    The Development of a Common Investment Appraisal for Urban Transport Projects.

    In December 1990 we were invited by Birmingham City Council and Centro to submit a proposal for an introductory study of the development of a common investment appraisal for urban transport projects. Many of the issues had arisen during the Birmingham Integrated Transport Study (BITS) in which we were involved, and in the subsequent assessment of light rail schemes of which we have considerable experience. In subsequent discussion, the objectives were identified as being:- (i) to identify, briefly, the weaknesses with existing appraisal techniques; (ii) to develop proposals for common methods for the social cost-benefit appraisal of both urban road and rail schemes which overcome these weaknesses; (iii) to develop complementary and consistent proposals for common methods of financial appraisal of such projects; (iv) to develop proposals for variants of the methods in (ii) and (iii) which are appropriate to schemes of differing complexity and cost; (v) to consider briefly methods of treating externalities, and performance against other public sector goals, which are consistent with those developed under (ii) to (iv) above; (vi) to recommend work to be done in the second phase of the study (beyond March 1991) on the provision of input to such evaluation methods from strategic and mode-specific models, and on the testing of the proposed evaluation methods. Such issues are particularly topical at present, and we have been able to draw, in our study, on experience of:- (i) evaluation methods developed for BITS and subsequent integrated transport studies (MVA) (ii) evaluation of individual light rail and heavy rail investment projects (ITS,MVA); (iii) the recommendations of AMA in "Changing Gear" (iv) advice to IPPR on appraisal methodology (ITS); (v) submissions to the House of Commons enquiry into "Roads for the Future" (ITS); (vi) advice to the National Audit Office (ITS) (vii) involvement in the SACTRA study of urban road appraisal (MVA, ITS

    The identification of acquisition targets in the EU banking industry: An application of multicriteria approaches

    In this paper we develop classification models for the identification of acquisition targets in the EU banking industry, incorporating financial variables that are mostly unique to the banking industry and originate from the CAMEL approach. A sample of 168 non-acquired banks matched with 168 acquired banks is used over the period 1998-2002, covering 15 EU countries. We compare and evaluate the relative efficiency of three multicriteria approaches, namely MHDIS, PAIRCLAS, and UTADIS, with all models developed and tested using a 10-fold cross validation approach. We find that the importance of the variables differs across the models. However, on the basis of univariate test and the results of the models we could state that in general after adjusting for the country where banks operate, acquired banks are less well capitalized and less cost and profit efficient. The results show that the developed models can achieve higher classification accuracies than a naïve model based on random assignments. Nevertheless, there is fair amount of misclassification that is hard to avoid given the nature of the problem, showing that as in previous studies for non-financial firms, the identification of acquisitions targets in banking is a difficult task. © 2006 Elsevier Inc.     Development strategy reconsidered : Mexico, 1960-94

    Different ways of discussing development strategy often reflect different definitions of development. Analysts who emphasize income or production as indicators of development may focus on macroeconomics or sectors. Other analysts may focus on distribution and social aspects as development. Economists tend to see development strategy from the normative, technocratic perspective of welfare economics. Political scientists may see development as a process of political interaction between different interests. Using Mexico as a case, the authors examine macroeconomic conditions and policies (based on flow of funds tables) and estimates of resource transfers between sectors and regions, to relate them to development strategies. They find that: 1) Macroeconomic conditions and policies have exerted a strong impact on resource transfers between the productive sector and the financial and fiscal sectors. 2) Because of the strong impact of macroeconomic conditions and policies, resource transfers between productive sectors were not necessarily evident for either financial or fiscal transfers. But combined transfers from nonagricultural states to agricultural states were significant in three out of four periods examined. 3) The government more effectively controls fiscal transfers because it is directly involved in decisionmaking about public investment and federal participation. Figures on fiscal transfers suggest that the government favored agricultural states in the quarter century studies. 4) Fiscal transfers dominated financial transfers--hence the general transfer from nonagricultural states to agricultural states. The Mexican government maintained a strong interventionist stance toward the rural and agricultural sector even as it espoused reducing the government's role in economic management. 5) During the era of shared development, the government favored less productive agricultural states over highly productive agricultural states. As agrarian reform was reformed, this favoritism diminished and eventually disappeared. 6) The study results reflect the Mexican government's political inclination to favor agricultural or rural states in coping with macroeconomic turmoil.     Aid and Public Sector Fiscal Behaviour in Failing States

    This paper looks at interactions between foreign aid and the public sector in developing countries, especially those considered to be fragile or failing states. A model is proposed which employs actual budgetary appropriations and revenue estimates (rather than estimated target variables) and allows for asymmetric preference. Variants of the model are estimated using time-series data for Papua New Guinea (PNG). PNG is classified as a fragile state by the international community owing to perceived policy and institutional inadequacies.     Governance, Democracy and Poverty Reduction: Lessons drawn from household surveys in sub-Saharan Africa and Latin America

    Public statistics face quite a challenge when it comes to measuring new dimensions of development (institutions, governance, and social and political participation). To take up this challenge, modules on Governance, Democracy and Multiple Dimensions of Poverty have been appended to household surveys by National Statistics Institutes in twelve African and Latin-American developing countries. This paper presents the issues addressed and the methodological lessons learnt along with a selection of findings to illustrate this innovative approach and demonstrate its analytic potential. We investigate, for instance, the population’s support for democratic principles, the respect for civil and political rights and the trust in the political class; the “need for the State”, particularly of the poorest; the extent of petty corruption; the reliability of expert surveys on governance; the perception of decentralisation policies at local level; the level and vitality of social and political participation, etc. The conclusive appraisal made opens up prospects for the national statistical information systems in the developing countries.
