    There were no significant changes in 2019 to FTA’s theory of change1. FTA plans all its work on the basis of its operational priorities. These, in turn, focusresearch towards major development demands and knowledge gaps, orienting FTA towards the implementation of the SDGs and other global commitments. Three operational priorities were added in 2020 (see list in Appendix 1) to better delineate pre-existing research areas addressing development bottlenecks needing dedicated investment and visibility: smallholder tree-crop commodities, tree seeds and seedlings delivery systems, and foresight. FTA organized in 2019, at the request of its ISC, a joint ISC-FTA workshop on impact assessment methods for the program. Based on the outcomes of this workshop FTA will, inter alia, revisit in 2020 its impact pathways and end of programme outcomes, and if need be, corresponding adjustments to the ToC of FTA and/or of its FPs will be made

    Assessing Opportunities for Livelihood Enhancement and Diversification in Coastal Fishing Communities of Southern India

    "The United Nations Team for Tsunami Recovery Support (UNTRS) based in Chennai,India, is facilitating the process of tsunami recovery in the region through specific interventions in strategic areas. The Food and Agriculture Organisation of United Nations (FAO) as a part of the UNTRS team aims to set clear directions to ensure sustainable livelihoods for fishers. It has a pro-poor focus. With the fisheries sector suffering from both over-capitalization and resource depletion, the livelihoods of poor fishers and fisherfolk communities have been badly hit, and the tsunami has aggravated their misery. While relief measures have helped, what's essential for the long term is to improve livelihood opportunities. They need to be enhanced and diversified. Many development interventions have been attempted. But what's needed is a viable people-centric approach that taps the strengths of coastal fisheries and draws on them. Hence this study on ""Assessing opportunities for livelihood enhancement and diversification in coastal fishing communities of southern India."" carried out by Integrated Coastal Management, Kakinada. The study covers tsunami-affected areas in Tamil Nadu and Kerala. The study has analysed a number of inherent strategies of the fishers to enhance and diversify livelihoods, both past and present. It has come out with a planning framework for livelihoods enhancement and diversification. Stakeholders in fisheries can make use of the framework, validate its usefulness, and decide and further develop appropriate tool box. They may then spell out the support and co-operation necessary from other stakeholders.

    Managing Intellectual Property to Foster Agricultural Development

    Over the past decades, consideration of IPRs has become increasingly important in many areas of agricultural development, including foreign direct investment, technology transfer, trade, investment in innovation, access to genetic resources, and the protection of traditional knowledge. The widening role of IPRs in governing the ownership of—and access to—innovation, information, and knowledge makes them particularly critical in ensuring that developing countries benefit from the introduction of new technologies that could radically alter the welfare of the poor. Failing to improve IPR policies and practices to support the needs of developing countries will eliminate significant development opportunities. The discussion in this note moves away from policy prescriptions to focus on investments to improve how IPRs are used in practice in agricultural development. These investments must be seen as complementary to other investments in agricultural development. IPRs are woven into the context of innovation and R&D. They can enable entrepreneurship and allow the leveraging of private resources for resolving the problems of poverty. Conversely, IPRs issues can delay important scientific advancements, deter investment in products for the poor, and impose crippling transaction costs on organizations if the wrong tools are used or tools are badly applied. The central benefit of pursuing the investments outlined in this note is to build into the system a more robust capacity for strategic and flexible use of IPRs tailored to development goals

    Sustainable Fisheries Financing Strategies: Save the Oceans Feed the World Project

    This paper attempts to evaluate the factors that affect the financial viability of sustainable seafood investments, and in doing so: a) examines the underlying industry dynamics, opportunities, and risks associated with investing in the seafood sector; b) summarizes lessons learned from existing approaches to sustainable fisheries investments; and c) describes in greater detail the three aforementioned impact-investing mechanisms that could support the development of more sustainable wild-capture fisheries. The design of these strategies reflects, to the best of our understanding, the unique characteristics of the countries studied. We recognize that these strategies will evolve through further research and development and will vary meaningfully in their design and execution depending on the specific characteristics of the fisheries and countries where they may be deployed. We hope that these strategies can be adopted, modified and executed by a range of public, private, and non-profit players over time, and that the execution of these or similar strategies will catalyze the flow of new sources of private capital towards sustainable fisheries with positive environmental and societal impacts
