    Flat Cellular (UMTS) Networks

    Traditionally, cellular systems have been built in a hierarchical manner: many specialized cellular access network elements that collectively form a hierarchical cellular system. When 2G and later 3G systems were designed there was a good reason to make system hierarchical: from a cost-perspective it was better to concentrate traffic and to share the cost of processing equipment over a large set of users while keeping the base stations relatively cheap. However, we believe the economic reasons for designing cellular systems in a hierarchical manner have disappeared: in fact, hierarchical architectures hinder future efficient deployments. In this paper, we argue for completely flat cellular wireless systems, which need just one type of specialized network element to provide radio access network (RAN) functionality, supplemented by standard IP-based network elements to form a cellular network. While the reason for building a cellular system in a hierarchical fashion has disappeared, there are other good reasons to make the system architecture flat: (1) as wireless transmission techniques evolve into hybrid ARQ systems, there is less need for a hierarchical cellular system to support spatial diversity; (2) we foresee that future cellular networks are part of the Internet, while hierarchical systems typically use interfaces between network elements that are specific to cellular standards or proprietary. At best such systems use IP as a transport medium, not as a core component; (3) a flat cellular system can be self scaling while a hierarchical system has inherent scaling issues; (4) moving all access technologies to the edge of the network enables ease of converging access technologies into a common packet core; and (5) using an IP common core makes the cellular network part of the Internet

    Regionalizing telecommunications reform in West Africa

    In recent years, there has been an increasing recognition that significant welfare gains could be realized through deep forms of regional integration which entail harmonization of legal, regulatory and institutional frameworks. Reforms that reduce cross-border transaction costs and improve the performance of ā€œbackboneā€ infrastructure services are arguably even more important for the creation of an open, unified regional economic space than trade policy reforms narrowly defined. This paper assesses the potential gains from regionalized telecommunications policy in West Africa. To this end, the paper: (i) discusses how regional cooperation can overcome national limits in technical expertise, enhance the capacity of nations credibly to commit to stable regulatory policy, and ultimately facilitate infrastructure investment in the region; (ii) identifies trade-distorting regulations that inhibit opportunities for regional trade and economic development, and so are good candidates for regional trade negotiations to reduce indirect trade barriers; and (iii) describes substantive elements of a harmonized regional regulatory policy that can deliver immediate performance benefits.E-Business,Environmental Economics&Policies,ICT Policy and Strategies,Transport Economics Policy&Planning,Emerging Markets

    Considering Pigeons for Carrying Delay Tolerant Networking based Internet traffic in Developing Countries

    There are many regions in the developing world that suffer from poor infrastructure and lack of connection to the Internet and Public Switched Telephone Networks (PSTN). Delay Tolerant Networking (DTN) is a technology that has been advocated for providing store-and-forward network connectivity in these regions over the past few years. DTN often relies on human mobility in one form or another to support transportation of DTN data. This presents a socio-technical problem related to organizing how the data should be transported. In some situations the demand for DTN traffic can exceed that which is possible to support with human mobility, so alternative mechanisms are needed. In this paper we propose using live carrier pigeons (columba livia) to transport DTN data. Carrier pigeons have been used for transporting packets of information for a long time, but have not yet been seriously considered for transporting DTN traffic. We provide arguements that this mode of DTN data transport provides promise, and should receive attention from research and development projects. We provide an overview of pigeon characteristics to analyze the feasibility of using them for data transport, and present simulations of a DTN network that utilizes pigeon transport in order to provide an initial investigation into expected performance characteristics

The maximalists claim that creativity comes from lone genuises (the romantic author) who must be given legal incentives to works but intellectual property scholars have carefully examined the incentives of their arguments and have pointed out that granting overly strong property rights to copyright holders might not be socially appropriate. Moreover, the network providers claim that they (the romantic builders) must be allowed by law to price-discriminate vis-a-vis content sources in order to be encouraged to build the network

    Electric Telegraph to e-Scotland: Networking remote and rural communities

    There are said to be parallels in the impact that the advent of the telegraph and the internet had on their respective societies. This chapter looks at two examples of state intervention and subsidy in the development of those two communications infrastructures in remote and rural areas of Scotland, at either end of the revolution in electric communications. Both applied the technology of the day to break down geographical barriers, to increase connectivity, to spread information, and to enhance social and business links. Both initiatives grew in part out of a government concern that Scotland should not fall behind the level of technological provision available in other European countries, thereby disadvantaging Scottish business as well as citizens (a comparison with the state-owned telegraph systems in Belgium, Switzerland and France informed the 1868 Telegraph Act, and the development of a broadband infrastructure across a range of European Union countries has been quoted by the Scottish Government). The emphasis in both cases was on affordable wide-ranging availability to benefit individuals as much as business, though with an understanding that business needs would be the driver and would provide the bulk of the finance to establish and maintain the infrastructure. The first was a product of nationalisation with the expansion of the telegraph network from 1870 to 1872 driven by demand. Following is an analysis of that demand and its impact, alongside a description of the development of the network across remote and rural areas over the two years of the scheme. The second examines the rationales behind Scottish Government initiatives since 2001 to extend broadband provision and outlines the technical solutions devised in partnership with commercial operators and funding bodies to reach non-commercially viable areas and to stimulate take up

    The republic of Congo's infrastructure : a continental perspective

    Infrastructure contributed half a percentage point to the Republic of Congo's annual per capita GDP growth from 2001 to 2006. If the country's infrastructure were improved to the level seen in Mauritius, the regional leader, it could contribute more than 3 percentage points to annual per capita growth. The Republic of Congo's existing infrastructure is concentrated in the developed south, reflecting the country's urbanization patterns. Links spread from there to the less-developed north, where there are vast areas of underexploited dense forest. The Republic of Congo's power sector offers the greatest potential for infrastructure-based economic growth, but major inefficiencies need to be addressed. Transit improvements would also make significant contributions to growth by improving connections to the north and to neighboring countries. Additional opportunities include rehabilitating the fixed-line telephone operator to spread Internet access. The country's water and sanitation infrastructure is in relatively good shape. Spending on infrastructure was 460millionperyearintheRepublicofCongoduringthemidāˆ’2000s.Basedonthesespendinglevels,ifallinefficiencieswereeliminated,thecountrywouldfaceaninfrastructurefundinggapof460 million per year in the Republic of Congo during the mid-2000s. Based on these spending levels, if all inefficiencies were eliminated, the country would face an infrastructure funding gap of 270 million a year and would not meet infrastructure targets for 31 years. Spending rose to $550 million per year in 2008-09. If the Republic of Congo could maintain these higher spending levels, the funding gap would essentially disappear.
