BlogForever D3.3: Development of the Digital Rights Management Policy
This report presents a set of recommended practices and approaches that a future BlogForever repository can use to develop a digital rights management policy. The report outlines core legal aspects of digital rights that might need consideration in developing policies, and what the challenges are, in particular, in relation to web archives and blog archives. These issues are discussed in the context of the digital information life cycle and steps that might be taken within the workflow of the BlogForever platform to facilitate the gathering and management of digital rights information. Further, the reports on interviews with experts in the field highlight current perspectives on rights management and provide empirical support for the recommendations that have been put forward

Pending U.S. and EU Free Trade Agreements with South Korea: Possible Implications for Automobile and Other Manufacturing Industries
[Excerpt] South Korea has negotiated free trade agreements (FTAs) with the United States and the European Union (EU), but neither agreement has yet been approved. The U.S. Congress must approve the United States and South Korea free trade agreement (KORUS FTA) and the European Parliament must vote on the European Union and South Korea free trade agreement (KOREU FTA) before the FTAs can take effect. If the FTAs are ratified, it is possible there could be a “first mover” advantage for either the United States or the European Union, depending on which FTA is approved first. Some argue that both agreements have shortcomings and should not be approved.
This report provides U.S. lawmakers with a comparison of the manufacturing components in the KORUS and KOREU FTAs. Congressional interest in an FTA between the European Union and South Korea mostly centers on those U.S. industries competing with European industrial sectors, especially motor vehicles. The two pending FTAs raise questions about what it could mean for U.S. manufacturers if the United States takes longer, or fails altogether, to implement the KORUS FTA, while the European Union and South Korea possibly move ahead to approve and implement their outstanding FTA. In such a case, the possibility exists that the removal of tariff and nontariff barriers between the European Union and South Korean markets could result in U.S. manufacturers losing South Korean market share to European competitors. On balance, most U.S. and European manufacturing sectors, with some auto manufacturers in particular among notable dissenters, argue that the pending FTAs will be beneficial and are largely supportive. On the other side, labor unions in the United States and the European Union are considerably more skeptical, claiming that South Korean companies could be the biggest beneficiaries, since they could gain even greater access to the significantly larger U.S. and EU markets. Labor union leaders say the FTA will result in further job losses as their respective manufacturing workforces compete for market share with competitive South Korean manufacturers in their own domestic markets
A study on ways to strengthen the skills in media and information literacy education of librarians dispatched to developing countries through the Delphi method
Advances in technology and communication have brought various opportunities, conveniences, and benefits to human society. With the development of information and
communication technology around the world, people can connect with each other in real time, regardless of location. Globalization is also accelerating the movement of people and goods. By making the flow of people, capital, information, and goods relatively free from border restrictions, globalization and informatization have fundamentally changed
education. The educational paradigm is shifting in various directions. First, the role of non-formal education has become more prominent as education centered on knowledge acquisition, which was appropriate in the era of the Industrial Revolution, has transformed to a pattern in which learners mostly learn on their own. Second, governments and international organizations including the United Nations Educational, Scientific and Cultural Organization (UNESCO) have been stressing that the acquisition and use of information and communication technology (ICT) is an essential condition for people to lead prosperous lives. Third, education policies and curricula developed by countries, which used to target only the domestic education system, are now beginning to address the effects of globalization on education, global citizenship, and digital citizenship.
Along with this paradigm shift, the role of the library, which has traditionally been the center of education, society, and culture in the local community, is expanding. Libraries are representative non-formal educational institutions and local cultural venues that provide information, education, and culture services to their users. The composition and needs of libraries vary from country to country. Many developing countries has a history of colonial rule, and as their network infrastructure transforms in a leapfrogging manner directly into wireless internet, they suffer from the rapid widening of inequality in education and access to information. The purpose of this study is to understand the general impacts of this trend and to suggest ways to improve the media information literacy (MIL) competencies of residents in developing countries through the educational role that librarians can play, especially through librarians dispatched to developing countries. To this end, the relationship between library official development assistance (ODA), education in international development cooperation, and library MIL education were VI examined, and existing approaches for strengthening MIL education competency were analyzed through a literature review. In addition, the contents of current library MIL education were derived by analyzing government materials and summarizing the tasks
requested for dispatched librarians to developing countries. After that, in-depth interviews were conducted with librarians dispatched to libraries in developing countries to understand the status of librarians’ work and library education programs in developing countries. In addition, through a Delphi survey with various experts, such as teachers who performed MILeducation, professors specializing in MIL, public officers, training experts in developing countries, and dispatched librarians, a few suggestions on ways to strengthen the competencies of librarians in developing countries for MIL were obtained. The study found that major factors hindering the strengthening of MIL education
competencies in libraries in developing countries include the lack of professional human resources to carry out library ODA projects, understanding in ODA in the library field, and publicity for libraries’ role in sustainable education. There is also a need in developing MIL training materials and teaching methods. In conclusion, to build dispatched librarians’ MIL education knowledge and skills, it is necessary to conduct more research on the MIL education function of libraries and librarians and develop corresponding teaching methods and textbooks. In addition, various forms of MIL education training should be provided to dispatched librarians to enable them to work together consistently and continuously. Understanding the situation of recipient countries and organizations, their cultural environment, conditions, and customs, and their MIL environment are critical for the effective dispatch of librarians. To support smooth and sustainable education through libraries in the future, the need for building productive collaborative partnerships with various institutions is stressed. Among the functions that dispatched librarians perform in libraries in developing countries, improving users’ MIL competencies, providing information access rights, and supporting users’ non-formal learning are important roles that modern society requires libraries to perform. In addition, non-formal education is the most suitable form of education for MIL education, and MIL is a fundamental competency in modern society. If dispatched librarians and librarians in recipient countries can cooperate organically through activities in educational support, cultural program development, and MIL competency improvement, library ODA can head to a new direction that substantially contributes to the well-being of people in both donor and recipient countries
Psychometric properties of a short self-reported measure of medication adherence among patients with hypertension treated in a busy clinical setting in Korea.
BackgroundWe examined the psychometric properties of the Korean version of the 8-item Morisky Medication Adherence Scale (MMAS-8) among adults with hypertension.MethodsA total of 373 adults with hypertension were given face-to-face interviews in 2 cardiology clinics at 2 large teaching hospitals in Seoul, South Korea. Blood pressure was measured twice, and medical records were reviewed. About one-third of the participants (n = 109) were randomly selected for a 2-week test-retest evaluation of reliability via telephone interview.ResultsInternal consistency reliability was moderate (Cronbach α = 0.56), and test-retest reliability was excellent (intraclass correlation = 0.91; P < 0.001), although a ceiling effect was detected. The correlation of MMAS-8 scores with scores for the original 4-item scale indicated that convergent validity was good (r = 0.92; P < 0.01). A low MMAS-8 score was significantly associated with poor blood pressure control (χ(2) = 29.86; P < 0.001; adjusted odds ratio = 5.08; 95% CI, 2.56-10.08). Using a cut-off point of 6, sensitivity and specificity were 64.3% and 72.9%, respectively. Exploratory factor analysis identified 3 dimensions of the scale, with poor fit for the 1-dimensional construct using confirmatory factory analysis.ConclusionsThe MMAS-8 had satisfactory reliability and validity and thus might be suitable for assessment and counseling regarding medication adherence among adults with hypertension in a busy clinical setting in Korea
Information Access in a Multilingual World: Transitioning from Research to Real-World Applications
Multilingual Information Access (MLIA) is at a turning point wherein substantial real-world applications are being introduced after fifteen years of research into cross-language information retrieval, question answering, statistical machine translation and named entity recognition. Previous workshops on this topic have focused on research and small- scale applications. The focus of this workshop was on technology transfer from research to applications and on what future research needs to be done which facilitates MLIA in an increasingly connected multilingual world

Building worker power for day laborers in South Korea's construction industry
This article examines how unions build worker power for day laborers in South Korea’s construction industry in the context of widespread informality. Drawing upon regional case studies of the Korean Construction Workers Union (KCWU), we find that construction day laborers experience poor working conditions and rampant employment violations under multiple layers of subcontracting that enable capital to bypass existing labor laws and regulations. Despite the regulatory challenges of complex subcontracting systems, unions can still exert direct pressure on firms to improve informal working conditions by securing and enforcing creative collective agreements. Key to this process is the development of regionally-specific forms of worker power that target firms located higher up the subcontracting chain to take responsibility for informal working conditions. Although the scope of influence varies depending on the type of worker power that unions cultivate (e.g. structural, associational, and symbolic), each form of worker power has enabled unions in different regional contexts to establish uniform standards regarding job quality and job security despite formal restrictions on the legal authority of unions as bargaining agents for informal workers. While such approaches require a high level of organizational and strategic capacity, they demonstrate the ongoing relevance of unions in challenging the global turn to informal work through workplace organizing and collective bargaining

Engaging Diversity And Marginalization Through Participatory Action Research: A Model For Independent School Reform
Authored by a university researcher, school practitioner, and high school student, this article examines how independent schools can utilize participatory action research (PAR) to bolster diversity and inclusion efforts. A case study approach was taken to showcase a two-year PAR project at a progressive independent school that sought to: (a) enrich institutional knowledge of student diversity, (b) capture the present-day schooling experiences of historically marginalized students in independent school settings, and (c) develop a dynamic action plan to ameliorate school issues that emerged through the PAR inquiry process. Committed to institutional research that informs school policy and practice, we argue that PAR provides a rigorous, student-centered, and democratic model for independent school reform
