    Designing and developing a reflexive learning system for managing systemic change.

    We offer a reflection on our own praxis as designers and developers of a learning system for mature-age students through the Open University (OU) UK’s internationally recognised supported-open learning approach. The learning system (or course or module), which required an investment in the range of £0.25–0.5 million to develop, thus reflects our own history (traditions of understanding), the history of the context and the history of cyber-systemic thought and praxis including our own engagement with particular cyber-systemic lineages. This module, “Managing systemic change: inquiry, action and interaction” was first studied by around 100 students in 2010 as part of a new OU Masters Program on Systems Thinking in Practice (STiP) and is now in its fourth presentation to around 100 students. Understanding and skills in systemic inquiry, action and interaction are intended learning outcomes. Through their engagement with the module and each other’s perspectives, students develop critical appreciation of systems practice and social learning systems, drawing on their own experiences of change. Students are practitioners from a wide range of domains. Through activities such as online discussions and blogging, they ground the ideas introduced in the module in their own circumstances and develop their own community by pursuing two related systemic inquiries. In this process, they challenge themselves, each other and the authors as learning system designers. We reflect on what was learnt by whom and how and for what purposes

    All That Is Cyber Melts into Control: a Rhetorical Analysis of Cybernetic Metaphors

    This thesis historicizes and interprets the logic of cybernetics as a communication technology and how it shaped notions of control in the mid-20th century. To situate my analysis, I focus on cybernetics, the tradition within communication studies that focuses on controlling communication through the application of feedback loops to a particular system. Since the discovery and popularization of cybernetics by the late 1950s, its central logic has been widely applied to computational technology and influenced future systems theories. Specifically, my thesis employs a rhetorical examination of cybernetic metaphors through metaphor criticism to trace the genealogy of cybernetic discourses that I argue attempted to reconstitute political structures through stabilizing systems that would maintain and regulate the social, political, and economic forces of society. My thesis explores archival exchanges between Soviet Cybernetics Review, Ali Ä°rtem, and Stafford Beer to tracing the intellectual history of discourses that employed cybernetic thinking through metaphors to re-constitute the political-economic systems internationally

    Making use of the relevant literature in the area, this paper proposes a systemic approach to the European administration. The difficulty of the research design stems from the inconsistency of the regulations European treaties exhibit, as well as from the sectorial approaches, mostly of legal nature, on the conceptualization of the EU administration. To this we add the complexity of the analyzed process which, under the conditions set by the EU enlargement tends to overcome, both in sphere and content, many of the administrations of the federal states or international organizations. The systemic model we propose is a complex system, of a mixed architecture. It is there that the self-regulatory processes have a unique specificity and make use of both a legal foundation and of complementary processes such are those of Europeanization, convergence and administrative dynamicEuropean administration, European Administrative Space, Cybernetic system, Europeanization, Convergence, Administrative dynamics.

    A Structured Systemic Framework for Software Development

    The purpose of this research was to develop and apply a systems-based framework for the analysis of software development project performance. Software development project performance is measured at the project level; that is, cost, schedule, and product quality that affect the overall project. To date, most performance improvement efforts have been focused on individual processes within the overall software development system. Making improvements to sub-elements, processes, or sub-systems without regard for the overall project is a classic misbehavior entered into by practitioners who fail to use a holistic, systemic approach. Attempts to improve sub-system behavior are at odds with The Principle of Sub-optimization. (van Gigch, 1974) The traditional method of predicting software development project performance, in terms of sub-system performance is too restrictive. A new holistic, systemic view based on systems principles offers a more robust way to look at performance. This research addressed this gap in the systems and software body of knowledge by developing a generalizable and transportable framework for software project performance that is based on systems principles. A rigorous mixed-method research methodology, employing both inductive and case study methods, was used to develop and validate the framework. Two research questions were identified as integral to increasing the understanding of a systems-based framework. (1) How does systems theory apply to the analysis of software development project performance? (2) What results from the application of a systems-based analysis framework for analyzing performance on a software development project? Using Discoverers\u27 Induction (Whewell, 1858), a systems-based framework for the analysis of software development project performance was constructed, adding to the systems and software body of knowledge and substantiating a comprehensive and unambiguous theoretical construct for software development. Then, the framework was applied to two completed software development projects to support validation. The structured systemic framework shows significant promise for contribution to software practitioners by indicating future software development project performance. The research also made a contribution in the area of research methodologies by resurrecting William Whewell\u27s Discoverers\u27 Induction (1858) and furthering the use of the case study method in the engineering management and systems engineering domain, areas where their application has been very limited

Se investigaron roles y mecanismos de interacción social de diferentes actores sociales del turismo en la península de Santa Elena, así como iniciativas locales de auto organización, solución de problemas y toma de decisiones que podrían mejorar la gobernanza y el funcionamiento del sistema turístico provincial. /This research explores the dynamic interplay between self-organised tourism planning and formal, linear and institutionalised tourism governance structures in the Santa Elena province, Ecuador. Complexity theory provides a framework and a language to understand actor-led, non-linear, bottom-up, and highly contextualised self-organised planning efforts that can change the future of tourism destinations amidst unstable and changing tourism governance conditions. For the purpose of this research, the tourism destination was understood as a complex socio-political system resultant from the interactions between tourism stakeholders. In the destination, the instability of the political landscape together with lack of ties among groups of social actors, and the low implementation of tourism plans provided the context in which key social actors self-organised to steer the tourism system. Critical realism, as the philosophical position and a single embedded case study as the research strategy, allowed the identification of three layers of analysis within the destination’s tourism system, each one involving different but overlapping methods of data collection and interpretation
