assistance; Europe; OECD; Fuzzy Set; social welfare; race to the bottom; federalism

    This paper considers supply decisions by firms in a dynamic setting with adjustment costs and compares the behavior of an optimal control model to that of a rule-based system which relaxes the assumption that agents are explicit optimizers. In our approach, the economic agent uses believably simple rules in coping with complex situations. We estimate rules using an artificially generated sample obtained by running repeated simulations of a dynamic optimal control model of a firm's hiring/firing decisions. We show that (i) agents using heuristics can behave as if they were seeking rationally to maximize their dynamic returns; (ii) the approach requires fewer behavioral assumptions relative to dynamic optimization and the assumptions made are based on economically intuitive theoretical results linking rule adoption to uncertainty; (iii) the approach delineates the domain of applicability of maximization hypotheses and describes the behavior of agents in situations of economic disequilibrium. The approach adopted uses concepts from fuzzy control theory. An agent, instead of optimizing, follows Fuzzy Associative Memory (FAM) rules which, given input and output data, can be estimated and used to approximate any non-linear dynamic process. Empirical results indicate that the fuzzy rule-based system performs extremely well in approximating optimal dynamic behavior in situations with limited noise.Decision-making. ,econometric models ,TMD ,

    Robust optimization in data envelopment analysis: extended theory and applications.

    Performance evaluation of decision-making units (DMUs) via the data envelopment analysis (DEA) is confronted with multi-conflicting objectives, complex alternatives and significant uncertainties. Visualizing the risk of uncertainties in the data used in the evaluation process is crucial to understanding the need for cutting edge solution techniques to organizational decisions. A greater management concern is to have techniques and practical models that can evaluate their operations and make decisions that are not only optimal but also consistent with the changing environment. Motivated by the myriad need to mitigate the risk of uncertainties in performance evaluations, this thesis focuses on finding robust and flexible evaluation strategies to the ranking and classification of DMUs. It studies performance measurement with the DEA tool and addresses the uncertainties in data via the robust optimization technique. The thesis develops new models in robust data envelopment analysis with applications to management science, which are pursued in four research thrust. In the first thrust, a robust counterpart optimization with nonnegative decision variables is proposed which is then used to formulate new budget of uncertainty-based robust DEA models. The proposed model is shown to save the computational cost for robust optimization solutions to operations research problems involving only positive decision variables. The second research thrust studies the duality relations of models within the worst-case and best-case approach in the input \u2013 output orientation framework. A key contribution is the design of a classification scheme that utilizes the conservativeness and the risk preference of the decision maker. In the third thrust, a new robust DEA model based on ellipsoidal uncertainty sets is proposed which is further extended to the additive model and compared with imprecise additive models. The final thrust study the modelling techniques including goal programming, robust optimization and data envelopment to a transportation problem where the concern is on the efficiency of the transport network, uncertainties in the demand and supply of goods and a compromising solution to multiple conflicting objectives of the decision maker. Several numerical examples and real-world applications are made to explore and demonstrate the applicability of the developed models and their essence to management decisions. Applications such as the robust evaluation of banking efficiency in Europe and in particular Germany and Italy are made. Considering the proposed models and their applications, efficiency analysis explored in this research will correspond to the practical framework of industrial and organizational decision making and will further advance the course of robust management decisions

    Carbon efficiency evaluation:an analytical framework using fuzzy DEA

    Data Envelopment Analysis (DEA) is a powerful analytical technique for measuring the relative efficiency of alternatives based on their inputs and outputs. The alternatives can be in the form of countries who attempt to enhance their productivity and environmental efficiencies concurrently. However, when desirable outputs such as productivity increases, undesirable outputs increase as well (e.g. carbon emissions), thus making the performance evaluation questionable. In addition, traditional environmental efficiency has been typically measured by crisp input and output (desirable and undesirable). However, the input and output data, such as CO2 emissions, in real-world evaluation problems are often imprecise or ambiguous. This paper proposes a DEA-based framework where the input and output data are characterized by symmetrical and asymmetrical fuzzy numbers. The proposed method allows the environmental evaluation to be assessed at different levels of certainty. The validity of the proposed model has been tested and its usefulness is illustrated using two numerical examples. An application of energy efficiency among 23 European Union (EU) member countries is further presented to show the applicability and efficacy of the proposed approach under asymmetric fuzzy numbers

    Water Resources Decision Making Under Uncertainty

    Uncertainty is in part about variability in relation to the physical characteristics of water resources systems. But uncertainty is also about ambiguity (Simonovic, 2009). Both variability and ambiguity are associated with a lack of clarity because of the behaviour of all system components, a lack of data, a lack of detail, a lack of structure to consider water resources management problems, working and framing assumptions being used to consider the problems, known and unknown sources of bias, and ignorance about how much effort it is worth expending to clarify the management situation. Climate change, addressed in this research project (CFCAS, 2008), is another important source of uncertainty that contributes to the variability in the input variables for water resources management. This report presents a set of examples that illustrate (a) probabilistic and (b) fuzzy set approaches for solving various water resources management problems. The main goal of this report is to demonstrate how information provided to water resources decision makers can be improved by using the tools that incorporate risk and uncertainty. The uncertainty associated with water resources decision making problems is quantified using probabilistic and fuzzy set approaches. A set of selected examples are presented to illustrate the application of probabilistic and fuzzy simulation, optimization, and multi-objective analysis to water resources design, planning and operations. Selected examples include dike design, sewer pipe design, optimal operations of a single purpose reservoir, and planning of a multi-purpose reservoir system.
