    Marine Spatial Planning: Case Studies

    With marine planning developing in many parts of the world, especially the E.U., U.S. and Australia, it is important for industry to be part of the creation of a shared vision for a marine area and the necessary elements (e.g., outreach, funding, boundaries) of such an effort. World Ocean Council, with funding from the Gordon and Betty Moore Foundation, undertook a project to inform and, as appropriate, engage a diverse range of ocean industries on marine planning and encourage the use of credible science and risk assessment.The project identified industry sectors and business categories and researched industry perspectives on marine planning in part through the following five case studies. These case studies were selected to provide a broad range of regions across the globe and MSP examples at different stages of design, implementation, monitoring and adaptive management. The case studies are based on interviews with many private sector and government sector participants of planning processes, online documents, maps and available information, and a review of MSP literature. Stakeholder feedback, benefits and challenges from these five case studies are incorporated into the WOC report Ocean Industries and Marine Planning.

    Going beyond two degrees? The risks and opportunities of alternative options

    Since the mid-1990s, the aim of keeping climate change within 2 °C has become firmly entrenched in policy discourses. In the past few years, the likelihood of achieving it has been increasingly called into question. The debate around what to do with a target that seems less and less achievable is, however, only just beginning. As the UN commences a two-year review of the 2 °C target, this article moves beyond the somewhat binary debates about whether or not it should or will be met, in order to analyse more fully some of the alternative options that have been identified but not fully explored in the existing literature. For the first time, uncertainties, risks, and opportunities associated with four such options are identified and synthesized from the literature. The analysis finds that the significant risks and uncertainties associated with some options may encourage decision makers to recommit to the 2 °C target as the least unattractive course of action

    Adapting to change: Time for climate resilience and a new adaptation strategy. EPC Issue Paper 5 March 2020

    The dramatic effects of climate change are being felt across the European continent and the world. Considering how sluggish and unsuccessful the world has been in reducing greenhouse gas (GHG) emissions, the impacts will become long-lasting scars. Even implementing radical climate mitigation now would be insufficient in addressing the economic, societal and environmental implications of climate change, which are expected to only intensify in the years to come. This means climate mitigation must go hand in hand with the adaptation efforts recognised in the Paris Agreement. And although the damages of climate change are usually localised and adaptation measures often depend on local specificities, given the interconnections between ecosystems, people and economies in a globalised world there are strong reasons for European Union (EU) member states to join forces, pool risk and cooperate across borders. Sharing information, good practices, experiences and resources to strengthen resilience and enhance adaptive capacity makes sense economically, environmentally and socially. The European Commission’s 2013 Adaptation Strategy is the first attempt to set EU-wide adaptation and climate resilience and could be considered novel in that it tried to mainstream adaptation goals into relevant legislation, instruments and funds. It was not very proactive, however. It also lacked long-term perspective, failed to put the adaptation file high on the political agenda, was under resourced, and suffered from knowledge gaps and silo thinking. The Commission’s European Green Deal proposal, which has been presented as a major step forward to the goal of Europe becoming the world’s first climate-neutral continent, suggests that the Commission will adopt a new EU strategy on adaptation to climate within the first two years of its mandate (2020-2021). In light of the risks climate change poses to ecosystems, societies and the economy (through inter alia the vulnerability of the supply chain to climate change and its potential failure to provide services to consumers), adaptation should take a prominent role alongside mitigation in the EU’s political climate agenda. Respecting the division of treaty competences, there are important areas where EU-wide action and support could foster the continent’s resilience to climate change. The European Policy Centre (EPC) project “Building a climate-resilient Europe”, which has culminated in this Issue Paper, has identified the following: (i) the ability to convert science-based knowledge into preventive action and responsible behaviour, thus filling the information gap; (ii) the need to close the protection gap through better risk management and risk sharing; (iii) the necessity to adopt nature-based infrastructural solutions widely and tackle the grey infrastructure bias; and (iv) the need to address the funding and investment gap. This Issue Paper aims to help inform the upcoming EU Adaptation Strategy and, by extension, strengthen the EU’s resilience to climate change. To that end, the authors make a call for the EU to mainstream adaptation and shift its focus from reacting to disasters to a more proactive approach that prioritises prevention, risk reduction and resilience building. In doing so, the EU must ensure fairness and distributive justice while striving for climate change mitigation and protecting the environment and biodiversity. To succeed, the new EU Adaptation Strategy will need to address specific challenges related to the information, protection, funding and investment gaps; and the grey infrastructure bias. To tackle and address those challenges, this Paper proposes 17 solutions outlined in Table 1 (see page 6)

    The global integrated world ocean assessment: linking observations to science and policy across multiple scales

    In 2004, the United Nations (UN) General Assembly approved a Regular Process to report on the environmental, economic and social aspects of the world's ocean. The Regular Process for Global Reporting and Assessment of the State of the Marine Environment, including Socioeconomic Aspects produced the first global integrated assessment of the marine environment in December 2016 (known as the first World Ocean Assessment). The second assessment, to be delivered in December 2020, will build on the baselines included in the first assessment, with a focus on establishing trends in the marine environment with relevance to global reporting needs such as those associated with the UN Sustainable Development Goals. Central to the assessment process and its outputs are two components. First, is the utilization of ocean observation and monitoring outputs and research to temporally assess physical, chemical, biological, social, economic and cultural components of coastal and marine environments to establish their current state, impacts currently affecting coastal and marine environments, responses to those impacts and associated ongoing trends. Second, is the knowledge brokering of ocean observations and associated research to provide key information that can be utilized and applied to address management and policy needs at local, regional and global scales. Through identifying both knowledge gaps and capacity needs, the assessment process also provides direction to policy makers for the future development and deployment of sustained observation systems that are required for enhancing knowledge and supporting national aspirations associated with the sustainable development of coastal and marine ecosystems. Input from the ocean observation community, managers and policy makers is critical for ensuring that the vital information required for supporting the science policy interface objectives of the Regular Process is included in the assessment.     Marine heatwaves in the western Mediterranean: Considerations for coastal aquaculture adaptation

    Climate change threatens marine aquaculture, impacting fish health and farming practices through extreme events such as ocean warming and marine heatwaves. These events can compound the effects of other stressors, necessitating adaptive measures for sustainable aquaculture, such as submergible cages. We harnessed ocean reanalysis products to enhance our understanding of ocean warming and marine heatwaves in key fish farming areas in the Western Mediterranean, focusing on fish welfare thermal thresholds that inform mitigation measures. Our analyses revealed a consistent temperature increase across depths and farms over four decades, notably peaking at 0.75 °C per decade in some areas. Marine heatwaves have become three times more frequent, with nearly 50% longer durations on average compared to the 1980s. This included the most severe event experienced in 2022, with anomalies up to 4.2 °C lasting the entire summer. Fish welfare thermal thresholds exceeded the average depth of pen net systems and increased by 4.3 m per decade. Moreover, the seasonal onset of thermal thresholds shifted 5 to 6 days earlier per decade. To secure optimal conditions for seabream and seabass, net pens should be submerged to depths of around 20 m and 15 m, respectively, ideally in the second week of July. However, in shallow areas, this may not be feasible. Our findings raise concerns about the well-being of Mediterranean farmed fish, which, although adapted to current conditions, may struggle to thrive under recent and projected environmental changes.
